Old and New Business
(1) David and Jon met with the Parks and Recreation Board, and received a positive
response to BABAB’s amended bike route network.
(2) Andy, Rick (both City employees) and Jon met to discuss amending the bike route
network in the transportation plan. The first step would be to gain approval from the
TCC. The Transportation Coordinating Committee (TCC) met on the 26th, and were
receptive to the amended plan. However, the TCC ultimately decided that the best
approach would be to begin the overhaul of the Transportation Plan now (an
approximately 18-month process). Therefore, a Bike Route Network Amendment will
not be put forward; such an amendment is without precedent anyway.
The TCC suggested that since the Growth Policy (2020 Plan -
http://www.bozeman.net/planning/MstrPln/2020Text/2020Intro.htm) amendment
process will be happening roughly concurrent with the Transportation Plan overhaul,
that “policies” regarding bike and pedestrian facilities be used to guide development
instead of specific facilities on specific routes. The TCC also approved a professional
bicycle consultant to assist in developing the policies. It was discussed that policies, as
opposed to a suggested route network, would give BABAB more leverage to make the
recommendations with. The TCC is also looking for more visibility from BABAB.
(Other notes) The grand opening of the Babcock reconstruction is November 10.
Tracy Oulman is setting up the event, and BABAB members thought it would be good to
have several members present for the inaugural ride on the bike lane. MSU has agreed
to construct the shared-use path on the east side of South 19th from College to Lincoln.
Action item: Members decided to examine policies from other cities to help in
enhancing textual references to bike facilities in the Bozeman Growth Policy. The
suggested cities, along with the BABAB member volunteering to examine are: Davis,
CA (Jon), San Luis Obispo, CA (Matt R.), Missoula (Matt J.), Eugene, OR (Emily),
Portland, OR (David), and Jeff will handle examination of the 2020 plan. Each member
will report back with findings at the next meeting. Members should specifically look for
bicycle facility standards and ‘street standards’ if they are available. All members
should review what the League of American Bicyclists Web site has to say about the
matter (http://www.bikeleague.org/index.cfm).
(3) Bozeman Re-Cycles
Emily is continuing with the project to have a youth bicycle repair project, and
has named the project “Bozeman Re-Cycles”. She will be having an organizational
meeting at 120 E. Olive at 5:30 pm for all those interested in participating. The flyer
she created is posted on the BABAB Web site. The current plan is to have volunteers
commit to about two hours per week for six to eight weeks, roughly March – May.
(4) Subdivision Review
The Lydens Subdivision is planned for the SE of Durston and future Fowler.
BABAB recommends a 10’ shared-use path on at least one side instead of the eight foot
one shown in the plan. A bike lane also needs to be made on the east side of Fowler.
The Northside Minor Subdivision plan was reviewed and BABAB isn’t commenting
as bicycle facilities look adequate.
