COMMISSION RESOLUTION NO. 3753
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN,
MONT ANA, ADOPTING THE TOP PRIORITY GOALS FOR CALENDAR YEAR 2005
AND BEYOND.
WHEREAS, the City of Bozeman is committed to addressing the community's expressed needs
and desires for services; and
WHEREAS, the City of Bozeman is committed to meeting those desires and demands for
services in a fiscally responsible manner; and
WHEREAS, the City Commission and City staff recognize the benefit of developing a list of
goals against which to evaluate the provision of those services; and
WHEREAS, the City Commission and City staff have developed an initial list of goals; and
WHEREAS, the City Commissioners have discussed those goals and, based on that
discussion, staff has compiled a list of those goals; and
WHEREAS, at the special meeting held on the 13th day of December 2004, the Commissioners
determined that the list of goals in priority order accurately reflected the views of the majority of the
Commissioners.
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City of Bozeman,
Montana, that the goals for Fiscal Year 2005 and beyond, as contained in Exhibit "A", attached hereto
and by this reference made a part hereof, are hereby adopted.
PASSED AND ADOPTED by the City Commission of the City of Bozeman, Montana, at a
regular session thereof held on the 20th day of December 2004.

2005 Goal Statements Rankings
Adopted by the City Commission
December 20, 2004
City Manager
High Priorities
1) Open new library by the summer of 2006 within budget
2) Resolve impact fee lawsuit and/or develop long term strategy for the utilization of fees
3) Be actively engaged in the 2005 legislative session focused on expanding the ability for
local elected officials and citizens to make decisions regarding, impact fees, local option
resort taxes, designlbuild construction contracts and keg registration
4) Establish an economic development strategy, beginning with the development of an
Industrial Park on the Mandeville Farm and or Idaho Pole properties
o Create an Industrial TIF
o Maximize utilization of rail access
o Improve truck access to I - 90
5) Create a Parking Commission or Parking Authority
Mid-Range Priorities
6) Hire a proj ect manager
7) Expand our working relationship with MSU focused on: a Community Values Statement;
student impacts on neighborhoods; zoning near the Technology Park; the Alcohol
Coalition; and the driving/parking behaviors of students
Low Priorities
8) Create a cable television franchise
9) Conduct a Citizen Survey
Assistant City Manager
High Priorities
1) Create North ih/West Main Street tax increment district
2) Complete redevelopment of Story Mansion
3) Complete Big Box Study winter of2005
4) Pursue EP A grants for utility infrastructure and rehab.

5) Develop a watershed management plan that deals with the long range and overall health
of Bozeman's watershed as it is our primary source of drinking water
Mid-Range Priorities
6) Evaluate all City owned property (excluding parkland) for long term potential use or sale

7) Create a multi-year funding plan for the Housing Fund
8) Create Neighborhood Councils throughout City of Bozeman
Low Priorities
9) Build or purchase a consolidated city office complex in downtown Bozeman.
Public Safety Director
High Priorities
1) Complete an ISO Analysis/Facilities Plan for station locations, staffing by the Fall 2005
2) Conduct an analysis of the police department for staffing levels and facilities - 2005/06
budget
3) Work effectively with Gallatin County to implement criminal justice plan.
4) Develop a long term public safety funding plan
Finance Director
High Priorities
1) Develop website to maximize convenient public access to city information and services
2) Utility Rates and System Development Charge analysis (impact fees) for water, sewer
and storm water, streets and fire. (phase II of the facilities plans)
3) Update the CIP (Capital Improvement Plan)
Public Services Director
High Priorities
1) Reconstruct Babcock - 2005 construction season.
2) Reconstruct Durston Road - 2006 construction season
3) Complete facilities plans for infrastructure development in order to efficiently serve
current customers and new customers anticipated by growth in the areas of waste water
treatment, water treatment, sewer collection, water distribution and storm water
4) Complete transportation projects that increase interconnectivity
5) Open solid waste transfer station in fall of 2006
6) Sign agreement to utilize Logan Solid Waste Landfill
Mid-Range Priorities
7) Create a Storm Water District
8) Enhance weed control efforts
9) Determine new shops complex location
10) Complete Disc Golf Course in spring of 2005
Low Priorities
11) Create a Parks Maintenance District
Planning and Community Development Director
High Priorities
1) Enhance Bozeman's downtown competitiveness as the business, cultural and service
center of the Gallatin valley by facilitating the construction of a parking garage; hotel
convention center and a performing arts center
2) Complete the parks & recreation facilities plan (PROST) - Fall 2005
3) Complete UDO Revisions by summer of 2005
a. Expand the Responsibilities of the Planning Board
b. Re-create the Board of Adjustment
Mid-Range Priorities
4) Sign Inter-local Planning Agreement with Gallatin County
5) Cooperate with Gallatin County on land use including possible TDR program
6) Complete Transit Plan
Low Priorities
7) Commence 5 year review of the 20/20 Growth Policy
