Executive Summary (5) points
5
"maintain environmental beauty and economic opportunity"; "intentionally cared for city"; "thoughtful and respectful service"; "efficient and timely manner"; mentions using the minimal
equiment necessary; "enhance the safety, appearance, and long-term health" of the city; overall good summary, clearly written and shows they understand the assignment (it could be AI
with all the key phrases...)
4.5
Short and to the point; compared to CSG, this proposal includes no mention of efficiency, safety, or consideration of why these services are important.
Qualifications of Firm for scope (35 points)
35
Firm has seven employees; partnering with a towing company. Have been doing similar work in Gallatin valley for four years for commercial and private clients, including for the Bozeman
Parks Department. Best Rate Towing has been aroud since 1996. Included images of examples including removal of junk and cleanup of graffiti and securing of vacant building. Long list
of available equipment (like the transparency of this). Pesticide applicator certification/license from MDA.
25
Company provides similar services throughout Bozeman area, possibly focused more heavily on landscaping-related issues; have contracted with the City previously for snow removal and
irrigation services, sidewalk abatement (also snow removal?); they seem to have narrower experience than CSG based on the examples provided. General mention of equipment but not specific.
No mention of years of experience or number of employees, or established relationships with other potential subcontractors. Would have appreciated more examples to demonstrate qualifications.
Proposed Solution (10 points)
10
Will document abatement efforts with before and after photos; use of a shared platform with city (Google MyMaps); proposal emphasizes effective communication; logical process steps upon
receiving notification from city, including follow up work if requested; typical assignment will be a two-person team with additional teams assigned if work would take longer than one
day for a single team; detailed descriptions show they understand the potential work and assoc. equipment needs; discussion of staffing and timeline expectations - they consistently
meet city's 5-day turnaround for other contracts and anticipate continuing to do so.
7
Logical work order process approach, not especially detailed about the how for documentation. Sounds as though they intend to subcontract, possibly significantly, case-by-case. Not as
clear about how they propose to assign staff. No mention of timeliness or experience meeting deadlines.
Proposal Requirements (25points)
25
Solid proposal, hit all the required elements including identifications of items that are specifically not included. Clearly understand the scope of the project and both the importance
of the work and maintaining good relationships with all involved. Completed nondiscrimination affirmation & AI disclosure.
18
Fairly brief proposal, hit all required elements but not in much detail. Overall somewhat less transparency about costs, staffing, when they will subcontract. Completed nondiscrimination
affirmation & AI disclosure.
