HomeMy WebLinkAbout08 04 2008_Final Adoption of the Bozeman Municipal Climate Act Commission Memorandum TO: Honorable Mayor and City Commission FROM: Natalie Meyer, Grants and Climate Protection Coordinator Chris Kukulski, City Manager SUBJECT: Bozeman Municipal Climate Action Plan MEETING DATE: Monday, August 4, 2008 RECOMMENDATION: The Commission consider adopting the Bozeman Municipal Climate Action Plan as a part of fulfilling of the Mayors Climate Protection Agreement. BACKGROUND: The City Commission signed the Mayors Climate Protection Agreement (MCPA) in November 2006 as a commitment to reduce greenhouse gas emissions. The City hired a Sustainability Coordinator intern to perform a greenhouse gas inventory and facilitate the Bozeman Climate Protection Task Force (CPTF). The Task Force set a target of reducing Municipal greenhouse gas emissions 15 percent below 2000 levels by 2020. The Task Force outlined 40 recommendations in the Bozeman Municipal Climate Action Plan (MCAP) to help the City attain this goal. A Grants and Climate Protection Program Coordinator was hired to help implement these recommendations. UNRESOLVED ISSUES: The City Commission reviewed the Bozeman Municipal Climate Action Plan and provided comment at the policy meeting on May 14, 2008. The CPTF addressed the Commission’s concerns regarding LEED certification requirements and Streamline funding in the MCAP. The CPTF would like the Commission to review the revised MCAP and formally adopt the plan for Municipal operations. The City requests direction in hiring or appointing staff to facilitate the Community Climate Action Plan Task Force. FISCAL EFFECTS: No thorough cost-benefit analysis was performed by the CPTF. Most recommendations are estimated to provide long-term savings through energy efficiency and conservation; however, each recommendation should be assessed by individual department heads and implemented where a reasonable return on investment can be realized.
