HomeMy WebLinkAbout06 09 2008_May 16, 2008 Joint City-County Meeting Minutes1 MINUTES OF THE MEETING OF THE CITY COMMISSION BOZEMAN, MONTANA May 16, 2008 *An audio version of this meeting is unavailable ***************************** The Commission of the City of Bozeman met in the City Commission Room, City Hall, 411 East Main Street, on Friday, May 16, 2008 at 7 a.m. Present were Deputy Mayor Jeff Krauss and Cr. Jeff Rupp (a quorum of the City Commissioners were not present), County Cr. Bill Murdock, County Cr. Steve White, City Manager Chris Kukulski, and City Clerk Stacy Ulmen. Call to Order Deputy Mayor Krauss called the meeting to order at 7:17 a.m. Public Comment Deputy Mayor Krauss opened public comment. None received. Deputy Mayor Krauss closed public comment. 1) Updates: 0:03:141. Law & Justice Center County Cr. Bill Murdock Cr. Murdock presented an update on the Law and Justice Center and asked the City how they would like to proceed with the proposed 5 acre Law and Justice site. Mark Tymrak, Director of Public Safety and Police Mr. Tymrak stated that there has not been any discussions regarding severing ties. Deputy Mayor Krauss Deputy Mayor Krauss stated that he supports the jail bond. Cr. Rupp Cr. Rupp stated that he likes the idea of keeping the operations together. County Cr. Steve White Cr. White asked how the City will obtain the funds for the project. Chris Kukulski, City Manager Mr. Kukulski spoke regarding the jail bond. Deputy Mayor Krauss Deputy Mayor Krauss spoke regarding the issue of shared parking. 11 Minutes of the Joint City-County Meeting, May 16, 2008 2 Mr. Kukulski Mr. Kukulski stated that staff is not too far from bringing this critical information before the Commission regarding the site. Deputy Mayor Krauss Cr. Krauss went over why the 5 acres is important. Cr. White Cr. White stated that if the City was to buy the 5 acres, there should be an agreement between the County and the City regarding that the parking will be shared. Mr. Tymrak Mr. Tymrak stated that the most important task at this time is that the 5 acres of land be appraised. Cr. Murdock Cr. Murdock stated that the appraisal will take place and directed County Grants Administrator Larry Watson to begin the process of getting this task completed. Discussion took place regarding the need for a campaign committee regarding the jail bond. Deputy Mayor Krauss said that he would take part in the committee. 0:31:33 2. 911/Fire Station III Mr. Kukulski Mr. Kukulski presented an update regarding the County 911 Center and City Fire Station 3. Advertisement for bids are in process. 0:40:30 3. Solid Waste District (board appointees, recycling, household hazardous waste station) and 2) Talking Trash Debbie Arkell, Director of Public Service Ms. Arkell stated that an interlocal agreement to control the convenience station is being worked on with the board. Ms. Arkell spoke regarding the possible increase in tip fees, and the possible construction of building a mini transfer station. Steve Johnson, Sanitation Superintendent Mr. Johnson stated that the proposed increase amount is going to be two and a half times more than what is being charged presently. Deputy Mayor Krauss Deputy Mayor Krauss asked if there presently are any convenience sites in the area. 12 Minutes of the Joint City-County Meeting, May 16, 2008 3 Mr. Johnson Mr. Johnson stated that there were not any at this time. 3) Other Areas of Concern Discussion took place regarding the Farmers Market and Hockey program agreement for the use of the Haynes Pavilion at the fairgrounds. 1:02:00 Meeting Adjourned.
