Discussion followed. Michelle made a motion to approve the minutes as presented, Susan F seconded. All APPROVED ~ MINUTES. Other Funding Sources -CTEP (Community Transportation Enhancement Program) update Scott had looked thru draft Susan F had done, making notes. Most notably he thinks we would have enough of a project description from our selected engineering firm by February to go ahead and submit application. Scott went on to say that he has a buddy who just took a CTEP crash course and is willing to help us with ours. Carl not present. He was to chat with Ron Dingman, finding out how Ron really feels about the CTEP. We must have Ron as first signature on application before it can move forward. Michelle calling Carl to followup. Michelle took draft application with her, will look through it and then will get it to Susan K for same. E-mail conversation expected. Outreach: Q/ebsite Michelle asked if anyone knew of any website hosting businesses along North 7th. Looking for a website host as City site too limiting, and as we get busy and more in the public eye we need to have a more attractive and informative site for people to seek out. Michelle will look into finding a website host, etc, including costs. (if interested in seeing Missoula's website, visit http://www.ci.missoula.mt.us/mra/default.htm ) Outreach: Letterhead Keri found Susan K's four design ideas. Discussion and doodling followed. Susan K and Scott to work together to finalize. Open and continued agenda item; hopefully will vote for approval of letterhead at December board meeting. RFP Update for N ?th engineering plan Dustin wrote up his notes on how our RFP process will go (see Attachment A). His memo to the board is about the qualifying engineering firms. Discussion followed. With market as it is now, Scott and Susan K find hard to believe not worth putting RFP out for public bid. Keri explained what the RFQ process is. The Director of Engineering and Public Service Director use this RFQ process to `short list' consideration, usually cutting off the number of firms to four. There was a tie last year so that's why there are five qualifying firms to do the City's projects. `Wheels might come off the cart' if we go against this. Discussion continued. Dustin has letters ready to go to the five pre-qualified businesses. If we challenge, there will be backlash but not necessarily a wall hit. City just did two other proposals and this is how they were handled, i.e. only to 5 qualified firms. Michelle wants Board meet with Dustin before voting on going forward with RFP. Keri to ask Dustin if available November 20 or 21 (Thursday or Friday). Michelle said she understands place of process, etc, but five seems narrow. She wants full Board attendance at this meeting. Bylaws: Things to Consider Keri reported we have a new Clerk, Amy, and bylaws are her forte. Keri brought a set of bylaws for example. These are from a community group Chris Saunders is working with. We could mimic them although Amy doesn't think these bylaws will fly with state requirements nor city lawyer. A standard set of bylaws is being discussed. Susan K suggested sending a NSURB letter of request/support of standardized bylaws to Amy. All agreed a good idea as spending time on this subject seems unnecessary, i.e. no need to recreate the wheel. Susan F will draft letter and present at December meeting for approval. Will then print on new letterhead and send to the new clerk. Keri had also chatted with Brit Fontenot and had the 8-pages of bylaws from his inter- neighborhood group. Discussed. Keri will contact Missoula agency to see what they have. Agenda items for December Same items as tonight's agenda, hopefully without the RFP because of called meeting week of November 20. Keri had been contacted by Josh Kellar, Northern Rocky Mountain RC8vD. Josh is requesting to be on an agenda as he is working on two Brownfield grants and would like a letter of support from NSURB. He is looking for urban renewal districts. Discussion followed. Susan F reminded everyone that Josh was one of the contenders for the Big Box Funds, with the Commission giving him $60K for his Big Sky Energy Revolving Loan Fund Proposal (green collar jobs/energy efficiency). Michelle not sure she wants to waste time on this since doesn't speak directly to our mission. More discussion. Agreed to give Josh 10 minutes at the January meeting. (What is brownfield? From Wikipedia: Brownfields are abandoned or under-used industrial and commercial facilities available for re-use. Expansion or redevelopment may be complicated by real or perceived environmental contaminations u In United States cityplanning, brownfield land (or simply a brownfield) is land previously used for industrial purposes or certain commercial uses. The land may be contaminated by low concentrations of hazardous waste or pollution and has the potential to be reused once it is cleaned up. Land that is more severely contaminated and has high concentrations of hazardous waste or pollution, such as a Superfund site, does not fall under the brownfield classification.
