ALL TRADES AND SERVICES
Parks & Recreation
Department
AUGUST 27, 2026
JACKSON CONTRACTOR
GROUP, INC.
REQUEST FOR QUALIFICATIONS
August 27, 2026
City of Bozeman
Parks & Recreation Department
PO Box 1230
Bozeman, MT 59771
RE: REQUEST FOR QUALIFICATIONS - CONTRACTORS - ALL TRADES AND SERVICES -
PARKS AND RECREATION DEPARTMENT
Dear Ms. Canter and the City of Bozeman Parks and Recreation Team,
Jackson Contractor Group is pleased to submit our qualifications for inclusion on the City of Bozeman Parks
and Recreation Department’s qualified contractor list. The City of Bozeman is not a new client for Jackson —
we are a trusted partner. We are eager to build on that relationship through a term contract that lets the Parks
and Recreation Department call on us confidently and without hesitation when a need arises.
A TRACK RECORD WITH THE CITY OF BOZEMAN
Jackson’s work with the City of Bozeman is direct and documented. The Bozeman Swim Center renovation
involved phased aquatic facility work — new envelope, mechanical system, pool deck, locker rooms, and pool
rehabilitation — while maximizing scope within a fixed bond budget. Jackson also completed the Bozeman
City Hall renovation in two phases while the building remained fully occupied, managing security concerns and
public access throughout.
PARKS EXPERIENCE ACROSS MONTANA
Jackson’s relationships with Parks and Recreation departments across Montana run deep. Our work on Fort
Missoula Regional Park was delivered in direct partnership with the City of Missoula Parks and Recreation
Department, transforming 156 acres through a complex, multi-phased landmark project. Westside Park
followed, again in partnership with the City of Missoula, with construction carefully phased to keep the park
open and accessible to the community throughout the work.
SELF-PERFORM CAPABILITIES THAT KEEP PROJECTS MOVING
Jackson employs 100 full-time craftspeople, including laborers, carpenters, and operators. When a water
leak damages a restroom building or storm damage takes out a shelter, Jackson has the craft workforce to
respond without waiting on subcontractor availability. All self-perform scopes are competitively bid alongside
subcontractors to protect the City’s budget.
We are proud of what Bozeman’s parks mean to this community, and we would be honored to help maintain
and improve them. Thank you for the opportunity to be considered. Please do not hesitate to reach out with
any questions.
Sincerely,
Rylan Oakland, Vice President of Operations

EXPERIENCE
The type of partner the city requires to complete
construction, maintenance, repair, and refurbishment
of city infrastructure and building facilities requires
a General Contractor that is responsive, flexible, and
knowledgeable about current workforce and material
availability. Jackson is that partner.
We are familiar working with and for city and county
entities and understand the need to begin projects
promptly and complete them quickly without
sacrificing quality. Entering into a commitment with
the City of Bozeman Parks and Recreation Department
is not simply a responsibility to fulfill a contract, but
to service and build our own communities, we take
this very seriously.

FIRM BACKGROUND
WHO WE ARE
Jackson Contractor Group is an S-Corporation formed in the State of Montana and has been an essential part
of building communities across Montana. Founded in 2000 by president Doug Jackson and his loyal lab Maggie,
our firm has grown to include 6 division offices, 54 shareholders, 150 project management and support
personnel, and 100 craftspeople.
Being a community based general contractor means our employees are focused on understanding the needs
of our clients while maintaining a keen awareness of the needs of our communities. Our investment in our
projects is not only professional, it’s personal. We take great care and pride in the facilities we help create as
we know our own families, friends, and communities will interact with completed projects.
FINANCIAL & BONDING CAPACITY
Jackson continues to increase our bonding capacity every year which is a testament to our financial strength.
Currently we have a bonding capacity of $250,000,000 per project with a $500,000,000+ aggregate program.
Jackson has been with the same bonding agent, Mr. John Leaf of HUB International since 2005. We invite you
to call Mr. Leaf at 406-771-9970 for reference to our financial stability.
STABILITY IN THE MARKETPLACE
Throughout our 26 year history, Jackson has maintained a strong, controlled growth. We continue to add key
personnel with diverse construction experience, which shows our commitment to stability and success. The
addition of our Division offices provides greater stability for our personnel working across the region, and a
“finger on the pulse” of the construction market. Jackson has Division offices in Bozeman, Big Sky, Missoula,
Miles City, Helena, and Hamilton. The Bozeman office will manage this project.
