HomeMy WebLinkAbout(Re)Appointments to the City Planning BoardCommission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Aimee Kissel, Deputy City Clerk Chris Kukulski, City Manager SUBJECT: (Re)Appointments to the City Planning Board MEETING DATE: January 12, 2009 RECOMMENDATION: City Commission (re)appoint up to three members to the City Planning Board. Mayor Jacobson appoint up to one member to the City Planning Board. BACKGROUND: Four terms expire January 31, 2009 on the City Planning Board. Three members have re-applied and three new applications have been received. The City Planning Board shall encourage local units of government to improve and plan for the future development of the City of Bozeman and areas adjacent to the City to the end that highway systems be carefully planned; that new community centers grow only with adequate highway, utility, health, educational, and recreational facilities; that the needs of agriculture, industry, and business be recognized in future growth; and that residential areas provide healthy surroundings for family life. The City of Bozeman Planning Board was created by Ordinance No. 1508 in December 1999. In January 2007, Ordinance No. 1686 revised Section 2.66.0230, providing for certain staggered terms for City Planning Board members so that in the future all terms don’t expire at the same time. According to Ordinance No. 1686, Section 2.66.030 of the Bozeman Municipal Code was amended to read: “2.66.030 Composition. The Bozeman Planning Board shall consist of nine members, appointed to two year terms to expire on January 31, as follows: A. One member appointed by the City Commission from its own membership. The term of the appointed member shall be coextensive with the term of office to which he or she has been elected or appointed unless the Commission, on its first regular 249 meeting of each year, appoints another to serve as its representative or unless the appointee’s Commission term is terminated; B. Three members appointed by the City Commission one of whom, at the Commission's discretion, may be an employee of the City of Bozeman or hold public office in Bozeman or Gallatin County. The appointments shall be for two-year terms, with those terms to expire on January 31 of odd-numbered years; C. One member appointed by the Mayor, upon designation by the Gallatin County Board of Commissioners, who may be a member of the Board of County Commissioners or an office holder or employee of the County. This appointment shall expire on January 31 of odd-numbered years; D. Four citizen members appointed by the Mayor, who shall be resident freeholders within the city limits, and who shall be qualified by knowledge and experience in matters pertaining to the development of the city. These appointments shall be coterminous with the term of the Mayor. That gives five even-numbered year members, and four odd-numbered year members. There are four expiring positions and six applicants. My undergraduate degree is in Geography and I have always had a special interest in land-use planning. In winter 2001, I applied for and was offered (by Planning Director, Andy Epple) a Bozeman City Planner I position. I declined however as the full-time position required me to start before I could complete my degree. Upon receiving my masters a few months later, I took a GIS Analyst position with American Wildlands, a Bozeman-based U.S. Northern Rockies wildlife conservation organization. In this position, I worked on a variety of land management questions including the development of a conservation planning strategy for Bozeman Pass. From 2003 to present, I have coordinated multi-agency and citizen working groups. In these leadership roles, I have honed my abilities as a facilitator and consensus builder. Throughout my time in Bozeman, I've worked to deepen my understanding of the diverse interests in the city, county and state as a whole. Earlier this year I was a member of the Bozeman Recycling Committee; put together by Solid Waste Division Superintendent, Steve Johnson. In 1999, I participated in Leadership Bozeman. In that program, I learned about the history, economics and demographics of our city. I attended the Big Sky, Big Sprawl Conference to learn more regarding innovative planning options and considerations available to Montanan cities and counties. To help "bring to ground" the ideas I learned at conferences and through my degree, I participated in the 2020 Bozeman Growth Plan focus groups. While working on the MT Noxious Weed Survey and Mapping Project at Montana State University (MSU) from 1996-1999, I taught workshops and presented at Montana GIS, engineering and invasive plant conferences where state planning issues were discussed and evaluated. From my experiences as a teacher I have become a skilled listener. I also have a strong ability to distill and consolidate information and to reform it into common interest solutions. While I consider myself a 256 progressive Democrat, I am highly interested in pursuing planning solutions that are market-based, thus supporting the city's need for a strong and vibrant economy. As a waitress at the Baucchus Pub, substitute librarian at the Bozeman Public Library, instructor at both MSU and Career Transitions, and conservationist with American Wildlands, I have heard a wide spectrum of perspectives regarding our city's community and what is best for it. Through these experiences, I've come to learn that the process is as important as the product. If understanding, trust and consensus are not developed through the process, then the outcomes are often in jeopardy of being short-sighted and unsupported; causing little long-term gain to be made. As a committed member of the Bozeman community and an informed and open-minded citizen of Bozeman, I would like bring my understanding of Bozeman and planning to the next level. If selected, I would bring my 14 years of living and working with members of this community, aptitude for evaluating land-use questions, skills at consensus building, and background in working with diverse interest groups to the city planning board.
