HomeMy WebLinkAboutResolution 2353 Intent to increase garbage assessments .-.r .. ~ COMMISSION RESOLUTION NO. 2353 A RESOLUTION OF THE CITY OF BOZEMAN, MONTANA, DECLARING IT TO BE THE INTENTION OF THE CITY OF BOZEMAN TO INCREASE RESIDENTIAL GARBAGE RATES AND LANDFILL FEES TO THE RESIDENttB'OF THE CITY OF BOZEMAN AND USERS OF THE CITY OF BOZEMAN'S LANDFILL. WHEREAS, the City of Bozeman has not increased fees for residential garbage service for a number of years; and WHEREAS, a fair and equitable operation of the general fund requires that these fees be paid by the recipient of the service rather than subsidized by the General Fund; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOZEMAN: 1. That upon application of the City Manager and the Director of Finance and their appropriate staff, the City Commission shall conduct a public hearing to be held in the City Commission Room located in the basement of the City Hall, 411 E. Main Street, Bozeman, Montana, at 1:15 p.m. on the 14th day of October, 1981. 2. The purpose of the pUblic hearing is to hear testimony in support of and in opposition to the proposed rate increase sought by the City staff of the City of Bozeman. The proposed rates, if adopted, will be effective November 1, 1981. 3. That the staff has recommended that all landfill and garbage collection rates be increased twenty-five percent (25%) and the following are the present and proposed rates and increases: Charge for a 4-room, l-unit (single family) dwelling: Presently With Proposed 25% Increase City collection Landfill Total $ 28.98 12.42 $ 41.40 $36.40 15.60 $52.00 ($.79 per week) ($1.00 per week) For residents outside collection district (i.e~ Marwyn and Westridge Additions) : Pay landfill only $ 12.42 $15.60 Local commercial haulers presently $6.00 per packer and this charge would be increased 25% also. .. ,. , ,- 4. The City of Bozeman proposes to issue half year dump permits to run from January 1, 1982, through June 30, 1982. 5. The overall effect of the proposed increases is to raise all garbage rates twenty-five percent (25%) for fiscal year ending June 30, 1982. 6. The Clerk of the City Commission is instructed to ad- vertise a notice of said hearing together with its purpose once a week for two (2) consecutive weeks in the Bozeman Daily Chronicle with the last publication no later than October 12, 1981. Results of operations for garbage fund for last three (3) fiscal years: 1979 1980 1981 ($52,594) < $12 , 2 87> <$10 , 110) GENERAL FUND MAKES UP THE DEFICIT--which nearly prohibits long-range capital acquisition planning, for replacement trucks, land for landfill, or possible expansion of services to additions outside the present district. STAFF PROpOSAL: 1. Raise current charge by 25% for fiscal 1982. 2. Issue half-year dump permits to run from January 1, 1982 through June 30, 1982. 3. Meanwhile, staff studies and proposes revisions to existing ordinance, presents to Commission in early spring, 1982, for consideration. 4. New ordinance, with rules and regulations--new rate structure planned to go into effect July I, 1982.
