SUBJECT: Joint Neighborhood Stabilization Program Grant Application
MEETING DATE: January 12, 2009
RECOMMENDATION: Direct staff to partner with Gallatin County and HRDC on a HUD,
Neighborhood Stabilization Program grant application in accordance with the principles of the
adopted growth policies of the City of Bozeman and Gallatin County.
BACKGROUND: To address the national housing crisis, Congress passed the Housing
Economic Recovery Act (HERA) on July 27, 2008. Section 2301 provides assistance to states
and local governments through Community Development Block Grants to provide assistance for
the redevelopment of abandoned and foreclosed homes. We have been contacted by HRDC
asking the City and County to develop a joint application to purchase foreclosed properties. Final
applications are due February 6th but, HUD has not yet released the final application guidelines.
We anticipate a very short window in which to write and submit our application. Commission
approval of the joint application concept now will help ensure we can meet the final deadline.
