HomeMy WebLinkAbout09-16-08 TIF MinutesDowntown Tax Increment Finance District • Board Meeting Minutes 9/16/2008 The Tax Increment Finance District Board meeting was cancelled by a unanimous vote of the board. Via a-mail, Chris Naumann provided the board with the following documents in lieu of the meeting: ^ Financial Report ^ Minutes from the August board meeting ^ Executive Director's Report for September (see below) Executive Director's Report Tax Increment Finance District Board September 16t" 2008 Downtown Neighborhood Plan Update Now that funding has been secured for the Downtown Neighborhood Plan, I am building a Project Advisory Committee. This committee will consist of one representative from each of the following entities for a total of seven members: Downtown Bozeman Partnership • Downtown Business Improvement District Board Downtown Tax Increment Finance Board City of Bozeman Planning Department City of Bozeman Planning Board Bozeman Parking Commission Bozeman City Commission The primary role of the Advisory Committee will be to determine the process by which local and/or national consultants will be chosen to author the Downtown 2020 Neighborhood Plan. The Committee will also develop a project timeline. The Committee will also be responsible for overseeing the process from consultant selection to final plan adoption. The advisory committee will meet over lunch twice in October and November plus once a month December through the completion of the project. Parking Garage Update Tony Martel of Martel Construction informed the Parking Commission that the parking garage will be completed on approximately November 26, 2008. The retail space should be turned over to the buyer at the end of October. I am working with Paul Burns (Parking Manager) to finish the design of the public restroom space. The City will enter into a cleaning contract for the restrooms with a professional cleaning service. A tour of the structure has been tentatively planned for Monday, October 6 for the Parking Commission and TIF board-details to follow. • Downtown Parking Sign Project The design of the downtown parking sign "family" is complete. Fabrication and installation will be completed according to "family member" priority. I am working with preliminary fabrication costs to determine total costs to complete the project. I am also working with the Planning Department in an attempt to streamline the permitting process. • Downtown Tree Replacement The City of Bozeman Forestry Division has determined that numerous Black Ash trees in the downtown district have died do to insect infestation. FYI-The BID board allocated the funding to replace 15 of the dead trees. TIF Board Applicants Carson Taylor is still waiting for a final decision regarding his application to the Ethics Board. He did say that if he is unable to serve on the TIF board, Heather Hart is willing to represent the Bozeman School District. Bill Stoddart, DA Davidson, is planning to apply. • U
