MINUTES OF THE MEETING OF THE CITY COMMISSION
BOZEMAN, MONTANA
July 7, 1999

The Commission of the City of Bozeman met in special session in the parking lot at the
. Prolessional Building, on Wednesday, July 7, 1999, at 5:15 p.m. Present were Mayor Pro
Tempore Youngman, Commissioner Smiley, Commissioner Rudberg, City Manager Johnson,
Assistant City Manager Brey, City Attorney Luwe and Clerk of the Commission Sullivan.
Commissioner Frost was absent.

Each Commissioner, in turn, signed the Notice of Special Meeting.
Commission Resolution No. 3303 - dedicating and naming the" Alfred M. Stiff Professional
Building"
Included in the Commissioners' packets was a copy of Commission Resolution No.
3303, as approved by the City Attorney, entitled:
COMMISSION RESOLUTION NO. 3303
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, NAMING THE CITY'S BUILDING AT 20 EAST OLIVE STREET THE
. "ALFRED M. STIFF PROFESSIONAL BUILDING".
Commissioner Smiley read the resolution into the record.
Mayor Pro Tempore Youngman noted that Mayor Stiff is unable to attend today's
Commission meeting and dedication; however, his family is present and is videotaping the
proceedings.
Mayor Pro Tempore Youngman stated the City and the community owe a debt of
gratitude to Mayor Stiff for his sixteen years of dedication and service to Bozeman, including
three terms as Mayor. She recognized his fiscal wisdom, his perseverance, his gentlemanly
demeanor and his quiet good sense as he made decisions. She also noted that his familiarity
with the community, the property and the old families in the area has served as a tremendous
resource on the Commission. She concluded by extending her personal gratitude to Mayor
Stiff, and to his wife and family for supporting him in his years on the Commission.
Commissioner Smiley stated it has been an honor to serve on the Commission with
Mayor Stiff. She noted that, being born and raised in Bozeman, she has treasured his
knowledge of Bozeman. She stated that he has done so much for the community over the
years he has served on the Commission, noting that, during his years on the Commission, he
was honorable in his actions and decisions.
. Commissioner Rudberg noted it was Mayor Stiff's counsel that she sought when she
considered running for Commission. She then acknowledged his wife, Vivian, characterizing
her as a wonderful wife, wonderful mother, great supporter and friend to many of those in
attendance today. She thanked all of Mayor Stiff's children and grandchildren in attendance
at this dedication, noting that it will continue to be an important part of their lives for years to
come.
Commissioner Rudberg then noted that most people thought there was a triad on the
Commission table; however, she stressed that no one ever knew how Mayor Stiff would vote.

She stated that sometimes, she was pleasantly surprised by his vote; sometimes she was
disappointed or angered; and sometimes he even caused her to change her mind.
It was moved by Commissioner Smiley, seconded by Commissioner Rudberg, that
Commission Resolution No. 3303, dedicating and naming the "Alfred M. Stiff Professional
Building", be adopted. The motion carried by the following Aye and No vote: those voting Aye
being Commissioner Smiley, Commissioner Rudberg and Mayor Pro Tempore Youngman; those
voting No, none.
. Following adoption of the resolution, Mayor Pro Tempore Youngman presented a framed
copy to Vivian Stiff.
Mr. Brian LaMeres, Assistant to the Controller, characterized himself as representing "the
average City employee". He stated his appreciation for Mayor Stiff's strength of conviction,
his warmth and his approachable demeanor. He noted that Mayor Stiff's knowledge of
finances and his expertise in accounting have been important to the City over the past several
years, and characterized him as a "most definitive cornerstone in City government". On behalf
of City employees, he then presented to Vivian a pencil drawing of the Alfred M. Stiff
Professional Building done by William D. Noyes, son of Wastewater Treatment Plant
Superintendent Don Noyes.
Mrs. Vivian Stiff thanked everyone for the kind words which have been spoken. She
noted that, until this afternoon Mayor Stiff did not know about this dedication, and was pleased
to learn about it. She concluded by thanking the City employees for their wrap of flowers and
MSU President Mike and Kathy Malone for their bouquet.
Adjournment - 5:30 D.m.
There being no further business to come before the Commission at this time, it was
. moved by Commissioner Rudberg, seconded by Commissioner Smiley, that the meeting be
adjourned. The motion carried by the following Aye and No vote: those voting Aye being
Commissioner Rudberg, Commissioner Smiley and Mayor Pro Tempore Youngman; those voting
No, none.
Immediately following adjournment, the dedication ceremonies were moved to the north
side of the building for unveiling of the new building name.
