Re: Request for Qualifications: Contractors – All Trades and Services – Parks and Recreation Department
Dear Ms. Canter, Mr. Maas, and Members of the Selection Committee,
Sage Management is pleased to submit these qualifications for the City of Bozeman’s contract pool. I am a Bozeman-based
construction and project manager, and I am proposing myself, Andrew Johnson, as the sole individual who would perform
the work under any contract with the City of Bozeman.
Three things to note about me:
·I provide owner-side representation and project management which could include, but is not limited to, scope
development, budget and schedule development, solicitation and evaluation of contractor pricing, contract
administration, field observation, change order and pay-application review, punchlist, and closeout. Where
projects may require stamped engineering or architectural design, my role is to help procure and coordinate those
services and administer them on the City’s behalf.
·In addition to managing recent and current larger projects, two of them in Bozeman, I have completed and
continue to perform many smaller capital repair and improvement projects for the owners of those larger projects.
A number of these fall at or near the City's solicited project cap of $79,999.
·I am located on Ludwig Lane in Bozeman, roughly fifteen to twenty minutes from all the City of Bozeman public
facilities. I can be on a site the same day, and I will not bill mileage for work inside the city limits.
I have experience in the categories in the City’s scope: athletic fields and sports complexes, aquatic amenities, parking and
site circulation, ADA and safety improvements, building repairs, and multi-site programs delivered around active public
operations. I spent several years as an owner’s representative for public school districts in Washington, where a large
percentage of the work consisted of smaller, occupied-site, community-facing projects delivered under public procurement
rules, and the last five years I have been managing private development and residential work in Bozeman and Great Falls.
I have reviewed the RFQ in full, including the Professional Services Agreement at Appendix B, and I take no exceptions to it.
The completed Nondiscrimination and Equal Pay Affirmation is included as Appendix A to this submittal, and my disclosure
regarding Generative AI is provided as well.
Thank you for your consideration. I would welcome an interview to discuss my qualifications further, and I am glad to
answer questions at any time at 406.595.7876 or andrewj@sagesvcs.com.
Respectfully submitted,
Andrew Johnson

1. Statement of Interest and Services Offered
Sage Management, LLC is a Bozeman-based construction management and owner’s representation firm. I am responding to
this RFQ as a construction-related professional service provider. The service I am proposing to qualify for is construction
management and project management on the City’s behalf.
The Parks and Recreation Department’s work described in the RFQ is a good match for my service. Construction needs at
parks and recreation facilities often arise without warning. Even when the work is planned well in advance, it benefits from
an extra set of eyes, because these are high-use community facilities where maintaining public safety and keeping program
and event calendars running are both critical. For either reason, it is often useful for an organization to bring in additional
management capacity rather than stretch its own staff.
Services I would provide under a term contract
Service area What that includes
Project scoping and planning Site assessment, definition of scope, constructability and code review, coordination with
Division staff on operational impacts, options analysis with budgetary costs attached.
Budget development and cost
control
Independent project budgets, review and validation of contractor pricing proposals
against local market, change management, contingency management, monthly variance
reporting.
Procurement support Drafting scopes of work and bid documents, soliciting quotes and bids, evaluating pricing,
documenting the basis of award for the public record, and procuring supporting
consultants (survey, geotechnical, testing, special inspection, design, engineering).
Contract administration Submittal and RFI coordination, pay application review and certification against work in
place, change order review and negotiation, claims documentation, schedule oversight.
Field observation and quality Site walks and progress verification, documentation of concealed work, identification of
non-conforming work, and coordination of corrections.
Closeout and warranty Punchlist and back-punch, O&M manuals, warranties, as-builts, training coordination,
final reconciliation, and warranty tracking through the first operating season.
Capital and deferred-maintenance
planning
Facility condition documentation, prioritization of deferred maintenance, and multi-year
cost planning to support budget requests.
Emergency and unplanned repairs Rapid site assessment, contractor mobilization, scope and pricing verification under time
pressure.
What I do not do
In the interest of transparency, I want to be straightforward about what I do not perform. Sage Management does not self-
perform work, does not hold a Montana contractor registration, and does not provide licensed engineering or architectural
design services. I also do not provide janitorial, forestry, or landscape maintenance services. If a project does require any of
those scopes, my role is to define the scope, help the City of Bozeman procure a qualified provider, and then manage that
provider’s performance.
Some examples of parks and recreation projects I could support
• Athletic field and sports complex construction and/or repair, turf replacement, and irrigation and drainage work.
• Aquatic facility repairs, mechanical and filtration replacement, and health-department coordination.

