SIMILAR SIZE, TYPE, AND COMPLEXITY
The following is a selection of our projects that include a broad range of parks & recreation,
cemeteries, irrigation design, and traditional landscape architecture. We anticipate that these
would be similar in size, type, and complexity as the projects that this RFQ would address. Some
projects are much larger but contain smaller components that would apply. Each project

demonstrates our outstanding ability to develop thorough planning studies that carry over into
detailed design and construction administration:
Bozeman Sports Park
Bozeman, Montana
Client: City of Bozeman
Contact: Addi Jadin, Park Planner 406-582-2908
STEINER THUESEN PLLC provided master planning services as
part of a multi-disciplinary design team for a new 80-acre sports
park. The park will service a diverse user group offering playfields
for soccer, rugby, and lacrosse. In addition to sports fields, several
other amenities will be provided including a dog park, walking
paths, playgrounds, a splash pad, restroom and concession
building as well as open space for un-programmed recreational opportunities with the overall
goal of creating a regional sports park that looks and feels like a neighborhood park.
STEINER THUESEN PLLC provided input on all aspects of the site and landscape plan with an
emphasis on water use projections and storage as well as the irrigation control system and pump
stations. Multiple versions of the conceptual site plan were developed through user group
meetings. As the project progressed into the construction document phase, STEINER THUESEN
PLLC provided all landscape architectural design outside of the athletic fields as well as the
irrigation design for the entire development. A low maintenance lawn seed mix was chosen for
use off the playfields to minimize water use and maintenance efforts while providing a well-kept
look and feel.
STEINER THUESEN PLLC is currently providing design and construction administration for the
second phase of expansion of the park. This effort includes landscape and irrigation design for
the perimeter of the fields, the central circulation area, and parking area on the south end of the
complex. Hydraulic calculations were performed to ensure that the current pumping equipment
on the north end of the park could satisfy the flow and head conditions of Phase 2.
Livingston Youth Soccer Park
Livingston, Montana
Client: Livingston Youth Soccer Association
Contact: Jeff Dickerson 406-220-3011
STEINER THUESEN PLLC was retained to provide assistance in
site selection, develop a master plan, prepare construction
documents and assist during construction of a new 20-acre soccer
complex for the Livingston Youth Soccer Association and the City
of Livingston.
Through the process of collecting site information and meeting with different stakeholders, a
master plan was developed that achieved the goals set forth by the soccer committee and the
community. The goals included the construction of 4 fields, adequate parking, a pavilion with a
concession area, restroom facilities, meeting and changing rooms, and landscaping.
The site that was selected presented several challenges in terms of grading and drainage as well
as layout of the fields and surrounding amenities. STEINER THUESEN PLLC provided all
aspects of the site design. The underlying goal of the soccer fields is to develop a turf that will
grow as fast or faster than it is being worn off through play. This will be accomplished by strict
construction standards and by the incorporation of amendments to produce a growing medium
capable of sustaining healthy turf.

Multi-Use athletic complex- 11 acre site in use almost every day
of the year. The fields see heavy traffic during soccer, softball, and
baseball season. Farmer’s markets, a playground, and concession
stands serve the community year-round. Walking paths are used for cross-country skiing in
winter and strolls and runs in the summer. A small reservoir within the complex is host to
seasonal swimmers, fishers, and ice-skaters. A master plan for the site was developed initially.
This was followed by design and construction of the first phase which included a soccer field,
baseball field, and two adult softball fields. The next phase will include an additional soccer field
and an additional adult softball field.
STEINER THUESEN PLLC provided master planning, construction document preparation, and

Bicentennial Park Softball Complex Improvements
Gillette, Wyoming
Client: Campbell County
Contact: Kevin Geer, Parks Superintendent 307-682-7406
STEINER THUESEN PLLC is the lead consultant for a multi-
disciplinary team that prepared plans and specifications for the
backstop, dugout, central spectator, and storm water
improvements at the multi-field complex. Backstops and dugouts
were in excess of 50 years old and in desperate need for an
upgrade. In addition, summer thunder storms would typically
stop play for the day as the surface flows would drain to the infield and flood the spectator area.
Backstops with removable netting were installed along with custom dugouts. An overhead net
canopy was installed to protect spectators. The central spectator area was completely re-designed
to improve circulation and accommodate storm events all while working around existing light
poles and control panels. Existing storm water infrastructure was renovated and made useable
for the improvements. The redesigned spectator area also includes a grass area and shelter.

