Proposal Due August 20, 2026 at 2:00 PM MT
1. Executive Summary
Western Skies Landscapes, LLC (Western Skies) is pleased to submit this proposal to the City of
Bozeman for Nuisance Abatement Services. Western Skies is a Bozeman-area landscaping, property
maintenance, irrigation, snow, and project services contractor with established crews, vehicles, trailers,
equipment, field supervision, and administrative systems available to support responsive
nuisance-abatement work within the City. Western Skies currently provides contracted services to the
City of Bozeman and has an established working relationship with City personnel and facilities.
Western Skies understands that nuisance-abatement assignments may occur on improved or vacant
private property after the City has completed its required notice and enforcement process. Assignments
may involve removal of junk, trash, debris and construction materials; abandoned or junk vehicles;
boarding of unsecured structures; and landscape work necessary to restore properties to compliance.
Our approach is built around prompt review of each assignment, clear communication with City staff,
appropriate staffing and equipment, safe and lawful removal or disposal, before-and-after documentation,
and a concise record of labor, materials, disposal and other project costs. Western Skies has the ability to
scale staffing and resources based on the conditions of each property and to coordinate qualified
specialty vendors or subcontractors when a particular assignment requires services outside normal
company resources.
2. Scope of Project
Western Skies understands the requested scope to include nuisance-abatement services directed by the
City of Bozeman, including the following:
● Cleanup and removal of junk, trash and debris, including garbage, furniture, discarded metal, vehicle
parts, appliances, batteries and similar materials.
● Removal or coordination of removal of abandoned or junk vehicles.
● Cleanup and removal of heavy construction or demolition materials, including concrete, soil, metal
rebar, wood and miscellaneous construction debris.
● Boarding of vacant or unsecured structures using materials and methods approved or directed by the
City, including posting of the property where required.
● Landscape cleanup and restoration necessary to return properties to compliance with the Bozeman
Municipal Code.

● Coordination of lawful disposal, towing, special-waste handling, rented equipment and specialty or
subcontracted services when required by the specific abatement assignment.
Western Skies will perform services authorized by the City and will coordinate with the City's
representative regarding the specific scope, access, schedule, resources and any specialty requirements
associated with each abatement. Where specialized licensing, towing, hazardous or regulated waste
handling, structural work, or other specialty services are required, Western Skies may coordinate
qualified third-party providers subject to City authorization and applicable contract requirements.
3. Related Experience with Projects Similar to the Scope of Services
Western Skies provides recurring and project-based landscape, property-maintenance and cleanup
services throughout the Bozeman area. The company regularly mobilizes field crews to residential,
commercial and public properties to complete cleanup, vegetation management, landscape restoration,
debris removal, pruning, mowing, irrigation work and other site-specific corrective work.
Western Skies has an established working relationship with the City of Bozeman and has successfully
performed contracted services for multiple City facilities. Current and prior City work includes snow
removal services at Bozeman Fire Stations and irrigation services at City facilities including City Hall, the
Bozeman Public Library, the Bozeman Senior Center, Alfred Stiff Professional Building, and City fire
stations. Western Skies has also performed sidewalk abatement work for the City. This experience has
required responsive scheduling, coordination with City personnel, reliable field execution, and
documentation of completed work.
In addition to its City of Bozeman experience, Western Skies serves residential, commercial,
property-management and other public-sector clients throughout the area. Existing company operations
include established field leadership, office coordination, job scheduling, trucks, trailers, landscape and
cleanup equipment, and systems for recording labor, materials, site notes and photographs.
For nuisance-abatement assignments, Western Skies' existing operational structure allows the company
to dispatch the appropriate number of employees and company-owned resources based on the condition
of each property. When an assignment requires specialty resources not normally maintained by Western
Skies, the company can coordinate rented equipment or qualified third-party services.
4. Description of Proposed Solution
Western Skies proposes the following work-order approach for nuisance-abatement assignments:
Assignment Review - Review the City's direction, property location, known violations, requested
completion timeline, access information and any special conditions.
Site/Resource Assessment - Determine the labor, company-owned equipment, hauling capacity,
materials, disposal needs and specialty resources required to complete the assignment.
Authorization and Scheduling - Communicate the proposed approach, anticipated timeline and any
significant third-party or specialty costs to the City's representative as appropriate before work proceeds.
Abatement - Mobilize the appropriate crew and equipment and complete the authorized cleanup,
removal, boarding or landscape-restoration work in a safe and professional manner.
Disposal and Specialty Services - Use appropriate disposal facilities and qualified providers for towing,
special waste, rented equipment or specialty/subcontracted services when required.
Documentation and Closeout - Maintain labor and cost records and provide clear site documentation,
including before-and-after photographs and relevant notes regarding completed work, disposal and
unresolved conditions.
