MINUTES OF THE SPECIAL MEETING OF THE CITY COMMISSION
BOZEMAN, MONTANA
October 28, 1999

e The Commission of the City of Bozeman met in special session in the Commission Room,
Municipal Building, on Thursday, October 28, 1999, at 4:30 p.m. Present were Mayor
..~ Youngman, Commissioner Smiley, Commissioner Rudberg, City Manager Johnson, Assistant
City Manager Brey, Staff Attorney Cooper and Clerk of the Commission Sullivan. Commissioner
Frost was absent.
The meeting was opened with the Pledge of Allegiance and a moment of silence.

Each Commissioner, in turn, signed the Notice of Special Meeting.

This was the time and place set for the public hearing on the City's intent to budget an
increase of 2.2 percent in its revenue from property taxes.
Mayor Youngman opened the public hearing.
. Administrative Services Director Miral Gamradt distributed a sheet of information on the
tax levy, including the "floating mill". He briefly summarized that information, which showed
the current year's mill levy and last year's mill levy, not counting the levies for general
obligation bonds. He noted that the difference between those mill levies is characterized as the
"floating mill levy", and is the amount needed to make the City whole in light of the legislative
changes in the last session. He noted that the difference is 2.87 mills and, when taken times
the mill value of $39,420, will generate an $113,135 to support this year's budget. He
concluded by noting that when the City Manager's budget recommendations were prepared in
May, staff projected the mill levy at 140.57 and, as a result of the calculations required in light
of the new legislation, the mill levy actually needs to be 141.31, for a difference of 0.74 mill.
The Administrative Services Director stated that this and the subsequent public hearing
are the result of statutory requirements. He noted that the proposed mill levy for this fiscal
year will generate a 2.0-percent increase in property tax revenues. He also indicated that the
certified mill levy set by the Department of Revenue is approximately 95 mills, which means
that the Commission must hold a public hearing on its intent to exceed that number.
No one was present to speak in support of or in opposition to the proposed increase in
revenues from property taxation.
Since there were no Commissioner objections, Mayor Youngman closed the public
hearing.

certified mill levy for Fiscal Year 1999-2000.

Administrative Services Director Miral Gamradt noted that the staff presentation from
the previous item applies to this item as well.
No one was present to speak in support of or in opposition to the City's intent to exceed
the certified mill levy for Fiscal Year 1999-2000.
Since there were no Commissioner objections, Mayor Youngman closed the public
hearing.

Distributed just prior to the meeting were copies of Commission Resolution No. 3331/
as approved by the City Attorney/entitled:
COMMISSION RESOLUTION NO. 3331
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONTANA, ESTABLISHING AND AFFIXING THE NUMBER OF MillS TO BE
CHARGED AGAINST THE ASSESSED VALUATION OF All TAXABLE PROPERTY
SITUATED WITHIN THE CORPORATE JURISDICTIONAL BOUNDARIES OF THE
CITY FOR FISCAL YEAR 1999-2000.
It was moved by Commissioner Smiley, seconded by Commissioner Rudberg, that
Commission Resolution No. 3331/ establishing the mill levies for Fiscal Year 1999-2000/ be
adopted. The motion carried by the following Aye and No vote: those voting Aye being
Commissioner Smiley, Commissioner Rudberg and Mayor Youngman; those voting No, none.
Adjournment - 4:37 D.m.
. There being no further business to come before the Commission at this timet it was
moved by Commissioner Smiley, seconded by Commissioner Rudberg, that the meeting be
adjourned. The motion carried by the following Aye and No vote: those voting Aye being
Commissioner Smiley, Commissioner Rudberg and Mayor Youngman; those voting No, none.
