HomeMy WebLinkAboutBudget Hearing                          Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Anna Rosenberry, Finance Director Chris Kukulski, City Manager SUBJECT: Budget Hearing for FY2009 MEETING DATE: July 21, 2008 RECOMMENDATION: Open and Continue the Budget Hearing to August 25, 2008. BACKGROUND: State property tax timelines prohibit the City from adopting a final budget and tax levy before the fiscal year begins. By advertising, opening and continuing the Budget Hearing, we will be able to adopt the final budget once taxable values are received in August, without further delay. We recommend that the Budget Hearing be continued to the August 25, 2008 Commission Meeting. This evening, we would like to take public comment on the budget. The City Manager’s Recommended Budget document and Budget Details Report can be found at http://www.bozeman.net/finance/budget.aspx . We would also like to take any further direction or discussion on the Street & Tree Maintenance Assessments. To comply with state statute, these resolutions will be before the Commission in early August. Street Maintenance Assessments are proposed to increase 7% for FY09. Tree Maintenance Assessments are proposed to have no increase (same level as FY08.) Street Maintenance: The increased assessment will generate $128,000 for the Street Maintenance Fund. It would add two staff members to the streets division, enabling them to: expand street (and bike lane) sweeping, staff a weekend snowplowing crew, and keep up with maintenance of added lane- miles of streets and alleys in the City. Street and Tree Assessments for FY07, FY08 & FY09 Recommended are listed below: Lot Size FY 07 Assessment For the Year FY 08 Assessment 5% Streets & 4% Trees FY09 Recommended 7% Streets & 0% Trees Small= 5,000 sq ft.
