The Commission of the City of Bozeman met in special session in the Commission Room, Municipal Building, January 8, 1996 at 10:00 a.m., for reorganization purposes, as designated in Section 7-3-4322(1), M.C.A., and Chapter 2.04.040(A) of the Bozeman Municipal Code, and in accordance with the results of the General Municipal Election held on Tuesday, November 7, 1995. Present were Mayor Vincent, Commissioner Youngman, Commissioner Stiff, Commissioner Stueck, Commissioner Frost, Commissioner-Elect Rudberg, City Manager Wysocki, Staff AttorneylProsecutorWordal and Clerk of the Commission Sullivan. The meeting was opened with the Pledge of Allegiance and a moment of silence. Minutes - November 20. November 27. December 4. December 11. December 18 and December 26. 1995 . It was moved by Commissioner Youngman, seconded by Commissioner Stiff, that the minutes of the meetings of November 27, December 11 and December 26, 1995, be approved as submitted. The motion carried by the following Aye and No vote: those voting Aye being Commissioner Youngman, Commissioner Stiff, Commissioner Stueck, Commissioner Frost and Mayor Vincent; those voting No, none. Mayor Vincent deferred action on the minutes of the meetings of November 20, December 4 and December 18, 1995 to a later date. Sianina of Notice of Special Meeting Mayor Vincent stated that the Clerk of the Commission has prepared, and served upon the Commissioners, written notice of this special meeting. . Each of the Commissioners, in turn, signed the Notice of Special Meeting. Reorganization of City Commission This was the time and place set in the Montana Code Annotated for the reorganization of the City Commission as per the results of the General Municipal Election held on Tuesday, 01-08-96 Special .. -. - --- -.- -- ...- ~ 2 - November 7, 1995. The Official Bonds and Oaths of Office of Joan M. Rudberg, newly-elected City Commissioner, and Alfred M. Stiff, re-elected City Commissioner, for four-year terms commencing January 8, 1996, have been approved and said Bonds and Oaths of Office are on file in the office of the Clerk of the City Commission. Also, the Bonds and Oaths of Office for . Joe N. Frost and Marcia B. Youngman, continuing Commissioners, and Don E. Stueck. Incoming Mayor, are on file in the office of the Clerk of the City Commission. Retiring Mayor Vincent stated that serving on the City Commission has been a humbling experience. He noted that it has been a pleasure to work with the exceptionally hardworking people on the Commission and staff. He recognized the tremendous amount of worknparticularly detailed and time-consuming worknwhich staff does. He also recognized the amount of work which each of the Commissioners does to ensure that all decisions are informed while taking into consideration the best interests of the community. He noted that Commissioner-Elect Rudberg has been diligent in her attendance at virtually every Commission meeting since announcing her candidacy, forwarding his anticipation that she will work even harder as a Commissioner. . The Retiring Mayor noted this is the second political life which he is leaving. He noted that his departure is with some regrets; however, now is the time for him to leave this position. He stated that it has been a pleasure to work with the Commissioners and the staff during the past four years. Clerk of the Commission Sullivan administered the Oaths of Office to Incoming Commissioner Rudberg, Re-elected Commissioner Stiff and Incoming Mayor Stueck; and the new Commission was seated. Outgoing Mayor John Vincent presented the gavel of the Mayor of the City of Bozeman to Incoming Mayor Don Stueck, with best wishes, recognizing his diligent work over the past two years. Incoming Mayor Stueck presented a plaque to Outgoing Mayor Vincent, recognizing . his service to Bozeman through his sixteen-year service in the Legislature and his four-year service on the City Commission. He encouraged the Outgoing Mayor and his wife to enjoy their new home, in its quiet and peaceful setting. He thanked the Outgoing Mayor for the chance to work with him during the past two years. 01-08-96 Special . - -..-- --.-------. - - - 3 - Rev. John Plummer led the Commission and the audience in prayer for the new Commission. At City Manager Wysocki's request, the Commission and audience recognized Treasurer Joanne Riley in a moment of silence, in light of her recent illness. . Incoming Mayor Stueck welcomed Commissioner Rudberg to the City Commission, recognizing her dedication to the community. Incoming Mayor Stueck stated this is a very humbling moment, since he is now taking a position of leadership in his home town. He stated that, through dedicating 100 percent of his efforts, he hopes to given back to his community. He forwarded his desire to work with his fellow Commissioners, emphasizing his interest in continuing to work in a consensus building manner as the Commission has for the past two years. Adiournment - 10:18 a.m. There being no further business to come before the Commission at this time, it was moved by Commissioner Frost, seconded by Commissioner Youngman, that the meeting be . adjourned. The motion carried by the following Aye and No vote: those voting Aye being Commissioner Frost, Commissioner Youngman, Commissioner Rudberg, Commissioner Stiff and Mayor Stueck; those voting No, none.
