TO DO List:
Everyone a) attend October 2 NSURB meeting, 6pm, Stiff Building
Keri a) get RFP from Dustin, email to board for e-vote;
b) invite Anna Rosenberry to October 2 meeting;
c) ask Finance Dept if SILD rules for lighting maintenance also includes
replacement;
d) get Susan K's logo options back to her;
e) get right of way information from Rob's office; and
f) check on impact fee status of half-done hotel, north of I-90
interchange

• Michelle thanked Rob for joining us and asked him what he thought about the Winter
Plan. Said he/MDT liked it but would not agree with 10' wide driving lanes but would
probably be open to making lanes 11' wide (currently 12' wide).
Susan F brought up Commissioners Bryson's and Krauss' trip exchange comments,
questions yet again -Rob had never heard of trip exchange. Trip Exchange District is
something Commissioner Bryson had asked about during the August 11 presentation
and again at September 2 presentation. Susan F mentioned during that commission
presentation what she understood to be Chris Saunders' thinking; both
commissioners said to go back to Chris as they believe, by design, N7 could become
such a district. Keri had more details about trip exchange -the only one in town is the
downtown district established in 2004. Multi-level buildings are required, the idea
being that once a person is parked downtown they can hit many stores without
moving their car. Another requirement for the district would be a traffic study. Fran
asked if Winter Plan included a traffic study. Answer = no.
Discussion continued. Rob went on to report MDT plans on rebuilding the I-90
overpass in 2011 or 2012.
Then conversation turned to lighting. Rob said having a median in the road means the
lighting requirement is roadway lighting, and lighting is CTEP-eligible. Keri to ask
finance department if lighting maintenance, as stated in an SILD, also means lighting
replacement because Rob said existing lights are on their last leg. MDT usually uses
• Ameritech and Luminex light fixtures; Susan K to get those catalogs from Rob's office.
Rob went on to say MDT would have real say about the luminares at intersections

with traffic lights -there are set rules for those. The light they use is all powder-coated •
in black -could have little things added to them to dress them up.
As to banners on lightpoles -technically not allowed to advertise businesses. Banners
downtown aren't moneymakers, said Mike, but the signs that stretch across the street
do make money for DBA.
As to using colored concrete, etc, to delineate crosswalks, Rob said MDT OK with, just
concerned as to longevity of product as downtown's crosswalks are already crumbling.
Running all electrical underneath is fine with MDT -would prefer running it under the
sidewalk or curb/gutter. Easements probably still good, 3/4 or more of owners gave
easements -MDT has 10' of right of way.
Discussion continued. Rob said NSURB can apply for CTEP for lighting, landscaping,
etc -Bozeman probably has $100K in CTEP dollars. Keri reported Anna Rosenberry
thinks she can put together a really attractive SID for N7 -going to invite Anna to
October board meeting to discuss.
Back to lighting. Rob said to call Mel Kotur at Northwestern Energy - Susan F already
talked to Mel about lighting -Rob said Northwestern will install lighting, and they will
purchase lighting, too, at a cost. Rob didn't think N7 needs engineering plan.
Dustin spoke up saying he's concerned about sewer lines, right of ways, etc -need
someone to pull all the various bits of information together into one nice, neat plan for •
all of North 7th,
Rob continued saying gutter runs Main to Oak with a 5' out right-of--way which Andy
Kerr (sp?) worked out.
Discussion continued, with adesign/plan option for an RFP. Dustin said city hasn't
had much success with such situations.
Discussion turned to funding. Mike said could do a bond. Keri said Anna not fond of
bonding but more into SIDS. Rob noted city has sidewalk money, so use it to leverage
for CTEP dollars.
Where to begin the actual work? Michelle said she'd been thinking about starting at
Main @ 7th -visual improvements, ghih school kids corssing, shorter blocks of work,
so can say `this block done, `that block done'. Discussion continued. Why not start in
middle where sidewalks are nonexistent?
Keri asked Rob how best to deal with Streamline bus stops? Scott said he's currently
working with the transit system on bus shelters - he will ask them about the stops
(none currently) along 7th and their choice of placement, etc.
Rob had a few final comments before leaving. If he was doing this project he would
first have a lighting study done, then all else would fall into place. Dustin said it would •
be a good place to start. Rob went on to say once have the plans/lighting study then

would be ready for CTEP. He guesstimated that the street lighting would cost
$250,000.

Susan brought 6-8 graphic designs to share. She had to leave before discussion
followed - no vote taken. Notes and edits were made to one of the designs -Keri will
get this back to Susan. Vote held over.
Dustin Johnson on RFP
NSURB's Work and Budget Plan was approved at September 2 commission meeting.
The Commission approved $232,000 + $93,316 TIF + $1,000 interest=$326,316 total
as presented to them in the expenditure plan for FY09.
RFP for engineering plan is top priority, allocated $150,000 in the work plan. Dustin
passed around the Mandeville RFP as an example. Here are the next steps in the
process:
RFP to NSURB via email for e-vote before issuing to public;
Post RFP for 30 days; &
Allow 30 days to select bid.
Other discussion
Mike wondered about half-done hotel on north side of I-90 - do they have to pay
• impact fees again? Heard new owners are starting to go sideways on deal. Keri said
she would ask about the status.
October 2 Board meeting agenda (Michelle unable to attend due to HATCH festival)
• Keri and Dustin to give update on current RFP process
• Keri to invite Anna Rosenberry to speak about her ideas of setting up an SID,
how TIF monies pay, etc.
• Susan Kozub's updates to, etc, proposed logo(s)
