Old and New Business
(1) BABAB membership. David brought up the situation of having an ongoing shortage
of members on BABAB. At full capacity, we should have nine board members. Several
suggestions were made for recruiting new members. David will check with the school
system to see if we can get a note into the Parent Advisory Council newsletters asking
for volunteers. For possible representation by business owners, David will ask Bangtail
Bike & Ski, and Matt R. will check with Summit, and possibly the Chalet and Round
House owners. BABAB members should be on the lookout for recruitment
opportunities.
(2) Emily’s Bozeman ReCycles. The program is moving forward and the first cohort of
youth are working on bikes. There still is need for bicycle workspace, but Emily
reported that a room is in the works and she will hear back soon. Big Sky Youth
Empowerment (http://www.byep.org) has requested Emily’s help in establishing a ‘new’
bike maintenance program and she asked the board for opinions. A significant
difference in the two programs is that in ReCycles, the youth ends up owning the
bicycle that he/she repaired. In the other program, the youth will end up being given a
new bicycle. Emily will likely stick with the original ReCycle plan.
(3) BABAB budget spending authority. The question of spending authority has come up
repeatedly. The generous budget available to the Board is generally not enough to
provide significant bike/ped facilities. Other options for spending have been brought
up, including advertising, conference attendance or even contracting a city-wide bicycle
facility design. Current guidelines require funds to be used on ‘fixed assets’ such as
signs, paint or paths. Jon has asked the Director of Public Services if it is possible to
spend outside of current guidelines, but hasn’t heard back. Jon will report at the next
Board meeting.
(4) Subdivision review. The Board reviewed the Bozeman Deaconess development
master plan. The board recommends a bicycle lane and path on Highland, Haggerty
and Kagy, a bicycle lane on Bozeman Trail and interior roads. These recommendations
are consistent with the transportation plan.
(5) BABAB representation on other groups. Jon has been attending the Safe Trails
Group meetings as a BABAB representative. A major goal of this group is to create a
bicycle route from Belgrade to Bozeman. Jon is also attending the Parks Plan
Committee which is working on an update to the PROST (Parks, Recreation, Open
Space, Trails) master plan

(6) Winter route plowing. David will look into the possibility of using BABAB funds to
keep lanes on major bicycle routes well plowed in the winter.
