HomeMy WebLinkAboutResolution No. 4143, Establishing Curbside Recycling Fees Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Debbie Arkell, Director of Public Services Steve Johnson, Solid Waste Superintendent Chris Kukulski, City Manager SUBJECT: Commission Resolution 4143, Establishing Curbside Recycling Collection Fees MEETING DATE: February 2, 2009 RECOMMENDATION: That the City Commission pass Resolution No. 4143, establishing the Curbside Recycling fees according to Schedule A of the Resolution. BACKGROUND: On January 14, 2008, the City Commission directed staff to proceed with the curbside recycling program, available to City of Bozeman Solid Waste collection customers, providing a $10 per month subscription fee per 18-gallon collection bin for once per week collection. The curbside recycling program began on December 1, 2008 and the City now has 560 recycling customers. The operating scenario approved by the Commission anticipated having 500 customers in the program at this time. The 18-gallon collection bin will accommodate an assortment of recyclable commodities, however, many customers, both residential and commercial, have requested additional or larger totes. The recycling truck can accommodate 65-gallon and 100-gallon totes, provided each tote contains only one commodity. The cost to collect additional bins and totes at the same location is considerably less than the cost of the first bin. Per 7-1-4127, MCA, notice of this fee hearing has been published, and the Resolution has been made available in the City Clerk’s office for public review. FISCAL EFFECTS: The increased fees will help offset recycling costs within the City. We will update the Commission on the revenues and expenditures of the program after a full three months of operation. ALTERNATIVES: As suggested by the City Commission. NOTICE IS HEREBY GIVEN, pursuant with MCA 7-6-4013, said Commission Resolution No. 4143 Establishing Curbside Recycling Collection Fees for the City of Bozeman Solid Waste Services is now on file in the office of the City Clerk of the City of Bozeman, subject to inspection of all persons interested, for a period of six (6) days from the date of first publication; that Monday, February 2, 2009 at 6:00 p.m. at a regular session of the Commission of the City of Bozeman, in the Commission Room, Bozeman City Hall, 121 North Rouse Avenue, Bozeman, MT has been designated as the time and place when and where the Commission will hear and pass upon any and all objections that may be made to the final passage and adoption of said Commission Resolution No. 4143 subject to such corrections and amendments that may be made upon objections made and filed with the City Clerk as provided by law. Under the proposed Resolution, Curbside Recycling Fees will provide a fee for multiple residential containers and a fee for commercial accounts. Said Curbside Recycling Fees will be effective the day after the Commission takes final passage and adoption of Commission Resolution No. 4143. Dated this 20th day of January 2009. ___________________________ Stacy Ulmen City Clerk Legal Ad Publish: Sunday, January 25, 2009 Sunday, February 1, 2009 68 COMMISSION RESOLUTION NO. 4143 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, ESTABLISHING CURBSIDE RECYCLING COLLECTION FEES FOR THE CITY OF BOZEMAN, MONTANA SOLID WASTE SERVICES WHEREAS, on January 14, 2008 the City Commission of the City of Bozeman directed staff to proceed with a curbside recycling program, available to City of Bozeman Solid Waste collection customers, providing a $10 per month subscription fee per 18- gallon collection bin for once per week collection; and WHEREAS, the 18-gallon collection bin will accommodate a mix of acceptable recyclable commodities; and WHEREAS, the curbside recycling program began on December 1, 2008; and WHEREAS, many customers have requested additional recycling collection bins; and WHEREAS, many commercial and large multi-residential complex customers have requested larger recycling collection bins; and WHEREAS, in addition to the 18-gallon bins, the recycling truck can accommodate 35-gallon and 65 gallon totes, provided each tote only contains one commodity; and WHEREAS, the cost of collecting additional bins and totes at the same location is considerably less than the cost of the first bin; and WHEREAS, the City of Bozeman wishes to accommodate a variety of customer recycling needs at a fair cost to the customer. 69 NOW, THEREFORE, BE IT RESOLVED, and it is hereby ordered by the Commission of the City of Bozeman, State of Montana: Section 1 To defray the estimated cost and expense of collecting and processing recyclable commodities in the City of Bozeman, there is hereby established a schedule of fees to be levied upon all users of the City’s curbside recycling program, as set forth in Schedule A, attached hereto, and by this reference made a part hereof. PLANALP Interim City Attorney 70 SCHEDULE A Commission Resolution No. 4143 Solid Waste Curbside Recycling Collection Fees, based on a 30-day month Effective on February 3, 2009 All rates are monthly, with one time per week service. A. Residential Account Basic Fee The basic fee of $10.00 per month shall include one (1) 18-gallon recycling bin. Each account shall be charged the basic fee. B. Additional 18-gallon Recycling Bins for Residential Customer Accounts For residential customers who wish to have additional 18-gallon recycling bins, the charge shall be $4.00 for each additional bin per account. C. Commercial and Multi-Residential Account Basic Fee The basic fee of $10.00 per month shall include one (1) 18-gallon recycling bin. Each account shall be charged the basic fee D. Additional Recycling Bins/Totes for Commercial Customer Accounts For commercial and multi-residential customers who chose to have additional recycling bins or totes, the charge shall be as follows. These charges are in addition to the $10.00 basic fee. A tote shall only be used for one type of commodity and a mix of commodities shall not be deposited into totes: 1. Each additional 18-gallon tote $ 4.00 2. Add one 65-gallon tote $ 8.00 3. Add two 65-gallon totes $14.00 4. Add three 65-gallon totes $19.00 5. Add one 100-gallon tote (plastic or cans only) $10.00 6. Add two 100-gallon totes (plastic or cans only) $18.00 71
