HomeMy WebLinkAboutSWMD Agenda 6-18-08 and 5-21-08 Minutes, and 5-08 Operational ReportsCONSIDERATION OF ADDITIONAL FEES FOR LATE CUSTOMERS AT LOGAN: Gate at Logan closed as 4:00 pm. Operators need time to clase working face, cover waste, service equipment, and setup for next day. Scale personnel need time at end of day to close receipts and do paperwork on day's activities. Currently try to accept customers through the gate until 4:00 so that they can be out the gate at 4:30pm. However, often make allowances for some commercial customers who call in advance. At the same time, other customers are turned away at the gate after 4:00 if they have not called ahead. Allowances are common after 4:00, and often even as late at after 4:30. Concern: • Late customers delay closure of working face and closure of scale paperwork. • Allowing some customers in after a certain time but not others causes dissatisfaction with customers • Over last three months, had 27 customers leave site after 4:30 pm, some out the gate after 5:pOpm. Recommendation: • Allow any vehicle on site after 4:OOpm. • Close gate at 4:30pm • Charge late fee for any customer over the outbound scale after 4:30pm. $10 per ton for commercial $5 per ton for self haul public. • All vehicles to be off site by S:OOpm. (Sign-in sheet attached). Call ~ Urder: Chairman Bruce Hanson called the meeting to order at 6:00 p.m. Y. Public Comment Chairman Bruce Hanson called for public comment. Commissioner R. Stephen White informed the public who were present to speak an water concerns that a special public meeting was scheduled for tomorrow night, Thursday, May 22, 2008, in Three Forks at the Three Forks High School at 6:30 p.m. They will have professionals present to answer questions. Wendy Evans responded she asked to be put on the agenda. She would like to be placed on it until December 2008. She acknowledged receiving a letter from the District that offered installing a water filtration system until the source of the water contamination can be found and the issue resolved. She contacted the FPA. The system would not filter VOCs. She has many concerns. They tested her well again, She is anxious to get the test results. Gallatin County Solid Waste Management District May 21, 2008, Minutes Commissioner R Stephen White responded the RO system using a carbon filter would filter out the contaminants. It was a detail that must have been accidentally Left out of the letter. Tt was in the hydrologist's report. ,Jennifer Tucker wanted to get the findings of the water tests. Shona Susag responded if the citizens of Logan have to get their wells tested, it would be a big expense. She asked if the other residents of Kogan could get their wells tested. Commissioner Stephen White encouraged all to attend so their concerns and questions could be addressed. He passed out copies of the Environmental Health Department handout regarding private well users. Louis Rafferty spoke regarding litter from the landfill being a problem. Z. Motion carried (Motion#08-,52I08-OI). 3. Fin~ur-ciai lteporb 3.1. Draft Prelimixtary Budget 09- Tom Miller, District Mana,~r District Manager Tom Miller presented the District's preliminary 2009 budget. He reviewed the projects planned in the budget, the land purchase, the shop and administration building. He noted the cash flaw in 2012, cell 3 liner, $796,162, to strike it. He projected in the cash flow for four convenient sites to be constructed at $590,000. He reviewed the two new programs in this year's budget, the Bozeman Convenience Site/Household Hazardous Waste Facility and the Recycling program. In Board discussion, the board reviewed and received clarification on the various object codes with the specific budget allotments. The Board discussed the Bozeman Convenience Site. A working scale built on-site was discussed. It was argued that the convenience site was using yardage not tonnage that a scale would not be needed for this type of site. The scale cost was estimated between $35,000-40,000, a large expense that was not a necessary expense. In response, others felt it was a good investment for getting actual tannage, not an arbitrary weight going across the scale for the District and customers. The District's intent was to make a profit and grow the business, business math, not er4$ineering math. A recommendation was made to do a professional surveylanalysis to determine the best location for the other proposed convenience sites to best serve the public. Questions were asked regarding the District's intent as an enterprise fund making a profit, verses public service, such as the recycling program that may not earn a Gallatin County Solid Waste Management District May 21, 2U08, Minutes Z profit. Board