SUBJECT: Reappointments to the Downtown Bozeman Improvement District
Board/Tax Increment Finance (IDB/TIF)
MEETING DATE: July 21, 2008
RECOMMENDATION: Mayor Jacobson reappoints two members to the Downtown Bozeman
Improvement District Board/Tax Increment Finance (IDB/TIF), with the advice and consent of
the Commission.
BACKGROUND: There are three terms on the IDB/TIF that expired on June 30, 2008 (two
voting and one non-voting). There is one applicant, currently a voting member, who is
reapplying for a new voting term. There is one applicant, currently a non-voting member, who is
applying for a new voting term.
The Downtown Bozeman Improvement District Board (IDB/TIF) was created under the Urban
Renewal Plan, which was adopted by the Commission under Ordinance No. 1409 on November
20, 1995.
The IDB Board is comprised of five voting members who shall have a demonstrated interest in
downtown Bozeman, and two non-voting members. The Mayor shall appoint the members, with
the advice and consent of the City Commission. In accordance with Section 7-15-4234, M.C.A.,
members shall serve staggered four-year terms.
The voting members shall be residents of the city, and a majority of the voting members shall not
hold any other public office under the municipality.
Non-voting members must possess a demonstrated interest in downtown Bozeman and may
represent a specified list of organizations which include, but are not limited to, the Parking
Commission, Chamber of Commerce, MSU/Museum of the Rockies, Gallatin Development
Corporation, Bozeman School District, City of Bozeman, Gallatin County and the Downtown
Bozeman Association. Non-voting members need not be city residents. This Board is
administrative.
The IDB/TIF currently has three vacancies and two applicants.
Applicant seeking Reappointment:
Vonda Laird (current board vice-chair, voting member) is seeking reappointment as a voting
member.
Thail Davis (current non-voting member) is seeking a new appointment as a voting member.
This action will leave two vacant non-voting positions.
ALTERNATIVES: As suggested by the City Commission.

RECOMMENDATION: The TIF Board would like to recommend appoint Thail Davis to the
voting position recently vacated by Bob Braaksma. Thail Davis is currently a non-voting
member and has been serving on the TIF Board for approximately one year.
BACKGROUND: The Downtown Tax Increment Finance (TIF) Board consists of 5
voting members and 2 non-voting members. Historically, newly appointed members have been
designated as non-voting members to give them ample time to understand the purpose and
function of the TIF board, the Urban Renewal Plan, and its associated projects.
In the past, as voting position have become available the board has recommended to the Mayor
appointing a current non-voting member to fill the vacated voting position. In turn, this shifts the
vacancy to a non-voting seat which can then be filled with a new board member. Then over
time this process repeats itself.
The TIF Board has found this process to work quite well.
EFFECTS: This action would ensure the TIF Board maintains the statutorily
required number of voting members (5). As a result of this action, the TIF Board would have
two non-voting vacancies. New members are already being recruited from the financial sector
and the Bozeman School District. New applicants will be available for your consideration for
appointment in the coming weeks.
