Gallatin County Solid Waste Management District July 16, 2008, Minutes 2 She reviewed the Assets on the Balance Sheet. She reported the recycling commodities are not complete for the month of June. The Long Term Liabilities under Z3-5401, Loan Payable for the FY 2006 equipment, is scheduled to be paid August 15th. The $392,666.81 interest shown on the Profit & Loss statement is an estimate because the County had not closed the month of June. Once the County closes the month of June, she will adjust the figures. She noted the budget is at T 00% for the year. The District exceeded its estimated income for the year. The Transaction by Detail Report shows what expenses were taken out for each department's object codes. Board Member Steve Johnson asked if the wages were taken out of costs of goods and services far the recycling. Susan Dellinger responded they are taken out under personnel. The Board discussed the ce113 loan payment; the 590 administration cost and found the administration cast is taken out of the department's budget twice per year. The first installment will be approximately $22,000. 4.2. Gallatin Solid Waste MA„.~~±*±Pnt District Compilation Report -Bob Dellinger, Dellinger dE ~alla$her, CPA Bob Dellinger, Dellinger & Gallagher, CPA, presented the Gallatin County Solid Waste District Financial Statements for the Month and Ten months ended April 30, 2008. He reported there will be adjustments that will have to be made once the County closes FY 08. The cell three will have to be capitalized along with certain other expenses. The depreciation will change. Once the county closes its year, he will then do the year end compilation report that will show the changes. The Board discussed with Bob Dellinger the unrestricted cash verses the restricted cash. There is five-million in cash, but not all of that is available for operations. They reviewed the cash flow statement. He noted the cash flow statement shows how the operation is doing and what is on a cash basis. Motion by Board Member Steven Hanulton to accept the,July financials as presented. Seconded by Board Member Steven White . All voted aye. Motion carried (Motion #09-07T608~42). 4.5. Consideration of the Preliminary District FY 2009 Budget _$8,557,098. -Tom Miller District Manager Tom Miller presented the Solid Waste District Budget for Fiscal Year 2009. He asked for input an the narrative he provided as requested by the Board. Gallatin County Solid Waste Management District July 16, 2008, Minutes 3 Chairman Bruce Hanson responded the narrative helps with reviewing the total budget. The Board discussed the budget with concern stated that there appeared not to be adequate cash on hand to pay the District bills. Under Operations the $425,000 that the District is paying into equipment reserves appears as an expense, but actually it is not. It was recommended to move that figure from the budget as an expense and treat it as a reserve. The Board agreed they would like to review the County's year-end to be able to understand the financials in terms of cash. The Board agreed they felt comfortable with the way he calculated and changed the expenditure for the Logan Springs Ranch in the budget. 4n behalf of the District, motion by Board Member,jady May to accept the preliminary Gallatin Solid YiJaste Management Dr`strict FY 2009 Budget far ,$&,5,57,Q95 Seconded by Board Member Steven faht~son. All voted aye. Motion carried (Motion #09-CJ71608-03). S. Old Busixiess B.I. Consideration of the Bid Recommendation and Award for the Construction of the Landfill Shop not to exceed $999,400. -JAY MaY Chairman Bruce Hanson reported during the bid opening, issues were presented. Board Member Jody May reported the specifications written in the bid were different than the plans that had included a fire suppression system. It resulted in a flaw in the process. The recommendation is to throw out all the bids received and start the process over. The Board discussed rather to confinue the process with the architectural firm or consider going with a steel building and hiring a construction manager to get it off the ground. The Board agreed the committee needed to meet as soon as possible to figure out where the District would like to go from here. The other recommendation was to go out to bid again and look at cinder block construction verses metal. The Board concurred they needed to accept or reject the current bids. Motion by Board Member Storm Shirley to reject all the bids received (by 4:00 p.m. on fuly 9, ZO08), at the Clerk and Recorder's Office, for the canstruction of the landfill shop. Seco~zded by Board Member Steven fohnson. All voted aye. Motion carried (Motion #09-071608-04). Bob Mechels, Dowling and Sandholm Architects, responded he spoke to two of the low bidders to rebid it. He presented a July 16, 2008, Letter to the Board in regards to the Logan Shop Bid Assessment. It summarizes items that impacted the recent bid results