SUBJECT: Appointments to the Bozeman Historic Preservation Advisory Board MEETING DATE: February 9, 2009
RECOMMENDATION: Appoint two members to the Bozeman Historic Preservation
Advisory Board. BACKGROUND: There are currently three vacancies on the Bozeman Historic Preservation
Advisory Board due to a newly discovered resignation of an at-large member, a recent
resignation of a newly appointed neighborhood member and an on-going vacancy for a Main
Street representative. There are two new applicants that qualify for the at-large position and the Main Street position.
The Bozeman Historic Preservation Advisory Board has unanimously voted to recommend both
applicants for appointment.
The Bozeman Historic Preservation Advisory Board is created under Chapter 2.80 of the Bozeman Municipal Code. This chapter is designed as a measure to establish a local historic
preservation program designed to promote the preservation of historic and prehistoric sites,
structures, objects, buildings, and historic districts by addressing historic preservation issues at
the local level and integrating them into local, state, and federal planning and decision-making processes. The historic preservation program will include the identification, evaluation, and protection of historic resources within the city (Ordinance No. 1180, Section 2, 1985).
The Bozeman Historic Preservation Advisory Board shall serve in an advisory capacity to the
City Commission, City-County Planning Board, Zoning Commission, and other staff members or boards seeking advice on historic preservation issues (Ordinance No. 1454, Section 2, 1998; Ordinance No. 1180, Section 3, 1985).
Members are appointed to staggered two-year terms. It is to be comprised of up to fifteen
members: (1) Three or four professional members with professional expertise in the disciplines of history,
planning, archaeology, architecture, architecture history, historic archaeology, or other history

preservation-related disciplines, such as cultural geography or cultural anthropology, provided,
however, that at least one member shall be an architect holding Montana or NCARB registration;
(2) Two to four members from historic districts;
(3) One member from the Main Street commercial district, who "shall operate a business or own property in the neighborhood described as Main Street";
(4) Four to six at-large representatives.
Residence within the City shall not be a prerequisite for professional members or at-large
representatives. This board is considered advisory, although it is generally responsible for overseeing the operation of the Historic Preservation Office.
There are currently three vacancies and two applicants.

SUBJECT: BHPAB appointments
MEETING DATE: Monday, February 9, 2009
RECOMMENDATION: That the City Commission appoint both John Bailey and Roberta Kerr to the
Bozeman Historic Preservation Advisory Board.
BACKGROUND: The Bozeman Historic Preservation Board currently has three opening for members; one
“Neighborhood” representative, one “Main Street” representative and one “At-Large” representative. The
BHPAB reviewed both Mr. Bailey and Ms. Kerr’s applications at their annual retreat on Saturday, January 24,
2009, and unanimously voted to recommend both applicants for appointment. Ms. Kerr will fill the “At-
Large” position and Mr. Bailey will fill the “Main Street” position, leaving one remaining “Neighborhood”
representative position open. The BHPAB is currently recruiting applicants from the neighborhoods north of
Bozeman.

UNRESOLVED ISSUES: Planning Staff is not aware of any unresolved issues at this time.
FISCAL EFFECTS: All of the BHPAB members donate time to the City of Bozeman, which we use to
match a grant from the State Historic Preservation Office.
ALTERNATIVES: As suggested by the City Commission.
