Present were Mayor Pro Tern Kaaren Jacobson, Commissioner Steve Kirchhoff, Commissioner Jeff Rupp, Commissioner Sean Becker, City Manager Chris Kukulski, Public Works Director Debbie Arkell, City Engineer Rick Hixson, Assistant Planning Director Chris Saunders, Assistant City Attorney Tim Cooper, and City Clerk Brit Fontenot. 0:16:25 A. Call to Order - 12:00 pm, City Commission Meeting Room, City Hall, 411 East Main Mayor Pro Tern Jacobson called the meeting to order. 0: 16:29 B. Pledge of Allegiance and Moment of Silence 0: 17: 15 C. Authorize the absence of Mayor Krauss It was moved by Cr. Becker. seconded by Cr. Rupp to authorize the absence of Mayor Krauss. Those votinf! Aye beinf! Crs. Becker. Rupp. Kirchhoff and Mayor Pro Tern Jacobson. Those votinf! No beinf! none. Those absent beinf! Mayor Krauss. The motion carried 4 - O. 0: 17:22 D. Public Comment Mayor Pro Tern Jacobson called for public comment. This was the time for individuals to comment on matters falling within the purview of the Bozeman City Commission. 0: 17:56 Public Comment - Steve Johnson Mr. Johnson is the Executive Director of the Gallatin Valley Land Trust (GVLT). He thanked the Commission for focusing on "walkable communities" and noted that there is more to do. 0: 19:57 Public Comment - Ted Lam! Mr. Lang is with the Gallatin Valley Land Trust Community Trails Program. He noted two road design issues, shared use paths and intersection design, which he suggested pursuing through the transportation plan update. 0:23: 16 Public Comment - Jeff Kev Mr. Key is a project manager with Robert Peccia and Associates, the firm awarded the contract to update the Bozeman Transportation Plan. He stated that he was there to listen to comments from the public and the commission. 0:24:25 E. Policy Discussion Mr. Kukulski commented on the impetus for the policy meeting topic "Road Design Workshop - Walkable Communities Best Practices" and noted that the topic would be more appropriately titled "Road Design Best Practices Workshop". 0:27:44 1. Road Design Workshop - Walkable Communities Best Practices discussion led by engineering and planning (Saunders and Hixson) Assistant Director of Planning and Community Development Chris Saunders presented a historical perspective on transportation in Bozeman. 0:39:52 City Engineer Rick Hixson introduced some engineering concepts related to road design. 0:52: 11 Mr. Ralph Zimmer Mr. Zimmer is a member of the Pedestrian and Traffic Safety Committee. He articulated the circumstances of crossing a street for a visually impaired person. 0:58:56 Cr. Rupp Cr. Rupp stated that he would prefer to see some level of flexibility regarding No. 9 of the current lighting standards. 1 :08:57 Public Comment - Tavlor Lonsdale Mr. Lonsdale resides at 611 South 14th Avenue and is an avid biker. He distinguished between commuter cyclists and recreational cyclists. He suggested that certain transportation corridors should accommodate both types of riders. He also noted that land use and planning play important roles and should be considered in the "walkability" plan of Bozeman. 1 : 11 : 13 Public Comment- Joe Gilpin Mr. Gilpin is a member of the project team working on the Transportation Plan update and stated that he has considerable experience in roundabout design. 1 :36:33 G.
