SUBJECT: City Commission Confirmation of Greg Sullivan as City Attorney
MEETING DATE: February 9, 2009
RECOMMENDATION: City Commission passes a motion confirming the City Manager’s
appointment of Greg Sullivan as Bozeman’s City Attorney.
BACKGROUND: Section 4.03. (a) Of the City Charter states “There shall be a legal officer
of the City appointed by the City Manager subject to confirmation by the City Commission.”
After Mr. Luwe’s retirement in August of 2008 the City began recruiting for his replacement in
September of 2008. After three recruitment cycles, (September 26 – October 31, October 31 –
December 12 and December 12 – January 16) a staff team (myself, Chuck Winn, Anna
Rosenberry and Bob Planalp) reviewed the five applicants who could practice law in Montana.
These applicants supplied all required application materials including written responses to four
supplemental questions. From the five applicants, two were invited for interviews that were held
on January 26, 2009. The two candidates were interviewed by three separate interview panels
and received a tour of City facilities by a fourth panel. All involved in the process then met with
me to offer their comments and observations of the two finalists. Finally, a meeting took place
to ask follow-up questions of our preferred candidate, Mr. Sullivan.
I am extremely confident that Mr. Sullivan will do an excellent job serving the City and its
citizens as City Attorney. Mr. Sullivan shares the City’s core values of Integrity, Leadership,
Service and Teamwork and I respectfully ask for your confirmation of my appointment of him as
City Attorney.