members agreed the District intends to profit from the programs by finding more sources for recycling, education, etc. 3.2. Clarifications made were that abject code 350 Professional Services for $32, 5 Y Z, included the two payments made to Dowling Sandholm Architects and SKG Technical Service. Object code 390, purchased/contracted services was a final payment made to Headwaters Cooperative for a half month of services in April. The Board agreed they should ask the County Commission to send a letter to Headwaters Cooperative thanking them for the good work they did far Gallatin County. Constion of Appli~cstions Received to Appmave Reduced Tipping Fees for Qualified Not for Pt~afit Corporations Doing Business in Gallatin Cody Chairman Bruce Hanson reported the District received two applications, Sacks of Bozeman and Sacks of Belgrade. The Board discussed and agreed if the administration's review of the applications were found to be complete as per Resolution #2008-04, they should be approved. Discussions Rcgsrding the Amended Dram Interlacal mcx-t between the City of Beeman and the District for Opeistion of Convenience Site acrd Household. Ha~.ardous Waste Facility at the Baseman LarudSll Chairman Bruce Hanson reported he had been in discussions with the City Commission. Chief Deputy County Attorney Chris Gray is reviewing the document. It will be presented at the June 18th Baard meeting far discussion and approval. 4.3. Discrass~ion on Contract Logan Landfill Shop and Office Building PEQ/PAR t;1]owlir~g Sandlwl=n Archifiects) Chairman Hanson reported the committee met. They worked through the issues and reached a resolution. Larry Watson, reported they discussed the fee structure and scope of work in the second phase of the work. The committee went through the f=irst and second part of the proposal. The architects did not spend the first part of the scope of work. The next portion of the work will be the completion of the construction documents for both buildings, bid documents, construction, all the way to completion. $63,710 will be the remaining fee. A 10% contingency fee will be allocated at the Board's discretion. Change orders will not be approved without project manager approval. The consensus of the members at the meeting was to award the contract an those terms. Chief Deputy County Attorney Chris Gray drafted the contract modifications for approval. 'The Board discussed the misunderstanding regarding industry standards and the fee structure with cost estimating and agreed they were in line with other projects. They agreed to have the architects continue without interruption. On laehalf of the District, Baard Member lady May waved to approve the contract madificatran sgr~eement for services far Dowling Sandholxn Arzchrtects for prof~essronal fees not in exceed $63, 710, with a 10~ contingency fee, for a total of .$70,081, for an approximate 36 week duration. Update an District Land Acquisition -body May, Land Committee Board Member Jody May spoke with Dave Jackson. He intended to send Chris Gray abuy/sell agreement far the property with a sale price from his appraiser. If by the next board meeting, Chris Gray can give his input, it will be a matter of sitting down and negotiating the details of the acquisition. Gallat;ua County Solid Waste Management District May 21, 2Q08, Minutes 4 The Board agreed to have Board Member Jody May continue working with Mr. Jackson and the County Attorney's office. S. New Business Na new business was presented to the Board for discussion. 6. Chairman Report -Bruce Ha~o~n Chairman Bruce Hanson reported he has been in discussions with Allied Waste regarding a new facility location for a transfer station. The justification far the site is for a compaction process far the hauling of the waste. He would like to analyze private and commercial loads across the weigh scale to figure out the savings for the communities in fuel. The current gas prices wi11 make the public more willing to accept the District's effort in constructing that type of facility. Larry Watson, Gallatin County Grants and Projects Directcar, recommended the District look at a materials recovery facility, removing all the recyclables first, rather than compacting everything and disposing of it at the landfill. It would give a revenue stream and offset costs. Board Member Steven ,Johnson requested to sit on the committee as the City of Bozeman's representative to help design and look at the waste stream from the public's point of view. The Board agreed it was the District's responsibility to get input from everyone. They discussed doing a feasibility study to gather the data needed. The Board agreed a committee should be formed to work on it. Correspondence