HomeMy WebLinkAboutResolution 2362 Redirecting $10,000 from CDBG Grant to Urban Renewal plan I I I 0.1E3 COMMISSION RESOLUTION NO. 2362 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN PROVIDING THAT $10,000.00 OF SURPLUS FUNDS IN THE SMALL CITIES GRANT PROVIDED BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT BE REDIRECTED TO THE DOWNTOWN DEVELOPMENT ASSOCIATION FOR PURPOSES OF PLANNING FOR THE PROPOSED REVITALIZATION OF THE DOWNTOWN AREA OF THE CITY OF BOZEMAN THROUGH AN URBAN RENEWAL DISTRICT. WHEREAS, the City of Bozeman has undertaken several projects with the Small Cities Grant as approved and funded by the United States Department of Housing and Urban Development; and WHEREAS, it now appears there will be surplus funds in that Small Cities Grant; and WHEREAS, the Downtown Development Association has requested $10,000.00 of the surplus funds for purposes of planning for the proposed revitalization of the downtown area through the urban renewal district; and WHEREAS, written approval has been received from the United States Department of Housing and Urban Development authorizing the redirecting of $10,000.00 to the Downtown Development Association; and WHEREAS, the citizen participation requirements have been met, providing a comment period for such use of the funds, and those comments reported to the City Commission; and WHEREAS, the intended use of the funds is consistent with the need to provide benefit to the segment of the population described as low and moderate income by the potential generation of service positions, by addressing conditions of blight and the expansion of economic opportunity in the community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA: Section 1 THAT IT IS HEREBY DECLARED to be in the best interest of the City of Bozeman to grant the sum of $10,000.00 from the Small Cities Grant, provided by the United States Department of Housing and Urban Development, to the Downtown Development Association. If, however, there be a shortfall in the Small Cities Grant to fulfill previous obligations, the grant to the Downtown Development Association shall be reduced by an amount equal to the shortfall and thereafter be designated a loan from the City General Fund. Said loan to be repaid to the City of Bozeman from monies generated by the Urban Renewal District. Section 2 That the grant funds shall be used by the Downtown Development Association sOlely for the planning of an Urban Renewal District in the City of Bozeman and in strict compliance with the Department of Housing and Urban Development Regulation 570.205. Section 3 That the City Commission hereby directs the Downtown Development Association that all conditions of the grant shall be fulfilled on or before December 31, 1981, so as not to delay the scheduled closeout of the grant February 28, 1982.
