HomeMy WebLinkAboutAction 4 Resolution 4108 Solid Waste                          Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Anna Rosenberry, Finance Director Debbie Arkell, Director of Public Services Chris Kukulski, City Manager SUBJECT: Commission Resolution 4108, Revising the Solid Waste Collection Fees For Fiscal Year 2009 and Fiscal Year 2010 MEETING DATE: June 23, 2008 REOCMMENDATION: That the City Commission pass revised Resolution No. 4108, revising the Solid Waste Collection fees for Fiscal Year 2009 and Fiscal Year 2010 according to Schedule A of the Resolution. Fiscal Year 2009 fees will become effective on July 1, 2008 and Fiscal Year 2010 fees will become effective on July 1, 2009. BACKGROUND: The current solid waste collection fees were established in August 2006. That fee schedule contained no change in garbage tote collection fees, a small decrease in dumpster collection fees, and an increase in roll-off container collection fees. No fee changes were made in 2007. Due to the increase in fuel and other operating costs, including the need for all City collection vehicles to now travel to the Logan Landfill, an across-the-board 9% fee increase is needed for FY09 and an across-the-board 5% fee increase will be needed for FY10. The Excess Garbage Tag Fee has been eliminated and a notation that a special pickup fee may be charged for additional or special pickup requests has been added. Per 7-1-4127, MCA, notice of this fee change hearing has been published, and the Resolution has been available in the City Clerk’s office for public review. Since that time, minor changes have been to the Resolution. These changes do not affect the rate increase, and are shown in blue on the attached Resolution. FISCAL EFFECTS: The increased fees will help offset collecting solid waste within the City and delivering it to the Logan Landfill. A resident with a 65 gallon tote will see an increase from $14.10 to $15.37 (+$1.27) in their FY09 monthly bill, and an additional $0.77 increase in FY10. This monthly charge is for one time per week service. ALTERNATIVES: As suggested by the City Commission. WHEREAS, the City Commission of the City of Bozeman did adopt Ordinance No. 1493 on the 17th day of May 1999, providing for the billing of solid waste collection fees on a monthly basis; and WHEREAS, said Ordinance No. 1493 provides for the setting of fees by resolution; and WHEREAS, the Bozeman City Commission did regularly pass Commission Resolution No. 3927 on the 26th day of June 2006, which Resolution established a revised solid waste collection fee schedule; and WHEREAS, the City of Bozeman continues to incur additional costs in its operation of the collection and disposal of solid waste. NOW, THEREFORE, BE IT RESOLVED, by the City Commission of the City of Bozeman, Montana: Section 1 To defray the estimated cost and expense of collecting and disposing of solid waste in the City of Bozeman, there is hereby established a schedule of fees to be levied upon all users of the City’s solid waste collection system and those not served by a licensed private solid waste collection service, as set forth in Schedule A, attached hereto, and by this reference made a part hereof. Whenever specialty materials, such as tires, building materials, or scrap metal, or any combination thereof, exceed 50 percent of a dumpster’s contents, then the per cubic yard dumpster capacity dollar amount shall be increased in accordance with the specialty material landfill fees established by the Gallatin Solid Waste Management District. C. Special Pickup Fee A special pickup fee of $20.00 per service may be charged for additional or special pickup requests. Excess Garbage – Tag Fees Bulky items that cannot be properly placed in a tote or dumpster, or excess garbage in addition to what will fit into a tote or dumpster, must have a tag attached. The City’s solid waste crew will only pick up bulky items or excess garbage on their regular routes when tags are attached, and the tags will be removed. Tags may be purchased at City Hall or Safeway Food and Drug. The availability of tags at Safeway Food and Drug is subject to change without notice. Excess garbage must have an adequate number of container tags attached. Divide the estimated weight of the excess garbage by the tag size to determine number of tags needed.