for the Logan Shop. The Board agreed they would hate to go back to the drawing board. They decided the committee needed to meet and go over individual items line by line before they go out to bid again. Gallatin County Solid Waste Management District July 16, 20p8, Minutes 4 Bob Mechels stated Dowling and Sandholm will pick up the cost to rebid the project. Commissioner Steve White suggested at future bid openings they record the meeting to protect the County if bidders challenge the process. On behalf of the District, Motion by Berard Member lady May, to request the subcommittee handling the lara~ll shop and administratioon building construction projects meet as soon as possible to engineer new specilicatians ire order to get the bid out and the bid awarded at the District's August Board meeting. Seconded by Board Member Steven Hamilton. All voted aye. Motion carried (Motion #09-071608-0,5). Sob Mechels responded he could get the bids out by Monday or Tuesday. Board Member Steven Johnson responded he would make arrangements to work with the architects. Board Member Storm Shirley responded he would be gone until Tuesday, but could respond via email. Dowling and Sandholm representatives' Bob Mechels and Jeff Sandholm responded they would be happy to meet after the Board meeting. Tom Miller responded there were administration changes on the sheet. Board Member Steven Johnson said they would deal with it in committee. 5.2 Consideration of a Counter Offer for the Purchase of the .Logan Sprit4gs ranch for ~1,7s5,oo0 -Jody May Board Member Jody May reported he made a counter offer of $I,765,~00, but has not heard back from Mr. Jackson. Chief Deputy County Attorney Chris Gray reported he has been in contact with the representatives negotiating the sale of behalf of the estate. They have listed environmental issues. They did not give a sale price. He recommended they come to terms on a price before wasting any more time on working on the buy-sell agreement. The Board agreed with the recommendation. They agreed Board Member Jody May should continue to work with Chief Deputy County Attorney Chris Gray and the representatives of the Logan Springs property to come to an agreement on the purchase price of the property. 5.3 Committee Report for Compaction Site ~- Storm Shirley Board Member Storm Shirley reported he met with Dave Leverett anal Lee Nuss. They agreed it might make fiscal sense to move forward with a compaction system, but agreed they did not know enough at this time to Gallatin County Solid Waste Management District July 16, 2008, Minutes 5 consider making any type of recommendation. They need to set an official date and time to meet. They discussed meeting at the JTL building site on Tuesday, August 5th at 5:30 p.m. Dave Schmit will check to see if it is available. Chairman Bruce Hanson requested they move forward tv make a commitment to do more research. There is merit in the compaction site. It could save 20-3p% savings in air space at the landfill. The Board agreed there were many questions to be answered. They opened the meeting to all Board members interested in helping. 6. New Business • The E-Waste Event the Gallatin County Local Water Quality District has held the past five years at the Fairgrounds was brought up for discussion, They are not going to be doing it anymore. The Board agreed they need to consider taking it over. A recommendation was made to not only take it over, but to provide the service around the County, not just at the fairgrounds. The Board agreed to take e-waste out of the waste stream and deal with it responsibly was the right thing to da. A recommendation was also made that the District gets active during the legislative session regarding E-waste in the State. A suggestion was made to coordinate the events with the West Yellowstone District to make it a true County event. • The Board also discussed the Household Hazardous Waste Program. At one time, the Board discussed making it a mobile unit that can move around the County during the month to make it more convenient for all residents. District Manager Tom Miller also spoke about duplicating the Household Hazardous Waste Facility at the Logan landfill. Wayne Shelton, Gallatin Solid Waste Management District recycle Coordinator, volunteered to meet with the Gallatin County Water Quality District employees regarding the E-Waste Event and report back at the next meeting. 