The Commission of the City of Bozeman met in the City Commission Room at City Hall, 411
East Main Street, on Thursday, August 7, 2008 from 12-1:30 p.m. Present were Deputy Mayor
Jeff Krauss, Cr. Sean Becker, Cr. Eric Bryson, Cr. Jeff Rupp, City Manager Chris Kukulski,
Director of Finance Anna Rosenberry, and City Clerk Stacy Ulmen.

Deputy Mayor Krauss called the meeting to order.

0:09:03 Motion and Vote to authorize the absence of Mayor Jacobson.
It was moved by Cr. Rupp, seconded by Cr. Bryson to authorize the absence of Mayor
Jacobson.
Those voting Aye being Crs. Rupp, Bryson, and Deputy Mavor Krauss.
Those voting No being none. The motion carried 3-0.

Deputy Mayor Krauss opened public comment.

Ms. Murray stated that she is a prior board member of the Children's Museum of Bozeman. Ms.
Murray spoke regarding what the Museum offers and asked for support from the City in order to
stay downtown.

Ms. Lutz stated that the museum is a great resource for children in the winter months.

Mr. Kukulski presented the overview of the policy discussion.

Ms. Rosenberry updated the Commission on the Planning Department Revenue Funds.

Deputy Mayor Krauss spoke regarding the proposed$25,000 for Workforce Housing.

Cr. Bryson stated that the 1.45 mills should be set aside for workforce housing. Planning should
bill against the fund.

Cr. Rupp spoke regarding affordable housing projects. He would like the 1.45 mills to flow
strictly into the affordable housing projects. The$25,000 should be part of the general fund
discussion.

Cr. Becker stated that he did not have a problem with the way the budget was presented.

Deputy Mayor Krauss spoke regarding allocations for Road to Home. Deputy Mayor Krauss
asked that the Commission specifically address the 1.45 mills.

Mr. Kukulski stated that if the majority of the Commission would like to dedicate another.65
mills,it would be great to know before the budget presentation on August 25th.

provide the City with a taxable valuation.

from the Department of Revenue,

Ms. Arkell stated that the same staff level has been in place since 2000 for the engineering
department. Ms. Arkell highlighted the internal projects of the department.

Mr. White spoke regarding totes and dumpsters at the parks and the need for a truck.

Ms. Rosenberry spoke regarding Item C. $40,000 Road to Horne Support listed under Various
Questions/Comments from Budget Presentation in the staff memo. Ms. Rosenberry spoke
regarding making the allocation an action Item.

Cr. Rupp stated that he would like more information regarding a police information specialist
position.

Officer Lachapelle explained the need for the police information specialist.

work.

Cr. Rupp spoke regarding the interests costs for the GALA delay related to Library Construction
Fund and finding a resolution to the issue.

regarding the City's contract with the Heart of the Valley animal shelter.

Mr. Kukulski stated that on August 25th there will be the budget hearing. If the taxable valuation
is not received by that date, further discussion of the budget will take place.

Deputy Mayor Krauss asked that more information be put together regarding the stepping down
of the building fees.

Cr. Rupp stated that he would like clarification on the increase of planning fees in relation to the
general fund.
