A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, DECLARING CERTAIN INFRASTRUCTURE PROJECTS TO BE
PRIORITIES WITHIN THE CITY OF BOZEMAN THAT ARE "SHOVEL
READY" FOR BID AWARD AS SHOWN IN EXHIBIT A.
WHEREAS, the United States Congress is currently crafting an economic stimulus bill
that is expected to provide federal funding for local government infrastructure projects; and
WHEREAS, the disbursement of those funds may be dependent on the prioritization of
local government infrastructure projects and the readiness to proceed with such projects without
delay; and
WHEREAS, the City of Bozeman (Bozeman) is well positioned to qualify for such
federal funding assistance for various high priority infrastructure projects ready to proceed, but
in need of funding made available, under such an economic stimulus program; and
WHEREAS, Bozeman has received the necessary permits from the Montana Department
of Environmental Quality and other state and federal regulatory agencies to construct the
proposed Water Reclamation Facility; and
WHEREAS, the Bozeman Water Reclamation Facility engineering design is complete
and bids have been sought, received, opened, analyzed and awarded for the first phase, however
several environmental components crucial for energy reduction and sustainability were
postponed due to limited resources but can be immediately rebid if awarded stimulus funds; and
WHEREAS, Bozeman has collected $13,000,000.00 in impact fees over the past 11
years in order to prepare for the design and construction of the Water Reclamation Facility; and
WHEREAS, Bozeman has increased sewer rates 45% over the past five years and
anticipates, under the current economic conditions, rates will increase an additiona163% over the
next three years, setting aside $10,000,000.00 in preparation for the construction and debt
payments for the Water Reclamation Facility; and
WHEREAS, Bowman's median household income is 23% below the national average
while Bowman's median housing prices are 55% above the national average and our sewer rates
will be 109% above the national average upon completion of the Water Reclamation Facility;
and
WHEREAS, if Bowman's requests for assistance is granted we will produce 250 kWh
of power by capturing methane gas, reducing our electric consumption by 38%, saving
approximately $177,120 per year while also reducing our greenhouse gas emissions and helping
achieve our goal to reduce carbon emissions 15% below 20001evels by 2015 while creating 520
construction related jobs; and
WHEREAS, in addition to the environmental components of the Water Reclamation
Facility project, Bozeman is prepared to commence additional necessary infrastructure projects
in fewer than 90 days; and
WHEREAS, Exhibit A contains a list of projects prioritized by the Bozeman City
Commission, as critical infrastructure projects and investments that are already designed, or are
in the design process, and can be bid and ready for construction as shown in Exhibit A.
NOW, THEREFORE, BE IT RESOLVED by the Bozeman City Commission,
Bozeman, Montana,
Section 1
The Bozeman City Commission hereby urges Congress and the President to focus any
future economic stimulus package on funding our critical infrastructure needs, examples of
which include an upgrade and expansion of our Water Reclamation Facility, transportation
infrastructure, renewable and sustainable energy projects, programs and clean water initiatives.
Such funding will invest in public projects that employ local professionals and trade workers and
benefit our local citizenry with improved infrastructure without dramatic rate increases, and will
enhance the local economy and aid the people and families dependent upon the well-paying jobs
created by these projects.
Section 2
The Bozeman City Commission hereby declares that projects 1-6, as shown in Exhibit A,
attached hereto, are projects listed in priority order that are designed and ready to be advertised
for competitive bidding as shown in Exhibit A.
PASSED AND ADOPTED by the City Commission of the City of Bozeman, Montana,
at a regular session thereof held on January 26, 2009.
