Clean Slate Group (CSG) completely understands the necessity and impact of supporting the City of Bozeman’s efforts to rectify violations of city regulations. We believe that the performance of Nuisance Abatement professional services aligns with the City’s efforts to maintain environmental beauty and economic opportunity throughout Bozeman. The presentation of an intentionally cared for city terrain that appeals to Bozeman citizens and tourists alike is a City driven benefit for the entire population. CSG possesses the required personnel, equipment, experience and expertise to perform nuisance abatement services. We are partnering with Best Rate Towing in the submission of this RFP. Best Rate Towing is an established organization with an excellent reputation of providing timely, professional, and high-quality service. Best Rate Towing holds multiple contracts within Gallatin County. We will provide the affected residents with thoughtful and respectful service and apply the utmost attention to detail to ensure the affected area is left in a significantly improved state after services are provided. Upon notification of a nuisance, CSG will evaluate each nuisance and deploy the appropriately sized team(s) to perform the abatement. CSG will utilize its seven employees deployed in a minimum of two-person teams (with appropriate equipment). CSG will work in the most efficient and timely manner, utilizing the minimum amount of equipment required to remove nuisance violations from the identified areas. Clean Slate Group (CSG) is committed to delivering reliable, high-quality abatement services that enhance the safety, appearance, and long-term health of the entire City of Bozeman. CSG understands the operational discipline and responsiveness required to satisfactorily meet the demands of the growing COB efforts to perform urban beautification. Our team utilizes well- maintained commercial equipment and trained personnel to ensure effective abatement is safely performed and properly documented in strict accordance with contract specifications. CSG prioritizes proactive communication, rapid response to service requests, and detailed quality control inspections to ensure every location reflects positively on the City. Our structured scheduling approach minimizes mobilization inefficiencies while maintaining dependable service across all assigned sites. By combining operational efficiency, regulatory compliance, and a commitment to professional presentation, Clean Slate Group and Best Rate Towing will provide the City of Bozeman with a cost-effective, dependable, and long-term nuisance abatement partner. With CSG and Best Rate Towing, you will get a courteous crew of hard-working individuals that are professional at all times; we will be value added wherever you may choose to employ us. Scope of Project The scope of this project is for the selected firm to systematically abate nuisance violations on vacant or improved private properties throughout the City of Bozeman (COB) deemed out of compliance by the COB Department of Community Development (Bozeman Municipal Code Chapter 16, Article 2, Sec. 16). Nuisance abatements in this proposal include: 4 ● Abandoned vehicle removal ● Junk, trash, and debris removal including garbage, furniture, discarded metal, vehicle parts, appliances, waste oil/fluids, batteries, and similar materials ● Heavy construction materials removal including concrete, demolition materials, soil, rebar, wood and miscellaneous construction debris ● Boarding up unsecured vacant properties with structural boarding compliant with City Code ○ Includes the use of wood or City approved materials and posting the property ● Restoring landscaping into compliance with Bozeman Municipal Code The abatement services will be completed promptly after being notified by a COB Code Compliance Officer or other City Official. Due to the nature and variety of nuisances that may be encountered while completing the obligations of this contract, CSG will communicate directly with the Office of Code Compliance to complete abatement within the timelines the City establishes. This scope also includes properly documenting all abatement efforts on a shared platform with the City of Bozeman Code Compliance Division with clear, immediate before and after photos showing identifying scene markers of the property as well as time, resources spent abating the nuisance, and the types of materials that were removed. These notifications will be organized by location (address or tax code) for sharing, billing and quick retrieval. All of this project will take place in close collaboration with the COB to establish protocols for the abatement program as well as educating the public on nuisance abatements and community engagement. Large-scale construction demolition is not included in this proposal unless agreed upon and coordinated with the COB. Related Experience CSG has extensive experience in the abatement of COB Code violations to include graffiti, delinquent sidewalk snow/ice, and weeds and overgrowth. CSG has also provided trash, junk, and debris removal services throughout the Gallatin Valley for the last four years for both commercial clients and private clients. Since 2022 we have been offering: overgrown property maintenance; regular residential and commercial landscaping, lawn care, trimming, and weed control; debris and junk removal; weed and overgrowth abatement; boarding and cleanup of unsecured vacant buildings. We have completed this type of work for property management companies, the City of Bozeman Parks Department, HOAs, individual residents, etc. Best Rate Towing will perform the removal of all vehicles associated with this contract within the specified period of 2 working days after notification. CSG has provided lawn & property maintenance services, including junk, trash, and debris removal to multiple property management companies and the COB in the Gallatin Valley since spring of 2022. CSG has organically grown through word-of-mouth recommendations based on our quality of work and professionalism. Areas of expertise for CSG include but are not limited to trash and junk removal, debris removal, mowing, trimming, weed & fertilizer control, property cleanup services, landscaping and clearing of overgrown vegetation, and construction of small projects such as platforms and sheds, and boarding-up/securing windows/gates/entryways. CSG has seven employees prepared to fulfill the needs