STEINER THUESEN PLLC was retained by the City of Billings
Parks, Recreation, and Public Lands to provide design
development, construction document and construction
administration services for Centennial Park. The original master
plan for the park was completed in the 1980’s and updated in
2015. The park is 28 acres in size with 18 acres of undeveloped.
This project completes the development of the park adding several exciting amenities. The
existing amenities included four baseball fields, parking, restrooms, and storage.
The new development replaces the gravel parking with pavement, provides a new storage
facility, adds two multi-use fields, and a six acre dog park that includes separate spaces for little
and big dogs as well as an agility area, drinking areas, and shade structures. The dog park also
functions as a storm water detention facility for the paved parking areas in the park and
surrounding neighborhood. Other amenities include a basketball/pickleball court, playground,
splash pad, two large shelters, a new restroom facility, benches, a central kiosk, bike racks, and
custom monument sign. STEINER THUESEN PLLC worked in conjunction with the parks and
forestry departments to develop a plan for arboretum plantings that will become a demonstration
area for park users to learn about different types of trees that grow in the Billings area.

Boxelder Road Concept Master Plan
Gillette, Wyoming
Client: City of Gillette
Contact: Toby Fisk, Project Manager 307-686-5265
The City of Gillette retained STEINER THUESEN PLLC to
develop the landscape master plan for a five mile section of
Boxelder Road. The planned treatments are to influence and
direct future developments adjacent to the road. Xeriscape plant
palettes were developed for use in the different landscape
treatments to demonstrate the ability to retain aesthetically
pleasing landscapes while minimizing water use. Bioswales were also developed to provide pre-
treatment of surface water prior to infiltration or discharge into the storm water system.
Three different treatment zones were established along the road corridor. The treatment zones
vary from different paving treatments, plant sizes and types, to establishment of locations for
public art. Sizes and types of trees vary in the different treatment zones as well. A living snow
fence was designed for the southwest portion of the Campbell County Cam-Plex along Boxelder
Road to help minimize drifting onto the road. The project was separated into eleven different
phases.
Brooks Street Greenspace
Sheridan, Wyoming
Client: Sheridan Country/Morrison-Maierle
Contact: Tim Brugger, PE Transportation Planner 307-657-7708
Brooks Street had been closed for several years due to its steep
grade, which created hazardous conditions for both automobiles
and pedestrians. The street separated the Sheridan County
Courthouse from its primary parking lot. As part of a multi-
disciplinary design team, STEINER THUESEN PLLC provided

comprehensive landscape architectural design services. This included site planning, grading,
retaining wall layout, site furnishing selection, and planting and irrigation design.
Site grading proved challenging from an accessibility standpoint. Ultimately, a central accessible
route was implemented to ensure safe use for all. The final plan included a central plaza area
accessible at the second story level of the courthouse which can be used by employees during
office hours and citizens at all times of the day. An overhead trellis provides filtered shade and
a sense of enclosure. A small, elevated stage serves as an area for meetings and performances.
Sidewalks switch back and forth across the site as one makes their way from the bottom to the
top of the space. These alternating walkways created distinct areas for plantings and public art
displays. Benches, tables, trash receptacles, handrails and lighting all play off a central color and
style, creating a cohesive feel throughout the space.
Native and well-adapted plant materials have been utilized in the space, which has demonstrated
remarkable success to date. Drip irrigation, coupled with a smart controller, effectively reduces
water consumption while simultaneously maintaining a thriving landscape.

Sunflower Park Irrigation Improvements
Gillette, Wyoming
Client: City of Gillette
Contact: Toby Fisk, Project Manager 307-686-5265
STEINER THUESEN PLLC was retained to provide irrigation
design services for the irrigation system replacement at Sunflower
Park. The turf conditions in the park have degraded over time due
to the high salt levels in the irrigation water. Accumulation of
salts in the soils has restricted infiltration as well as drainage of
the soils which has been detrimental to both the turf as well as plant material. Custom fertilizer
and amendment recommendations were prepared which included fertigation.
The new irrigation system was designed to allow the City to comply with water restrictions that
have been imposed multiple times in the last few years. Zoning of the irrigation system and
programming allows the City to shut down individual irrigation zones based on the restriction
level being imposed and priority. Compliance with water use restriction is accomplished by
priority: A: Trees & Planters, B: Pathway, Playgrounds & Shelters, C: Athletic Fields, and D: Open
Space & Lawn along drainage way.