• Park building repairs and renovations: restrooms, shelters, storage, and recreation center interiors and exteriors.
• Parking, trail, circulation, and site improvements, including ADA accessibility and code-compliance upgrades.
• Storm, water-leak, vandalism, and general wear damage repairs, including emergency response.
• General project management support on Department projects where City staff need coverage.

2. Experience
I have participated in more than $400 million of construction over twelve-plus years, and I have worked specifically as an
owner’s representative, protecting the owner’s interests, since 2017. The projects below are selected for relevance to this
RFQ rather than for size.
The projects described below were performed by me personally, in the roles noted, at Sage Management or in my prior
positions as owner’s representative for Farran Realty Partners and as an owner’s representative and project manager with
OAC Services (now Consertus).
2.1 Parks, recreation, and athletic facility experience
Artificial Turf Athletic Field Installations at Two High Schools
Central Valley School District | Spokane, WA | Owner’s Representative (OAC Services)
Served as owner’s representative for the conversion of grass to artificial turf at two high school athletic facilities. Work
included subgrade and drainage improvements, field base, turf installation, and new track installation. This work was
completed in a tight timeline during the school summer break.

Softball and Baseball Complex, Site and Circulation Improvements
East Valley School District | Spokane Valley, WA | Owner’s Representative (OAC Services)
Managed the District’s capital improvement projects between 2020 and 2021, including planning and design of a new
softball and baseball complex along with the associated funding negotiations, parking lot and bus lane improvements, site
reconfiguration and circulation improvements at four elementary campuses, and safety and security improvements at nine
separate sites. The work on active sites was completed strategically in close coordination with each site’s staff and
sequenced around student arrival and dismissal, athletics, and daily campus operations.

Clubhouse Pool and Spa Amenity Packages at Three Montana Communities
Farran Realty Partners | Bozeman and Great Falls, MT | Owner’s Representative | 2021–2025
As owner’s representative on the Avion (Bozeman), Arc (Great Falls), and Aurora (Great Falls) communities, in addition to
the larger apartment building construction, I managed delivery of the amenity packages at each: clubhouse buildings,
outdoor pools and spas with associated pool mechanical and water treatment systems, pickleball court, dog parks, and
maintenance and amenity buildings. Delivery included health-department plan review and approval, startup and
commissioning of pool systems, winterization planning, and operational turnover to on-site staff.

2.2 Small projects
Small Capital Improvement and Repair Program (ongoing)
Farran Realty Partners | Bozeman, Great Falls, MT | Construction & Project Manager | 2024–present | Individual projects generally
$5,000–$250,000
Ongoing construction and project management engagement for miscellaneous capital improvement and repair projects
across an occupied multifamily portfolio. Similar to the structure the City of Bozeman is proposing, the owner reaches out
to me as needs arise: roofing and envelope repairs, concrete and site drainage repairs, landscaping and irrigation repairs,
amenity and clubhouse improvements, mechanical replacements, water-damage repairs, and apartment unit renovations.
For each, I define the scope, put together a preliminary budget, solicit and compare contractor/trade proposals, assist the
owner with contracting, observe and manage the work, track costs against budget, and close it out.
Some examples of these projects include:
• Resident-use BBQ islands at multiple sites

financial management, pay application review and certification, change order review and negotiation, and schedule
tracking. This was a complex project that involved continuous stakeholder coordination across project phases and
construction activities with numerous contractors, vendors, school and district staff, community, shared facilities, and
school and community events.

2.4 Personnel assigned
All work under any contract resulting from this RFQ will be performed personally by Andrew Johnson. No other personnel
are proposed. If a specific task order requires specialty expertise beyond my professional capacity or scope, I will identify
that to the City’s representative and help the City retain a qualified provider directly, or, with the City’s prior written
consent, retain one as a subconsultant under my agreement.

