Kukulski, City Manager SUBJECT: Commission Representative for the Gallatin Local Water Quality District Board MEETING DATE: October 27, 2008 RECOMMENDATION: Reappoint Mayor Kaaren Jacobson or appoint a replacement as the City Commission Representative on the Gallatin Local Water Quality District Board. BACKGROUND: Mayor Kaaren Jacobson’s three year term on this board expired September, 2008. The Gallatin Local Water Quality District Board is committed to protect, preserve and improve ground water and surface water quality within the Gallatin Local Water Quality District. MEMORANDUM Date: October 16, 2008 To: Bozeman City Commission C/O Amy Kissel, via email at agenda@bozeman.net From: Alan English, Manager Subject: Appointment/Reappointment of City of Bozeman-City Council Representative The term the City of Bozeman-City Council representative on the Gallatin Local Water Quality District (GLWQD) Board expired in September. Mayor Kaaren Jacobson has been serving on our Board in this capacity. I would like to request that the City Council either re-appoint Mayor Jacobson, or appoint a replacement for the position. The appointment term is three years, running from September 2008 to September 2011. This has always presented some problems since it does not coincide with terms for City Council representatives. In the past we have simply requested a replacement when the appointed representative’s term on the City Council expires. I am sensitive to the fact that the Council members already have a heavy workload, but I also believe it is in the best interest of both the City of Bozeman and the GLWQD to have an active City Council member on our Board. I truly value this representation from the City Council, which helps the GLWQD better serve the City of Bozeman. The additional workload involved in serving on the GLWQD Board is generally limited to attending the monthly Board meetings. These meetings are held on the first Thursday of the month at 8:15 a.m., in the Community Room in the Gallatin County Courthouse. We usually skip at least two meetings a year, so a City Council representative could expect to attend a maximum of 10 meetings per year. Meetings typically last less than 2-hours.