Northwest College Irrigation System Evaluation
Powell, Wyoming
Client: Northwest College
Contact: Colby Schaefer, Facilities Supervisor 307-754-6116
STEINER THUESEN PLLC provided a campus wide irrigation
system evaluation (29 acres). Soils and water samples were tested
to match irrigation practices with soil infiltration rates and to
determine if there was any salt build up in the soils. A summary
of the final recommendations included the following.
• Specific adjustments
o Straighten all heads and remove any obstructions that are deflecting the spray
pattern.
o Adjust arc and radius of heads to minimize overspray onto walkways and
buildings as well as ensure all lawn and landscape areas are receiving proper
coverage.
o Ensure that all heads on each zone have matching nozzles to ensure matched
precipitation rates (MPR).
o Adjust run times on zones that are part circle vs. full circle. In general, run
times on full circle heads should be double that of part circle heads.
o Replace pumps with equipment capable of providing proper flow at the
required pressure- rotors: 60 - 70 PSI.
§ This will require fine tuning and adjustment of the pressure at each
zone using the flow control handle to ensure spray zones, etc. aren’t
operating over 30 PSI after the increased pressure is realized.
§ If pressure is increased on several of the larger areas (Recreation Fields,
Trapper Field, Frisby, Science & Math, etc.) the layout is adequate to
provide uniform application of water.
§ New pumps should include variable frequency drives to conserve as
much power as possible and to increase the longevity of the piping
system.
o Remove mismatched heads so the same head and matching nozzles are used
on specific zones.
o Ensure 30 psi max at spray zones.
o Separate planter zones from lawn zones.
o Fine tune each zone over time, both coverage and run-time. This would be
much easier to accomplish using a Central Irrigation Control System.
o Install rain sensors to shut down irrigation during storm events.
o Install wind sensors to stop irrigation at a pre-determined speed to minimize
overspray onto buildings.
Mount Pisgah Cemetery Water Conservation Master Plan
Gillette, Wyoming
Client: Campbell County Cemetery District
Contact: Darin Edmonds, Sexton 307-682-3125
Mount Pisgah Mount Pisgah Cemetery has historically relied on
two different water sources for irrigation. Potable water,
purchased from the City of Gillette, has been the main source
supplemented by ground water pumped from wells located on
the cemetery property. STEINER THUESEN PLLC was retained
to develop a water conservation and usage master plan in an
effort to reduce the amount of potable water used to irrigate the Cemetery.
Northwest College Irrigation System Evaluation
Mount Pisgah Water Storage Tank
9 STEINER THUESEN PLLC
Water for the cemetery is pumped from the Wasatch and the Fort Union aquifers. Neither aquifer
produces water that is ideally suited for irrigation. However, when combined at the proper ratio,
negative aspects of each of the sources cancel one another out resulting in water that is better
suited for irrigation than when the two sources are used separately.
Replacing formal planting areas and the current lawn mix with low maintenance plants and low
water requirement turf was explored. The return on investment did not justify these changes. It
was determined that focusing on water management would produce better cost/benefit results.
Following the completion of the master plan, a 500,000 water storage tank was installed.
Landscaping is provided to help soften its impact on the local neighborhood. To date, the
Cemetery has been successful in completely eliminating its need for potable water. This gives the
Cemetery greater flexibility with its irrigation practices as well as removes a large demand from
the City’s potable water supply.
City of Billings Parks Irrigation Improvements

Client: City of Billings Parks, Recreation, and Public
Lands
Contact: Cole McQuillan, Superintendent 406-657-8367
The City of Billings, Parks, Recreation & Public Lands
Department retained STEINER THUESEN PLLC to plan
and design irrigation systems for 19 Parks and

maintainable, and functional design solutions.
We aren’t typically required to bond projects as professional design service providers. Our 42
years of experience in providing landscape architectural design services to numerous repeat
clients serve as a testament to our enduring stability in the marketplace.
At this time, we are not actively using Generative AI for fulfillment of our professional design
services. We do use it occasionally to proofread letters and proposals. If in the future we
consider incorporating Generative AI into our designs, we would not do so without securing
approval from the City’s representative.
C. FIRM WORKLOAD
We are currently running at or just below full capacity with design projects as well as projects
under construction. Several construction projects are nearing completion, which will provide us
with the necessary time to accept additional work.
We take pride in meeting project deadlines. In my 29 years of experience, I am aware of only one
deadline that we did not meet. We often work as a member of multi-disciplinary teams on
projects with tight deadlines. Timely delivery of products is of utmost importance on all of our
projects and will be on your projects as well. We look forward to the development of a mutually
agreeable schedule for each project that we may be retained on.
Project budgets are a reality and critical to the success of any project. Our typical design process
includes a budget confirmation at multiple milestones throughout the project to ensure the
project is, and continues heading in the right direction financially. Cost estimating at different
12 STEINER THUESEN PLLC
points along the project timeline helps identify potential problems allowing sufficient time to
make necessary adjustments. Design fees are reviewed on a regular basis by our office and
project managers to ensure we are tracking in line with the approved budgets and scope of
services.
D. CLAIMS
In the past ten years, STEINER THUESEN PLLC has not been assessed or required to pay
liquidated damages. In fact, our firm hasn’t ever been assessed liquidated damages. We take our
contractual obligations seriously and perform our services accordingly.
STEINER THUESEN PLLC maintains the required insurance coverages spelled out in the sample
agreement.
