SUBJECT: Grant Agreement for the Cynthia Woods Mitchell Fund for Historic Interiors Grant from
the National Trust for Historic Preservation - T.B. Story Mansion & Carriage House
Interior Historic Structures Report
MEETING DATE: Monday, July 14, 2008
RECOMMENDATION: City Commission directs the City Manager to sign the Cynthia Woods Mitchell Fund for
Historic Interiors Grant Agreement and submit the required paperwork to the National Trust for Historic
Preservation to secure the grant award.
BACKGROUND: City Staff completed and submitted a grant application for the Cynthia Woods Mitchell Grant
Fund for Historic Interiors to the National Trust for Historic Preservation on February 1, 2008. Funding was
requested to complete a T.B. Story Mansion & Carriage House Interior Historic Structures Report. The goals of the
structures report include the following: (1) identify the interior spaces, finishes, and features of the buildings that
are important in defining their overall historic character, and (2) complete an architectural history of the buildings,
with a focus on their interior uses since the original date of construction.
On May 8, 2008, the Department of Planning & Community Development was notified that the selection
committee of the National Trust’s Cynthia Woods Mitchell Fund for Historic Interiors approved a grant of $7,000
to the City of Bozeman.
On June 2, 2008, the Department of Planning & Community Development received the Cynthia Woods Mitchell
Fund for Historic Interiors Grant Agreement. Acceptance of the grant indicates the City of Bozeman’s willingness
to conduct the grant-assisted project in conformance with special conditions. The conditions are listed in their
entirety in the attached grant agreement, but are also summarized below:
1. Required Match: The grant must be matched by the City of Bozeman on dollar-for-dollar cash basis. The
City can not include in-kind costs for the matching share.
2. National Trust Concurrence with Consultant Selection: The National Trust must approve the selected
consultant(s) for the grant-assisted project. Comma-Q Architecture was already been approved by the
National Trust.
3. Competitive Procurement Process: Any procurement of goods and services that is greater than $10,000
must seek at least three competitive bids or quotes. This includes any procurement that is part of the grant-
assisted project, whether financed through the grant funds or through the matching funds that make up the
rest of the project’s approved budget.
4. Prohibition of Lobbying: No grant funds or matching share shall be used to influence in any manner a
member of Congress, to favor or oppose, by vote or otherwise, any legislation or appropriation by
Congress.
5. Equal Opportunity: The City of Bozeman agrees not to discriminate anyone because of race, color,
religion, gender, age, sexual orientation, or national origin.

6. Retention of Records: Auditable records of all expenditures under this grant must be maintained for three
years after completion of the grant-assisted project.
7. Planning for Preservation Work: All proposed work must conform to the Secretary of the Interior’s
Standards for the Treatment of Historic Properties, as appropriate.
8. Publicity and Acknowledgement of Grant Assistance: The National Trust must be listed as a supporter
in any printed material and publicity releases about the grant.
9. Project End Date: The grant-assisted project must be completed within one year, commencing from the
date of the grant disbursement letter that will accompany your grant disbursement from the National Trust.
10. Final Report: Within thirty days of the project end date, a final report and financial accounting on the use
of the grant shall be submitted to the National Trust.
11. The Requirement of Return of Funds: The National Trust shall require that the City of Bozeman return
the grant funds, plus accumulated interest, in the event that the City: (1) fail to complete the project as
described in your application, (2) fail to complete the project within one year of disbursement date, (3) fail
to obtain written approval from the National Trust prior to making a material change to the project, (4) fail
to match the grant funds on a dollar-for-dollar cash basis, or (5) fail to submit the final report within thirty
days of the project end date.
12. Grantee must be a National Trust Forum member to receive an award. The City of Bozeman is
currently a National Trust Forum member.
The Cynthia Woods Mitchell Fund for Historic Interiors grant requires a dollar-for-dollar cash match by the City of
Bozeman. The Save America’s Treasures grant monies may be used for the required match, as long as the SAT
grant work addresses the Interior Historic Structures Report. The SAT grant work does not currently contain the
historic structures report, but may be amended so that it is included.
It is a great honor for the City of Bozeman to receive a Cynthia Woods Mitchell Fund for Historic Interiors Grant.
The Story Mansion project was selected from a large number of qualified applicants competing for very limited
amount of funds. It was one of only seventeen projects selected for a grant award. Though a cash dollar-for-dollar
cash match is required, the City has the opportunity to use SAT grant monies for the match. Accepting the grant
agreement helps to secure additional National Trust support for the Story Mansion rehabilitation work.
The National Trust for Historic Preservation wishes to complete the disbursement of funds to the City of Bozeman
as soon as possible. The National Trust was notified that the grant agreement would be considered at the City
Commission’s public hearing on July 14, 2008.
FISCAL EFFECTS: The Department of Planning is not aware of any negative fiscal effects linked to the Cynthia
Woods Mitchell Fund for Historic Interiors grant agreement at this time.
ALTERNATIVES: As suggested by the City Commission.