Employees One (Andrew Johnson). No other staff are proposed for this contract.
Annual volume of business I intentionally maintain a small portfolio of concurrent projects so that I can preserve
quick response times and a high level of attention for clients. Annual volume of managed
work varies depending on project sizes but typical range is $5m to 15m is managed per
year.
History
I formed Sage Management in 2025 to carry on independently the owner’s representative work I had been doing since
2017: first for public school districts in Washington through OAC Services, then for Farran Realty Partners on their Montana
development portfolio from 2021 to 2025. I have intentionally structured my firm as a single-principal practice: I hold the
client relationship, I do the work, and I keep the portfolio small, so I can provide responsive service to every client.
Financial position and bonding
Sage Management provides professional services only. I do not hold construction contracts, do not carry subcontractor
payment obligations, and do not take custody of City funds, so no payment or performance bond is required for the
services proposed. If the City requires a bond for a specific project, I can obtain one through my agent; that cost would be
passed through at cost. Sage operates on a fee-for-service basis with no fixed overhead beyond insurance, software, and
vehicle costs, which allows me to keep my fees lower for clients.
Insurance
I currently carry general and professional liability insurance and I commit to carrying every limit required by Section 10 of
the Professional Services Agreement, with the City endorsed as an additional insured on a primary, non-contributory basis,
prior to performing any work.
Legal and disciplinary history
Sage Management, LLC has no civil or criminal claims, judgments, or suits. No disciplinary action has been taken against
Sage Management, LLC or its member on any previous project.
Strengths
• Direct accountability. The City of Bozeman deals with me directly on every project.
• Cost structure. I run a deliberately lean practice, which keeps my cost to the City low and puts more of every project
budget into the work itself.
SAGE MANAGEMENT, LLC · Statement of Qualifications · City of Bozeman Parks and Recreation RFQ
Andrew Johnson · 406.595.7876 · andrewj@sagesvcs.com Page 7 of 15
• Public construction experience. I have several years of owner’s representative work for public school districts under
public procurement rules that is directly applicable to working with a public entity like the City of Bozeman.
• Occupied-facility delivery. Many projects I have worked on throughout my career have been at occupied facilities,
many paired with tight timelines where detailed coordination with stakeholders was essential to project success.
• Contractor-side experience. My experience working for a large general contractor before moving to the owner’s side
helps me to more effectively manage projects through understanding not only the owner’s perspective, but also how
the contractors tick. This provides me the ability to better lead projects by understanding project challenges, work
through obstacles, and evaluate project constructability, costs and schedules more effectively.
• Local. Bozeman-based, can be on site the same day if needed, and familiar with the local contractor market, material
lead times, and labor availability.
Weaknesses
• Finite capacity. A one-person firm has its limits. I manage this by capping my active portfolio and by declining work that
would compromise a commitment. I will say no to projects rather than accept a project I cannot serve.
• No self-perform capability. I do not hold a contractor’s license or design/engineering license. My role is to serve as a
project leader and coordinator. I help shepherd projects from concept to completion.
• A new entity. I formed Sage Management in 2025. My project experience and references span the course of over
twelve years, but Sage Management, LLC itself is young.
• Single point person. If I am unavailable, or working through an exceptionally busy stretch, I do not have a bench of
people behind me. I work diligently to avoid becoming the bottleneck on any project, and where continuity is critical I
will tell the City in advance and can propose a named backup arrangement with a qualified peer firm, subject to the
City’s prior written consent under Section 23 of the PSA.

