Award of Bid for the Window Replacement at the Story Mansion utilizing
EDI Funds
MEETING DATE: April 9, 2007
BACKGROUND: Bids for the window replacement program for the Story Mansion were
opened on March 21 st. Three bids were received on the project. The bids have been reviewed by
the Architect and a recommendation has been received based on the bid amounts and a check of
references provided by the bidders.
The project was bid with 5 deductive alternates and one additive alternate in order to assure that
we could meet the allowable budget for the project. The total dollar amount available for
construction is $277,511.00. Based on the amount bid by the lowest responsive and responsible
bidder of$304,191.00, staff provides the following recommendation.
RECOMMENDATION: Evaluating the alternates on the basis of the improvements that will
have both the best practical impact, (from and energy use perspective), as well as the
improvements that will have the highest visual impact, staff recommends the award of bid with
the following alternates:
Select the Deductive Alternate Al - Eliminate all work associated with the Carriage
House.
Select the Deductive Alternate A2 - Eliminate all work associated with the Mansion
south-side Solarium
Select the Deductive Alternate A6 - Eliminate all wood screens on the 2nd and 3rd floor
Mansion
The Additive Alternate A4 for re-glazing the two curved windows with glass instead of
Plexiglas will not be accepted.
COMMISSION ACTION: Authorize the award of bid for the base contract with the
selection of Deduct Alternates At, A2, and A6 for the replacement of the Story Mansion
windows to Dave Svejkovsky Construction in the amount of $247,789.00.
FISCAL EFFECTS: The balance remaining for the second award of ED I funds which
will pay for the project is $277,511. This award will leave both a contingency balance of
approximately 7% and enough money to pay the Architect for construction administration.

Dear James,
On March 21, 2007 Bozeman's Clerk of the Commission received Proposals for Window Replacements at the Historic
1.8. Story Mansion and Carriage House. The Proposals were submitted per the Contract Documents (dated February
19, 2007) as prepared by Comma-Q Architecture, Inc. The Clerk received three (3) proposals for this work. See attached
Bid Tabulation Sheet.
Proposal One was received from Diamond Construction, Inc. of Helena, MT with the Base Bid amount of Four Hundred
Ninety Two Thousand Dollars ($492,000.00). The Alternate Bids were Deduct A 1: $46,000.00, Deduct A2; $16,000.00,
Deduct A3: $7,500.00, Add M: $9,800.00, Deduct A5: $39,000.00, Deduct A6: $4,000.00.
Proposal Two was received from Dave Svejkovsky Construction, Inc. of Butte, MT with the Base Bid amount of Three
Hundred Four Thousand One Hundred Ninety One Dollars ($304,191.00). Alternate Bids were Deduct A 1: $46,502.00,
Deduct A2: $5,620.00, Deduct A3: $7,180.00, Add M: $7,580.00, Deduct A5: $54,380.00, Deduct A6: $4,280.00.
Proposal Three was received from R&R Taylor Construction, Inc. of Bozeman, MT with the Base Bid amount of Four
Hundred Four Thousand Sixty Seven Dollars ($404,067.00). Alternate Bids were Deduct A 1: $48,677.00, Deduct A2:
$4,070.00, Deduct A3: $4,429.00, Add M: $12,038.00, Deduct A5: $47,716.00, Deduct A6: $5,811.00.
We have completed the Competitive Proposal Ranking Criteria on projects submitted by the above Contractors using the
Contractor Reference Evaluation Form as requested in the Bid Form. (see Attached Evaluation Forms) The Scores for
each Contractor are as follows:
Diamond Construction, Inc.: Total Points = 45

4.2 One historic restoration project - Old Governors Mansion = 14 points
4.3 One current project - Wild Plum Bistro & Loft Conversion = 15 points
4.4 Lowest responsible bid for entire contract = 0 points
Dave Svejkovsky Construction, Inc.: Total Points = 61
4.1 One general commercial project - Thorton Building = 16 points
4.2 One historic restoration project - 723W Granite Residence = 15 points
4.3 One current project - Virginia Apartment Building = 14 points
4.4 Lowest responsible bid for entire contract = 16 points

4.1 One general commercial project - Gallatin Cnty Courthouse = 16 points
4.2 One historic restoration project - Story Mansion Ext. = 12 points
4.3 One current project - Madison River Lodge = 14 points
4.4 Lowest responsible bid for entire contract = 0 points
Upon our review of the Bid Proposals and the Competitive Proposal Ranking Criteria we recommend the acceptance of
the low bid proposal from Dave Svejkovsky Construction, Inc. of Butte, MT. .
To meet the Construction funds that are available for the Window Replacement project we recommend accepting three
(3) of the Alternate Bids. We recommend Deduct Alternate Bid A 1 which eliminates all work at the Carriage House,
Deduct Alternate Bid A2 which eliminates the Plexiglas re-glazing at the south side solarium, and Deduct Alternate Bid
A6 which eliminates the wood screens from the project. These deductions will bring the project cost below the
approximate available Construction Funds and allow for a seven (7%) percent contingency for unforeseen costs that may
be uncovered during the construction process. The following summary illustrates our recommendation for the
Construction costs for the project:

Cornma-Q Architecture, Inc. has reviewed the Proposal and Contract Documents for the Construction Contract and has
found all documents to be in order. We have also discussed the scope of work with the Contractor and, based on this
review and discussion, recommend award of the Base Contract with the selection of Deduct Alternate Bids A 1, A2 & A6
to Dave Svejkovsky Construction, Inc. in the amount of $247,789.00.
