COMMISSION RESOLUTION NO. 2432
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN.
MONTANA. REGARDING INITIATIVE 92 AND THE EXPANSION OF
LEGALIZED GAMBLING IN MONTANA AND THE CITY OF BOZEMAN.
WHEREAS. the Bozeman City Commission finds that Initiative 92 will
expand legalized gambling in Montana and in Bozeman well beyond its present
limitations; and
WHEREAS. Initiative 92 will alter existing state law to remove cash
limits on bets. remove cash limits on payoffs. allow cash payoffs on bingo
and keno. allow gambling on a check as well as cash basis. and allow the
"house" to participate in all approved games as though it were a casino; and
WHEREAS. the enforcement provisions that would be established by
Initiative 92 to assure compliance with the revised gambling laws of the
State of Montana are clearly inadequate to enable local government to protect
the health. welfare and safety of the people of our community; and.
WHEREAS. Initiative 92 would in fact enable the creation of casinos

in our community by allowing as many as 17 casino type games per gambling
establishments; and
WHEREAS. Initiative 92 fails to provide adequate and sufficient law
enforcement resources for the control and regulation of expanded gambling at
the local level; and

WHEREAS. experience in other states and other communities with expanded

gambling. similar to that proposed by Initiative 92. has demonstrated that
expanded gambling leads to an increased rate of bad debts. crime. welfare
burdens. and related family distress and domestic problems. all of which place
greater demands on our local courts. law enforcement and welfare agencies. and
therefore. on the taxpayers of our community.
NOW. THEREFORE. be it resolved that the Bozeman City Commission strongly
and forthrightly opposes Initiative 92 which attempts to significantly expand
gambling in Montana and in Bozeman.