7. Chairman Report -Bruce Hanson Chairman Sruce Hanson reported they have identified in the recycling program where they are making money and where they are not making money. The transportation is losing money because of the containers not being compacted. They would like to come up with a means to transport more weight at one time. They are finding some commodities cost more to transport, bale, and process. They are researching the possibilities of segregating the plastic and aluminum in separate containers, similar to a horse trailer, but not as heavy. He felt they could transport it themselves by a truck rather than a commercial hauler. It could save the District substantial money. They are losing an cardboard and aluminum. The cans need to be compacted before transporting. The prices of commodities have also gone down. The District is looking for more ways to generate income. Gallatin County Solid Waste Management District July 16, 2008, Minutes 6 The Board discussed the situation. The sites are limited in space for added containers; some have special limits that would need to be considered. They discussed how changing the current sites would affect the site contracts. The contracts are not locked in for any period of time. They were structured that way to work out the problems as a business start-up. Plastic has value, aluminum has the most, and paper is the best. A request was made that the Recycle Coordinator make a proposal as he works through the financials with his recommendation far cost for a test trailer to determine whether or not that would be moving in the right direction to save money. 7.1 Gallatin Solid Waste District Policy on Waiving ~Ypping Pees Chairman Bruce Hanson reported an a request from County Parks to waive a tipping fee for a cleanup day at the County Park. Motion by Board Member Steven ,Johnson to waive the tipping Fee for the County Parks Seconded byBa~rd Member Sfeve White. The Board discussed the situation. They have made a policy on not waiving tipping fees for anyone in the past. The Gallatin County fair for two years in a row has requested the District to waive the tipping fees from Allied, but was denied. The Board implemented a policy to give a discount to qualified non- profits if they met specific criteria, but no waiving of fees. A point was made that the County charges the District a $42,000 administration fee yearly that is not negotiable, but was argued that the County does a lot far the District that the District benefits from far the yearly fee the County charges. All voted nay. Motion unanimously dented (Motion #09-071608~Od). The Board discussed giving management discretion an a case by case basis. Volunteers cleaning up the roads who call ahead and inquire. In the past, the District has supplied garbage bags and picked up litter for people cleaning litter up off the roadways. Litter is a constant issue. Motion by Board member Storm Shirley to give the management discretion to waive a tipping fee for litter on a case by case basis if management is contacted and prior notice isgiven b+efoz~e disposing. Seconded by Board member Steven ,Johnson. All voted aye. Motion carried (Motion #09-06I d'OS-07). S. District Manger Report -Tom Miller 5.1. Report on Vacuum Truck Demonstration: Discuss Purchase of Vacuum Truck for Lit6er Control $45,000 District Manager Tom Miller reported on a local vacuum truck he is interested in buying for the landfill as another tool to try and combat the litter issue. He thinks it would be a goad purchase. The truck is available locally, a gaol value for $45,000. He has seen them priced from $60,000 on up to $200,000. He had the purchase of the truck for $60,000 in the budget. The truck will take some retrofitting, but should da a good job. His recommendation would be to recommend the Board authorize the expenditure to purchase the truck for $45,000. Gallatin County Solid Waste Management District July 16, 2008, Minutes 7 The Board discussed the previous vacuum truck purchased. The shop foreman and the site foreman agreed it would be a good purchase. The truck will be a two man operation. Motion by Board Member Jody May to authorize the purchase of the vacuum truck for $45,000 as per the District Manager's recommetrdation. Seconded by Board Member Steve White. All voted aye. Motion carried (Motion #09-071605-OS). S.Z. Report on Alternate Daily Cover (~1DC) Demonstration District Manager Tom Miller reported on the demonstration of the new alternate daily cover product they were trying out at the landfill. He was not ready to recommend purchasing it. They are still in the research stage. He thinks it will be significantly a better product that will save the District money than the past ADC they have been using. The Board discussed the posishell product being better far keeping the face covered during a wind event. The cover leaves na wasted space. It is expected the face can be covered with the ADC for five days then use dirt on the fifth. The product gives them more flexibility that should give them better results. 