Dear James,
Thank you for the opportunity to submit the following proposal for programming City Hall and for space planning the
possible relocation into the old Bozeman Library building.

As finn believers in thoughtful planning, Comma-Q Architecture, Inc. is pleased to be considered for this important process.
Per our discussions with you. the scope of services include programming the current City Hall departments for their current
needs and future needs for the next ten years. These departments include Finance. Legal, General Administration.
Personnel and Neighborhood Coordination. Our programming will include questionnaires, interviews with department heads
and documentation of the each department's existing facilities. It also includes facility goals regarding issues such as
image. work place productivity, privacy, security. maintenance, energy, sustain ability and site design. Technical building
support descriptions, departmental adjacencylrelationship diagrams, list of spaces (both current and projected) and
room/space program diagrams will complete a comprehensive City Hall Facilities Program document. We anticipate that
this document will assist the growth and facility planning of City Hall over the next ten years in any location. Our proposed
fee for programming is $11,980.00 (to be billed on an hourly basis).
The scope of services for space planning these departments for relocation into the old Bozeman Library building will start
with verification of the existing conditions, evaluation of the building's code compliance and mechanical systems, etc.
Based on the building's size (19,800 s.f.), age and change of use, there will bea number of facility upgrades required. We
will then explore space layout options based on the data collected during programming and apply them to the building.
Then develop and propose recommended options along with proposed system upgrades/replacements and future
expansion phases. The space planning recommendation document will also include an estimated probable cost of
construction and a proposed project completion schedule. Our proposed fee for space planning is $14,240.00 (to be billed
on an hourly basis).
We have included review meetings with you and key designated City staff at the beginning and end of both programming
and space planning. We estimate approximately four weeks for programming and four weeks for space planning, provided
we receive timely responses to the questionnaires and interviews. We are prepared to begin the project on January 8,
2007.

Attached we have included a proposal from Three Rivers Engineering, Inc. for the mechanical system evaluation and
proposed system upgrades and/or replacements included in the space planning scope of services. The mechanical fee
proposed by Three Rivers is in addition to the architectural tasks defined above. The total fee for programming, space
planning and mechanical assessment is to be completed on an hourly basis not to exceed $29,220.00. Additional
engineering consultants, if required. are beyond the scope of this proposal and will be negotiated prior to any work.
Reimbursable costs such as blueprinting, photocopies. photographs, mileage, etc., are in addition to the total fee and will be
billed at a rate of one point one-five times the cost incurred by Comma-Q (15% mark-up). The Owner shall pay all permits
and regulatory fees required for the project.
Invoices will be submitted monthly and are due and payable upon receipt. A finance (service) charge of 1.50% per month
will be assessed on any unpaid cash balance after deduction of current payments, credits, and allowances that are made
within 10 days ofthe invoice date. This is an Annual Percentage Rate of 18%. The minimum finance charge is $5.00. An
invoice outstanding for six months or longer will be forwarded to an agency for collection. You agree to reimburse us for
any fees we incur as the result of collection. Including, but not limited to, attomey's fees. These rates are subject to change.
Due to the comprehensive services required for an important public project such as City Hall and the sensitive community
issue of properly reusing the old Bozeman Library building we have attached some sample documents to assist you in
understanding the work involved in our fee. The sample document is from work prepared in the planning for Bozeman High
School. It also includes examples of adjacency diagrams, program space requirements, and project cost models. As we
discussed with you during the s~e walkthrough on Monday, the programming services can be simplified if necessary.
However to help ensure a long term, successful space planning solution, a comprehensive programming process provides a
sound basis for responsive design.

Three Rivers Engineering, Inc. is pleased to provide the following proposal to the Comma Q
Architecture for a mechanical engineering feasibility study for proposed renovations to the recently
vacated Library Building.
Scope of Project:
It is our understanding that our scope of work shall include the completion of a study to aid in
renovation of the existing building. Our fee proposal is based on the original project drawings
dated June 23, 1980 and a preliminary walk through on 12-11-06.
The study shall include an evaluation of the existing mechanical systems, recommended changes
based on the new programming and use of the building and cost estimates to complete the
required changes.
Scope of Services:
1. Provide a written report that includes the following:
a. An evaluation of the existing mechanical systems
b. Recommended changes to the mechanical systems to address:
i. Code deficiencies
ii. New building layout and use
c. Cost estimates to implement the recommended changes
We propose to provide these services for a lump sum of $3,000 (three thousand dollars).
Mechanical Fees: $3,000
Services not included:
Services that are specifically not included in this proposal include the following.
. Evaluation of the existing electrical systems
. Fire protection and automatic fire sprinkler design
. Engineering cooling & heating load calculations
· Construction drawings or specifications
Additional services, if requested shall be billed at our hourly rates.