Received: A letter dated May 14, 2008, from Mary Lou Hendrickson, Project Lead, Department of Environmental Quality regarding a response to the District letter sent updating the department an the water issue. ?. Recycle Progt~rr- Coordinator Repork -Wayne Shelton 7.Y. Site ~nfs Wayne Shelton, Recycle Program Coordinator, reported on the following: Belgrade site: Allied requested the site to be graveled. Allied will prepare the site. The County wi11 provide the gravel from the County's gravel pit. They were going to start delivering the gravel within the week. Big Sky site: Gene and Kevin Cook awn a piece of property that would be in a good location for a site. He reported from April I Sa' through May 20, the program received approximately I69 tans of commodities that were diverted from the landfill, with a value of $25,000 before hauling and processing fees were Gallatin County Solid Waste Management District May 21, 2008, Minutes 5 taken out. It grossed around $7,500 over the first 29 days or an average of $259 per day. He has received a lot of calls regarding glass. He has seen less glass left at the sites. Garbage at the sites has been minimal. He has cardboard containers iri River Rock and Gallatin Gateway. Four containers were placed at the Three Forks site today. Modifications to the cardboard containers have not been done. District Manager Tom Miller responded he contacted the manufacturer. They carne out to look at them. They agreed to repair the lid gussets and the sharp edges left. They will not be retrofitting the lids right now. They are standing by their containers. The containers were designed to be tipped at a 40-45% angle, not at T00% percent. If the drivers follow that it will help save the lids from damage. The bumpers will be welded later. Board Member Steven Johnson would like to see a quarterly comparison of the Headwaters program since the City of Bozeman joined the District, verses the new recycling program to see hove the District is benefiting from the change. Chairman Bruce Hanson responded the information was presented well. He would like to see bar charts to compare months. The Board discussed the problem with the cardboard containers, agreeing to get what needs to be done because revenue is being lost by not having them out at the sites. 7.2. Hauling Contsacis Wayne Shelton, Recycling Program Coordinator reported the contracts were close to being done. He received a draft back from Ghris Gray, Chief Deputy County Attorney. He sent them to the haulers for their review. He hopes to get them signed off on soon. Board Member Steven Johnson, City of Bozeman representative, responded #9. Time is of the essence. The City expects reasonable call times throughout the week and for Saturday and Sunday pickups. The City contract is being reviewed by the City attorney. Board Members Steven Hamilton, Three Forks representative, thanked Mr. Shelton for getting the recycling bins placed on the new site. He is working towards getting more education regarding recycling in the Three Forks schools and the community to increase its recycling efforts. Board Member Jody May, representing the citizens who live outside municipalities, responded part of the Headwaters Cooperative services was to educate the public about recycling. He recommended contacting them to get some of the educational materials to use to promote and educate the citizens in the District. Gallatin County Solid Waste Management District May 21, 2008, Muzutes 6 Board Member James Storm Shirley, Belgrade representative, volunteered to contact Headwaters. The Board discussed the program is not yet built out. There are no recycling bins in the Amsterdam/Churchill area. They thought they could add a site there. James Greenbaum, Gallatin County Deputy County Attorney, responded he has been negotiating the hauling agreements. Mr. Shelton had been working with Chris Gray, Chief Deputy County Attorney. The other problems the haulers had with the contracts were the banding issues; the term of the contract in the RFP was for three years, but came back as one; #9. Time is of the essence. The City wants a two hour response time before noon and four hours before two o'clock and no service on Sunday. Keith Hakanson, 4-Corners Recycling, responded he is still reviewing the material. In the RI='P there was no mention of #I6. Prevailing wage. He expected a three year contract. The original start date of September, calls for a price increase after a year. He asked for the term start in April, and they would not increase prices until next April. The Board agreed the hauling contracts need to be finalized. They requested James Greenbaum to see them through. James Greenbaum agreed to get them finalized. 8.