4. Capability to Meet Time Schedule and Project Budget Requirements
Because I am proposing to work for the City of Bozeman as an owner-side construction and project manager, the
information below sets out a framework for how I would protect the City’s schedule and budget on any project I am asked
to lead.
Response commitments
Trigger My commitment
Routine request from Department staff Acknowledged within one business day; site walk scheduled within three business
days.
Emergency or damage event Phone response the same day; on site within 24 hours, and sooner where safe and
useful; contractor mobilization coordinated immediately.
Scope and estimate turnaround Written scope of work and independent cost range within five business days of the
site walk for routine projects.
Pricing review Contractor quotes reviewed and a written recommendation delivered within three
business days of receipt.
During active work Site presence at a frequency suited to the project’s complexity, operational impact,
level of coordination required, and management fee budget. That typically means
two to three visits weekly during active construction, and daily during critical or
high-risk activities. Reachable by phone throughout.
Reporting Written progress and budget status at a cadence set by the City’s needs. Monthly is
the standard reporting cadence, though it varies with project size and duration.
How I control schedule
• Scope before schedule. Many small-project overruns can be traced back to a scope that was not well defined or not
well coordinated. I work to establish a clear scope and to set start, duration, and completion dates before work begins
rather than during it, then hold the team accountable to those dates throughout.
• Sequencing against Department operations. I perform an impact assessment on each project and each activity that
makes it up: what closes, for how long, what programming or events are affected, what utility shutdowns are needed,
and and what mitigation or temporary measures are needed to maintain operations and communicate with the public.
Aquatics, athletic seasons, and public events all have windows and plans that cannot move, and the schedule must get
built around them, not the other way around.
• Long-lead identification during scope and schedule development. On small projects the schedule is often set by a single
material or piece of equipment. I identify the critical path at the outset and coordinate the release of long-lead items
early, rather than discovering the constraint at submittal, where it produces preventable delays.
• Montana weather. Weather plays a serious role in construction here, and a schedule is not realistic unless it accounts
for it. Some activities simply cannot be performed at certain times of year, and others can be, but only at a cost to the
budget, the schedule, or the quality of the result. Paving, concrete, turf, irrigation, and pool work each have a genuine
seasonal window. I apply that lens when developing and reviewing project schedules so work is sequenced into the
season that suits it.
• Early flagging. Regular site visits and constant communication keep me current on the day-to-day of a project, so I see
immediately when dates or activity durations are not being met. That allows mitigation to be planned in real time,
ahead of the slippage, instead of dealing with it after the fact.
SAGE MANAGEMENT, LLC · Statement of Qualifications · City of Bozeman Parks and Recreation RFQ
Andrew Johnson · 406.595.7876 · andrewj@sagesvcs.com Page 9 of 15
How I control budget
• Detailed cost evaluation. Every price is scrutinized against comparable bids and known costs. My recommendation
draws on that pricing information and on my own experience of what the work should cost, so the City receives an
informed opinion on whether a number is fair rather than a simple pass-through.
• Project budgets that carry all costs. Hard cost, allowances, permit and plan review fees, testing and inspection,
consultant fees, and a stated contingency, so the $79,999 ceiling is managed against the real expected total, not just
the construction quote.
• Change control. Every change is checked for entitlement and a fair price adjustment, and is evaluated for schedule
impact, before it is recommended. Field-directed changes without written authorization are not accepted.
• Pay applications tied to work in place. I certify payment based on what I observed on site, not on what was invoiced.
• Documentation. A complete and current project record of drawings, RFIs, submittals, change orders, and
correspondence, maintained throughout, available to the Department on request, and turned over at closeout. If
desired, photo and 360° capture of concealed work before it is covered is available, which can help settle potential
future disputes or provide valuable documentation to City departments.
• Final reconciliation. Every project closes with a reconciled cost report the Department can carry into future project
planning decisions and budgets.
Term contract readiness
I have reviewed the Professional Services Agreement at Appendix B of the RFQ and take no exceptions. My proposed rate
structure is set out in Section 5. If scored as Qualified, I am prepared to submit a formal schedule of rates and fees and
execute a term contract within the City’s September timeline, with work commencing on an as-needed basis thereafter.
SAGE MANAGEMENT, LLC · Statement of Qualifications · City of Bozeman Parks and Recreation RFQ
Andrew Johnson · 406.595.7876 · andrewj@sagesvcs.com Page 10 of 15
5. Fee Structure
The RFQ provides that firms scored as Qualified will be asked to submit rates and fees before executing a term contract. So
the committee can weigh cost alongside qualifications, my proposed structure is stated here. I typically offer two options,
but I am happy to work with the City of Bozeman on what may be the proper fit given a provided scope.
Option 1: Hourly, billed as incurred
Rate: $150.00 per hour, all inclusive, for every service described in Section 1.
• One rate, one person. I keep this simple: there is no tiered rate schedule and no separate charge for administrative
time. The rate covers my time on the project, whether that time is spent on site, in a meeting, on the phone, or at a
desk preparing documents.
• Tracked as incurred. Time is recorded in quarter-hour increments against the specific task order and invoiced monthly
in arrears, with an itemized log showing date, hours, and a description of the work performed. The City sees exactly
what it is paying for.
• Not-to-exceed on every project. Before beginning work I will provide an estimated hour count and a not-to-exceed
amount for that task order. I will not exceed it without prior written authorization from the City’s Representative.
• Best suited to smaller or shorter projects, emergency response, condition assessments, and any work whose extent
cannot be known until after the site walk. The City pays only for time actually incurred, so if a project closes out early or
the scope reduces, the fee reduces with it.
Option 2: Flat monthly management fee
Structure: a fixed monthly management fee, negotiated per project and invoiced monthly for the duration of the project.
• How the fee is set. Before work begins, I build an estimate of the hours the project will require across its phases, price
it against the $150 hourly rate, and spread the total evenly across the anticipated project duration. The resulting
monthly figure and the assumed duration are both stated in the project-specific proposal.
• Budget certainty. The Department knows the exact management cost of the project at the outset, and it carries a single
predictable line item month to month rather than a variable one. Management intensity naturally fluctuates over a
project; the monthly fee does not.
• If the duration changes. If the project extends for reasons outside my control, continuation is billed at the same
monthly rate by written amendment. If the scope materially changes, the fee is renegotiated before the additional
work begins. Neither happens without the City’s written agreement.
• Best suited to projects with a reasonably defined scope and schedule, longer-duration work, and any project where the
Department wants a fixed, predictable management cost for budgeting purposes.

