MEETING DATE: Monday, June 23, 2008 RECOMMENDATION: Approve Commission Resolution Number 4109 indicating the City of Bozeman’s willingness to accept Preserve America funding if awarded and further indicating support for projects within the City of Bozeman which are awarded funding. BACKGROUND: The Bozeman Historic Preservation Advisory Board is submitting an application for Preserve America designation. Preserve America is a federal initiative that encourages and supports community efforts to preserve and enjoy our priceless cultural and natural heritage. The goals of the initiative include a greater shared knowledge about the nation’s past, strengthened regional identities and local pride, increased local participation in preserving the country’s cultural and natural heritage assets, and support for the economic vitality of our communities. The designation the BHPAB is applying for in no way commits the City of Bozeman to provide any funding sources at this time. Rather, Preserve America designation recognizes the many ways in which the City of Bozeman and the community preserves our historic and cultural heritage. Events like the Annual Excellence in Historic Preservation Awards, Preservation 365 education and outreach, as well as preservation-related municipal code like Chapter 18.28 “the Neighborhood Conservation Overlay” and the Design Guidelines for Historic Districts and the Conservation Overlay, as well as the Tax Abatement for Historic Preservation, indicate the type of commitment to historic preservation that Preserve America designation denotes. The Preserve America program can be a vehicle for grant funding for a wide variety of projects. The program, run by the Advisory Council on Historic Preservation, offers grants for research and documentation, interpretation and education, preservation planning, marketing of historic resources and preservation training. The BHPAB believes a number of preservation-minded organizations within the Bozeman community could benefit from the availability of funds from Preserve America. Organizations like the Pioneer Museum, the Downtown Business Partnership and the Emerson Cultural Center are a small sample of potential applicants. Each individual grant application requires a resolution of support from the organization’s local governing council showing willingness to accept the Preserve America funding if awarded and demonstrating the local government’s commitment to and support of the project. This Commission Memorandum Memorandum edited on June 18, 2008 resolution is intended to satisfy that requirement for all potential applicants within the Bozeman community. UNRESOLVED ISSUES: Staff is unaware of any unresolved issues at this time. FISCAL EFFECTS: Preserve America is a matching fund source, generally requiring a match of $1 for ever $1 received from the program. If the City of Bozeman were to be the applicant for a specific project, the City would be required to supply the matching funding. Passage of Commission Resolution Number 4109 does not obligate the city to funding at this time. Any City of Bozeman matching funds for a Preserve America project would have to be passed through the City’s normal budget process. If another organization within the Bozeman community were to be the applicant for a specific project, the organization would be required to supply the matching funding. This commission resolution is intended to satisfy the Preserve America grant application requirements to provide a resolution of support. ALTERNATIVES: As suggested by the City Commission. APPROVED BY: Andrew Epple, Planning Director Chris Kukulski, City Manager COMMISSION RESOLUTION NO. 4109 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, INDICATING THE CITY OF BOZEMAN’S WILLINGNESS TO ACCEPT PRESERVE AMERICA FUNDING IF AWARDED AND FURTHER INDICATING SUPPORT FOR PROJECTS WITHIN THE CITY OF BOZEMAN AWARDED FUNDING. WHEREAS, through the listing of eight Historic Districts and 50 Individual properties on the National Register of Historic Places, as well as creation of a Neighborhood Conservation Overlay District, the intent and purpose of which is to stimulate the restoration and rehabilitation of structures, and all other elements contributing to the character and fabric of established residential neighborhoods and commercial or industrial areas, the citizens of the City of Bozeman have indicated their commitment to preserving their historic and cultural resources; and, WHEREAS, in order to enable the City of Bozeman and all other preservation-minded organizations in the community to seek Preserve America funding for projects, Bozeman Historic Preservation Advisory Board has applied for Preserve America designation; and, WHEREAS, all Preserve America grant applications require a resolution of support from the local government entity; and, WHEREAS, the City of Bozeman, through its past actions and Bozeman Municipal Code, Unified Development Ordinance, Design Guidelines for Historic Districts and the Neighborhood Conservation Overlay District and Tax Abatement for Historic Preservation, has indicated a commitment to historic preservation; and, WHERAS, the property owners of the City of Bozeman, through their thoughtful and careful ownership and care of their historic resources, have indicated a community-wide commitment to historic preservation; and, WHEREAS, the City of Bozeman believes it to be in the best interest of both the City and the community members of Bozeman to encourage applications for, and granting of, Preserve America funding for a broad number of diverse research, documentation, and historic preservation planning projects within the Bozeman community. 2 NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman, Montana that the City of Bozeman is willing to accept Preserve America funding for any worthy project within the City of Bozeman and further supports the efforts of community members to pursue Preserve America funding in order to preserve Bozeman’s historic and cultural resources.
