SUBJECT: Rescind Appointment to the Board of Ethics
MEETING DATE: September 2, 2008 RECOMMENDATION: Approve Rescinding the Appointment of Carson Taylor to the Board of
Ethics.
BACKGROUND: Ordinance No. 1726, finally adopted on November 26, 2007, established the creation of a three member Board of Ethics. On August 4, 2008 the Commission had the opportunity to
appoint members to fill and constitute this board. After advertising and waiting several months to
receive applications, there were three applicants for the three vacancies. The Commission appointed
Carson Taylor to a 3 year term at that time. Ordinance No. 1726, Section 2.01.120. Board of Ethics provides:
A. There is created a Board of Ethics consisting of three (3) members who are residents of the City and
shall serve without compensation unless the governing body provides otherwise. Members of the Board of Ethics shall not be elected officials, persons appointed to elective office, full-time appointed officials whether exempt or nonexempt, or City employees, nor shall they be currently serving on any other City
board or commission.
Carson Taylor serves on the School Board and therefore cannot ethically serve on the City’s Board of Ethics.
With the rescinding of this appointment, it will create one vacancy on the board.