8.3. Comments on Annual Report District Manager Tom Miller reported he plans on producing an annual report for Fiscal Year ZQ~B by the end of the quarter. He will follow the format used last year. If there is anything else the Board would like to see, to let him know. Chairman Bruce Hanson requested to add a section that will show the progress on the cell fill rate and the percent of compaction ratio. He would like to see a graph and a narrative. The objective is if the cell was projected to last seven years, and the cell filled at T 59b this year, if it continues, will the cell reach capacity in seven years? District Manager Tom Miller said he won't have the current compaction numbers, but he will have the tonnage that has gone into the cell. Chairman Bruce Hanson responded are we not still doing the compaction survey? District Manager Tom Miller responded that he was mandated to look into an aerial survey. • District Manager Tom Miller reported on the coal stored on site. He tried to sell it, but found it was taa contaminated to sell. He was working with Holcim, but there was too much of it contaminated with steel. It still has good value to the District. They will mine out the steel and use the rest for daily cover. Gallatin County Solid Waste Management District Tuly 16, 2008, Minutes 8 • District Manager Tom Miller updated the Board on the Bozeman Convenience Site. The scale and scale house are sitting on historical waste evidenced by the sunken scale and scale house. The current bid of $40,000 will need an additional $15,000 added to it to install the scale due to the engineering of the location to place a concrete slab on top of the waste, The Board discussed the issue. The garbage was approximately 10-30 feet depending on the location. The Board agreed they needed to consider the anticipated life at the site to spend the extra $15,000 if plans are not to be there in five years. The District looked at the site as long-term, 15-20 years, installing the Z-wall for the customers. They agreed there would be no place cheaper. The cost can be spread out over the life of the site. Motion by Board Member,Jody May to authorize arx additional $I 5,000 to the bid for installation of the scale to strengthen the foundation at the Bateman Convenience Site. Seconded by Boarad Member Storm Shirley. Board Members' Bruce Hanson,,Ja+dyMay, Steven Hamilton, and Dave Schmit vote in favor of the motion. Recycle Program Coordinator ReporE -Wayne Shelton Dave I,everett, Faur-Corners Recycling, requested to bring up for discussion the recycling horse trailer recommendation. He expressed his disappointment in not being consulted as he had worked to help set up and build the recycle program from the ground up without compensation. The District is looking at changing a program that has only been in place far a couple months. The District is far ahead if it looks at the operation from where it was a year ago paying Headwaters Cooperative for the service. He does not want the operation to look like a Sanford and Son operation. The horse trailers will impact the sight of the sites and ruin the good faith of the current site owners. It will create more work on the processors to unload it. He can put together a more efficient program if the District wants to make changes. The Board responded it was a pilot project. They were looking at ways to lower the transportation costs. They did not want him to take it personally. Public service and trying to break even can be accomplished. Dave Leverett asked the Board Members to meet with him to discuss working with him on the pilot program to design the changes he can recommend to provide the functionality the program needs. He can place containers for just plastic, or any other commodity. The Board suggested he work with the Recycle Coordinator about the options he is suggesting far improving the program. He can work with his budget to come up with a solution. Gallatin County Solid Waste Management District July 16, 2008, Minutes 9 Wayne Shelton, Recycling Coordinator, submitted the Gallatin Solid Waste Management District Recycling Report for 7/16/2008; the Gallatin Solid Waste Management District Recycling Program Guide to Recycling in Gallatin County. He reported as of July 1, approximately 413 tons of recyclable material had been diverted from the landfill with a gross profit of $12,705. In k"1' 2008, the program showed a net loss of $4,217, which includes delivery fees of roll-offs as a hauling expense. The Belgrade site, Home Depot, and new MSU sites have opened. He is looking for another Bozeman site off of West Main. He still has not heard back from the City of Manhattan. The cardboard containers are now in operation. Board Member Steve Johnson commented on the recycling brochure. He did not like the wording under, About Us: " We are a free ~rwr'c~ not supported by to ~c~s yr fees We depend on gr~7ovs gr~ from the public, " he asked Mr. Shelton to work on the wording regarding those two statements, free service and gracious gifts." The Board discussed the program. They agreed that if you look at the value of the diverted space in the landfill, the recycle program does look better. The Board agreed it was a business that has to be grown. It is not fully built-out. At six months, they will take a good look at the financials to track the commodities, income, and expenses.