of this contract. Best Rate Towing has 30 years of experience in the removal of abandoned vehicles ranging in all different sizes. They have a large fleet of tow trucks ranging in size that are able to tackle most situations and with our knowledge, expertise, and trained staff we feel confident in our ability to fulfill the needs of this contract. CSG possesses the personnel and equipment to fulfill this contract. In the unlikely event that something is needed to complete the abatement we will acquire and/or modify equipment to meet the need. Additionally, CSG has grown our full and part-time teams and trained additional personnel within our organization to surge capacity and meet labor demands. Our team is growing and has proven to be an extremely high-output team. Each season that we have earned the right to service the City of Bozeman, we have experienced high employee satisfaction rates and low employee turnover rates. We continue to possess the ability to grow to meet the needs of the City. Ornamental & Turf Pest Control 2. Right-of-Way Figure 4- 12’ Equipment Trailer for Junk Removal Figure 3- 2021 Bobcat Toolcat 5600 Figure 5- Commercial Pesticide Applicator License 8 Description of Proposed Solution Effective communication between CSG and the COB is going to be the most important component in successfully completing the broad scope of services this project entails. CSG is excited about the opportunity to continue to work alongside the City to abate code compliance issues and beautify our city. Upon notification by the Code Compliance Department, CSG will implement the following process to complete each project: 1. Evaluate notification imagery enabling on-sight arrival with necessary team(s), vehicles, trailers, equipment, and PPE to begin work immediately 2. Assess site, notify COB of expected timeline to complete abatement, and coordinate with Best Rate Towing to remove abandoned vehicles 3. Remove hazardous debris and materials from the area 4. Conduct weed and overgrowth removal 5. Restore landscaping to bring the property within Bozeman Municipal Code 6. Finally, board-up required areas Once this process is complete, CSG will provide the Code Compliance Department notification of completion. CSG will then work with the City and, if needed, complete additional work at the City’s direction or move to the next prioritized abatement requirement. The primary team will consist of two-members. This team will handle the majority of ½ day - 1 day abatement requirements; it will include the Ram 3500 truck with appropriate handheld equipment, trailer, and Bobcat Toolcat with appropriate attachments such as a brush hog. The Bobcat Toolcat will do most of the heavy lifting where heavy debris removal is required. The Toolcat’s size and maneuverability allow access to many spaces not accessible to most equipment on the market - it is the best vehicle to expedite removal of debris from the small, tight areas we anticipate encountering frequently in the fulfillment of this contract. The Toolcat’s nimble, four-wheel steering would allow it to remove debris from nearly every place it is deposited - in and around parked cars, in front of driveways & mailboxes, and around sidewalk curbs & ramps. Smaller equipment such as walk-behind mowers, power-brooms, leaf blowers, hedge trimmers, chain saws and powered loppers will be utilized in appropriate areas. For abatements that would take a two-member crew more than one day, CSG will deploy Team 2 and as needed, Team 3. Teams 2 and 3 consist of a Ram 2500 truck with an additional trailer, RAM 1500 truck and trailer, and appropriate handheld and walk-behind equipment. The makeup of the Teams will be adjusted as appropriate in order to complete the work in the timeliest and most efficient manner possible. Additionally, CSG plans to continue the use of the Google MyMaps shared platform for all documentation of abatement efforts. We have utilized Google MyMaps to communicate specific details to the COB for each of the contracts the City has entrusted us with. These contracts include graffiti removal, delinquent sidewalk snow/ice removal, and weed & overgrowth abatement services. This easily shared and accessible platform allows for the logging of before and after photographs, location, time as well as resources required to abate the nuisance. 9 Below is our proposed documentation method: ● Example #1 is an overflowing dumpster area the CSG Team cleaned up and disposed of for a property management company in Bozeman removing the unsightly garbage/junk and allowing full access to the alleyway it was partially blocking. Google MyMaps has served CSG and the COB well and it requires no specialized software, just an internet connection. Links to individual “markers” with before and after photos can be shared with other employees or community members. Each marker allows for as much or as little text to be added to allow for maximum information sharing. CSG has a reputation for excellent communication and quick response times across all of its contracts. Based on current staffing and equipment levels, we can certainly perform all abatement functions within a reasonable and agreed upon timeline. Within existing contracts with the City, we are regularly faster than the five (5) business day mitigation requirement; depending on the size and scope of each nuisance abatement, we anticipate continuing this trend by completing each abatement within (5) business days of notification. With our graffiti removal contract, our response time to obscene, highly visual tags is often less than 4 hours after notice from the City. With mowing and landscaping, we have been able to do one-off mowing or weed- eating jobs on less than 24 hour notice. CSG runs a lean, skilled, cross-trained, and certified crew that always makes our customers’ top priorities our own. We intentionally build flexibility into our processes to ensure we are able to adapt, adjust, and re-prioritize to meet our customer’s needs. Best Rate Towing will maintain their current contract standard of completing vehicle removal within (2) days of notification. Figure 6- Google MyMaps Documentation Example 10 Price Proposal If awarded the Nuisance Abatement Contract, CSG will provide one invoice per abatement to the city. The invoice will include all work performed, including vehicle removal performed by Best Rate Towing. CSG will remit payment to Best Rate Towing upon receipt of payment from COB.
