HomeMy WebLinkAbout2007-04-26 Minutes, City Commission, policy LINKED MINUTES OF THE MEETING OF THE CITY COMMISSION POLICY MEETING BOZEMAN, MONTANA April 26, 2007 ***************************** The Commission of the City of Bozeman met in the City Commission Meeting Room, 411 East Main, on Thursday, April 26, 2007, at 12:00 pm. Present were Mayor Jeff Krauss, Cr. Sean Becker, Cr. Jeff Rupp, Cr. Kaaren Jacobson, Cr. Steve Kirchhoff, City Manager Chris Kukulski, Assistant Planning Director Chris Saunders, Director of Public Service Debbie Arkell, Assistant City Attorney Tim Cooper, and Deputy City Clerk Cynthia Jordan Delaney. 0: 12:28 A. Call to Order - 12:00 pm-l:30 pm - City Commission Meeting Room, City Hall, 411 East Main Mayor Krauss called the meeting to order at 12:03 pm. 0:12:32 B. Pledge of Allegiance and Moment of Silence 0:13:52 D. Round Table Discussion 0:13:54 Cr. Rupp Referencing the April 23 Commission meeting, Cr. Rupp stated that he thinks the recycling seems to be in disarray with not very good service by Headwaters Recycling at some sites. He initiated a discussion about the recycling program. 0:18:14 Cr. Becker Cr. Becker asked what the Commission decided on Monday (April 23) in regard to recycling glass, and initiated a discussion about glass collection. 0:22:49 Mayor Krauss Mayor Krauss recognized that City Commissioner Steve Kirchhoff, County Commissioner Steve White, County Commission Chairman Joe Skinner are all in attendance, and he wanted to move forward into the TDR discussion. 0:23:08 C. Public Comment Mayor Krauss opened public comment. There was no public comment. 0:23:21 E. Policy Discussion 0:24:08 Joe Skinner, Gallatin County Commission Chairman Chairman Skinner stated that the County is right in the middle of a contract with their consultant (Solimar Research Group) to give them ideas on Transfer Development Rights (TDR's). He stated that the County is very dependent on the City. The viability and mechanics of the TDR program depend very much on at what level the City is willing to participate. 0:30:10 Mayor Krauss Mayor Krauss identified a few issues: how the County's receiving areas fit Bozeman's Growth Plan, infrastructure plans, and boundary; the County requiring annexation so that they would be on water and sewer and the City would require the TDR's; how much denser could Bozeman be; and how far out to go (to or beyond Bozeman's growth boundary). 0:36:07 Mayor Krauss Mayor Krauss clarified that the City should define the growth area and say that everything in that is a receIvmg area. 0:38:22 Darren Greve, Solimar Research Group Mr. Greve, of Solimar Research Group, is a consultant working for Gallatin County, assessing and evaluating the TDR program that is proposed. The purpose of interlocal or inter jurisdictional agreements is to allow both jurisdictions to mutually benefit from what has transferred across the city boundary and allow the jurisdiction receiving the higher density (the city) to condition that transfer to get a benefit. 0:44: 11 Chris Kukulski, City Manager Mr. Kukulski stated that the concerns of the City that should be addressed (as an interlocal agreement is drafted) include infrastructure (streets, water, sewer, trail systems, sidewalks); design standards and density; affordable housing; annexations; requirements for parkland dedication; and impact fees. It is important to make sure this TDR program doesn't compromise Bozeman's development values, but complements them. 0:46:48 Chris Saunders, Assistant Planning Director Mr. Saunders stated that the easiest way for those significant items not to be a problem for the County is to make sure the land comes into the City so then the City will make sure it lives up to City standards. 0:49: 16 Mayor Krauss Mayor Krauss said that what they are trying to do is concentrate growth around population centers and save the agricultural land. 0:50:26 Chairman Skinner Chairman Skinner confirmed that the intent is to try to get density and growth near the growth/infrastructure areas, as well as to incentivize growth in those areas. With TDR's, the intent is to pay back some land owners who are losing value and rights. 0:55:18 Cr. Jacobson became Mayor Pro Tem. Mayor Krauss left to attend another meeting. Cr. Jacobson became Mayor Pro Tem. 1 :08:40 Greg Sullivan, Gallatin County Planning Director Mr. Sullivan suggested the next steps: initiating conversations about the process, goals, and objectives; making sure the County Commission and City Commission are on the same page; 2 involving the public, the County Planning Board, and the City Planning Board; beginning to formulate specific language about growth and annexations; and solidifying and addressing technical issues. 1: 10:57 Cr. Kirchhoff Cr. Kirchhoff stated that he wants the TDR program to work as a whole. He stated that he hopes the City participates in whatever way the County thinks would be helpful to make the TDR program work. 1:12:27 Cr. Rupp Cr. Rupp stated that the sooner the stumbling blocks and issues are put on the table, the sooner they can work on them. He wants to keep this process moving. 1: 14:20 Chairman Skinner Chairman Skinner said that he is glad to hear the spirit of cooperation that exists between the County and City Commissions, and there will have to be give-and-take to get something done. 1 :21:42 Chairman Skinner Chairman Skinner thought that before Mr. Sullivan starts drafting anything, they need to wait for the report back from Solimar. They want to know if the TDR program is even going to work. 1:26:59 Cr. Kirchhoff Cr. Kirchhoff wanted to hear the results of Solimar's report and wanted this issue to stay in front of the City Commission in the next several months. 1 :29:47 G.