6. Present and Projected Workload
Current engagements
Engagement Description Status and demand
Farran Realty Partners Miscellaneous small capital improvement and
repair projects across their property portfolio.
Active, ongoing. Intermittent,
project-based demand.
Latitude Apartments, Walla Walla, WA 60-unit apartment building; anticipated
groundbreaking Fall 2026.
Active, remote engagement.
Plum Residence, Bozeman, MT Custom residence. Breaking ground September
2026.
Active, local engagement.
Capacity for this contract
The engagements above account for roughly half of my available time, and I confirm I have capacity for City of Bozeman
project support from the anticipated October 2026 contract commencement forward. As a practical measure of magnitude,
a project at or near the $79,999 ceiling typically requires between 40 and 120 hours of management time across its
duration, and smaller repair projects considerably less. At my current committed load, I can carry three to five concurrent
City projects in that range while meeting the response commitments in Section 4, and more if the projects are smaller or
sequential.
I do not anticipate conflicts with the City’s schedule. I will tell the Department directly and in advance if a request would
exceed my capacity rather than accept it and under-serve it, and I will not add or substitute personnel on City work without
the City’s prior written consent.
7. Claims
The RFQ asks whether, at any time in the last ten (10) years, the firm has been assessed and paid liquidated damages after
completion of a project under a contract with a public owner.
No. Sage Management, LLC has never been assessed or paid liquidated damages under a contract with a public owner.
Neither has Andrew Johnson personally, in any role, on any project in the last ten years. Sage Management has no civil or
criminal claims, judgments, or suits, and no disciplinary actions have been taken against the firm or its owner on any
previous project.
8. Recent and Current Work for the City of Bozeman
Sage Management, LLC has not held a contract with the City of Bozeman, and I have not previously been engaged by the
City directly in any capacity.
I have worked closely with City departments and processes as an owner’s representative and project manager on Bozeman
projects:
• Bozeman West (Avion) Apartments: a $48 million, 216-unit development delivered 2021–2025 through City of Bozeman
site plan review, building permitting, engineering and utility review, and inspection. I coordinated the process on the

expected to break ground in September 2026.
9. Office Location
Sage Management operates from a single office at 1186 Ludwig Lane, Bozeman, MT 59718.
I am roughly fifteen to twenty minutes from every facility the Department operates. I can attend a site walk on short notice,
respond to an emergency the same day, and check on active work as often as a project requires without adding additional
travel cost to the City.
10. Generative AI Disclosure
Section II of the RFQ requires respondents to disclose whether they intend to use Generative AI in the fulfillment of services
if awarded a contract. Section 20 of the Professional Services Agreement further requires that the City’s Representative be
informed and may permit or deny that use.
Disclosure: Yes, in a limited and defined way.
I regularly use Generative AI tools for internal work-product support only. My typical uses are limited to assistance with
drafting client reports, research support, and developing and updating budget and schedule management tools and logs.
Generative AI would not be used to produce technical determinations, cost opinions, or recommendations. Professional
judgment on every deliverable remains with me.
I agree to review any work created by Generative AI for accuracy, bias, and copyright infringement. Further, I agree I will
never submit any confidential or personally identifiable information acquired through an agreement into a Generative AI
system. I will also inform the City’s Representative of any intended use of Generative AI on City work and will abide by the
Representative’s decision to permit or deny that use.

12. Closing
The City is building a qualified bench of people it can call on when something needs to get built, fixed, or figured out
quickly. What I offer that bench is a Bozeman-based construction manager who loves Bozeman, lives and is raising a family
here, values the local community and public facilities we have access to, and would love to be a part of serving and
protecting the City’s interests. I hope I have illustrated what I can offer, and the value I can add through professional
expertise and experience delivering the kinds of projects the City is planning.
I would be glad to discuss further how I could serve the City of Bozeman at an interview, and I am available at any time at
406.595.7876 or andrewj@sagesvcs.com.
Respectfully submitted,
Andrew Johnson
