SUBJECT: Appointment to the Bozeman Historic Preservation Advisory Board
MEETING DATE: July 21, 2008
RECOMMENDATION: Appoint one member to the Bozeman Historic Preservation Advisory
Board.
BACKGROUND: On June 23, 2008, the City Commission reappointed five members to the
Bozeman Historic Preservation Advisory Board (BHPAB) and asked that the board be given the
opportunity to review the new applications in order to make recommendations about whom to
appoint to the other three vacancies.
After reviewing the four new applications, the BHPAB recommends that only Lesley Gilmore be
appointed this evening: “The BHPAB is striving to expand their pool of applicants and increase
the number of Preservation professionals serving the City of Bozeman. At this time Lesley
Gilmore perfectly fits that intent, and the Board would like the opportunity to further develop
their membership recruiting prior to completing further appointments." Please refer to the email
submitted by Planner and BHPAB staff liaison Courtney Kramer and call her at 582-2289 if you
have any questions.
Currently, there are two terms on the BHPAB that expired on June 30, 2008 (and when filled
these new terms will expire on June 30, 2010): one professional member and one neighborhood
member. There is also a neighborhood vacancy (with a term expiring on June 30, 2009). That
brings the total number of vacancies to three.
The Bozeman Historic Preservation Advisory Board is created under Chapter 2.80 of the
Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic
preservation program designed to promote the preservation of historic and prehistoric sites,
structures, objects, buildings, and historic districts by addressing historic preservation issues at
the local level and integrating them into local, state, and federal planning and decision-making
processes. The historic preservation program will include the identification, evaluation, and
protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985).
The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the
City Commission, City-County Planning Board, Zoning Commission, and other staff members or
boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998;
Ordinance No. 1180, Section 3, 1985).
Members are appointed to staggered two-year terms. It is to be comprised of up to fifteen
members:
(1) Three or four professional members with professional expertise in the disciplines of history,
planning, archaeology, architecture, architecture history, historic archaeology, or other history
preservation-related disciplines, such as cultural geography or cultural anthropology, provided,
however, that at least one member shall be an architect holding Montana or NCARB registration;
(2) Two to four members from historic districts;
(3) One member from the Main Street commercial district, who "shall operate a business or own
property in the neighborhood described as Main Street";
(4) Four to six at-large representatives.
Residence within the City shall not be a prerequisite for professional members or at-large
representatives. This board is considered advisory, although it is generally responsible for
overseeing the operation of the Historic Preservation Office.
This board currently has three vacancies and four applicants.

Hi Cynthia-
At this time the board only wanted to appoint Lesley Gilmore. They are going to try to cultivate the
community for more "professional" members, although I believe they will likely move to appoint more
people in August or September. Do you need any more information from me than that?
In regards to how to word it, maybe “The BHPAB is striving to expand their pool of applicants and
increase the number of Preservation professionals serving the City of Bozeman. At this time Lesley
Gilmore perfectly fits that intent, and the Board would like the opportunity to further develop their
membership recruiting prior to completing further appointments."
You can go ahead and submit earlier emails on this subject to the Commissioners if needed. And in your
memo have them contact me with further questions or concerns.

Courtney,
I have “Appointments to the Bozeman Historic Preservation Advisory Board (Delaney)” scheduled for the
July 21 agenda and just realized that I hadn’t the seen BHPAB recommendations from you yet. Has the
board had a chance to review the applications and make choices/recommendations yet? Could you get
those to me today so I can write a memo today (if that’s still the plan)?