ANNUAL VOLUME OF BUSINESS
Over the past five years, Jackson Contractor Group’s annual revenue has averaged over $200,000,000,
reflecting our steady and controlled growth in the construction industry. This consistent performance is a
testament to our commitment to stability and success.
At Jackson, growth is never achieved at the expense of safety, quality, or project outcomes. We are dedicated
to maintaining the highest standards on every project, ensuring that our teams deliver results that not only
meet but exceed client expectations. Our approach is rooted in a culture of safety, integrity, and pride in
workmanship, which has allowed us to build a reputation for excellence while expanding our capabilities and
reach.
FIRM BACKGROUND
STRENGTHS
Jackson takes great pride in being a true builder. With over 40 craftspeople in our local Bozeman workforce,
Jackson self-performs a significant portion of the work the Parks and Recreation Department needs — from
concrete and rough carpentry to selective demolition and site improvements. That capability is not theoretical.
It is the same workforce that delivered the Bozeman Swim Center renovation for the City, and it is ready to
respond when the next task order comes in.
At Jackson, our strengths are deeply rooted in teamwork, leading edge construction technology, and detailed
preconstruction planning. Thanks to our highly skilled team, including our in house modeling department, we
are able to harness the most up-to-date industry practices for superior project outcomes. We pride ourselves
in facilitating real time collaboration which ensures transparency and seamless communication among team
members. Furthermore, we incorporate our self-perform expertise into preconstruction planning, leveraging
our in the field experience to accurately price certain scopes of work. Our strengths drive us towards greater
risk mitigation, enhanced collaboration, and successful, on time project delivery.
WEAKNESSES
The construction industry like many others in Bozeman struggles with a shortage of experienced professionals.
People are what make projects successful. We are not immune to these challenges, and have taken significant
steps to mitigate the impacts of labor shortages and qualificiations, allowing us to continue to deliver high
quality projects on time and under budget. At Jackson we have implemented the roles of Senior Project
Manager and Senior Superintendent to help bridge this gap. These positions allow us to ensure projects
maintain the metrics most beneficial to you; budget, schedule and quality, while not compromising safety and
experience for the Bozeman community. The project team, in partnership with the owner and design team, will
maintain constant communication throughout the life of the project, including preconstruction trend estimates
and weekly budget updates at project staff meetings. Jackson believes communication is critical to project
success and owner satisfaction.
FIRM BACKGROUND
SPECIAL CAPABILITIES
PRECONSTRUCTION
The preconstruction process is where Jackson helps
the City get the most for its investment. Jackson’s
26 years of preconstruction experience has proven
to maximize value before boots hit the ground.
The team conducts a comprehensive review of
project plans and design, analyzes systems and
structures, and provides a full menu of options to
consider. Early decisions realize greater value, and
as a conscientious manager of public funds, Jackson
determines the initial cost of all project elements
while also evaluating long-term costs such as required
maintenance and energy consumption.
For a service agreement like the Parks and Recreation
qualified contractor list, preconstruction thinking
applies even to smaller task orders. Jackson’s
estimating process starts from the conceptual stage,
carefully pricing each element for accuracy. Trend
estimating is used as a tracking tool to capture design
options, keep budgets on track, and avoid surprises.
Jackson’s track record speaks for itself: across recent
projects, the firm has maintained an average budget
variance of less than 2%.
Jackson also takes a proactive approach to uncovering
unknowns before construction begins. Through
hands-on site investigations, the team identifies
existing conditions early so they are integrated into
the design rather than discovered as costly surprises
during construction.
CONSTRUCTION TECHNOLOGY DEPARTMENT
Jackson’s Construction Technology (CT) Department
has been investing in Building Information Modeling
(BIM) for over 15 years, and the results show up in
the field, not just on a screen. The department is led
by a former project superintendent who understands
both worlds, which is why these tools translate into
real construction outcomes.
For the Parks and Recreation agreement, the CT
Department brings several capabilities that directly
benefit renovation and repair work:
• Scan to BIM: Jackson scans existing spaces,
converts them into accurate 3D models, and uses
that data to identify conflicts and design issues
before field work begins.
• Cupix 360 documentation: Virtual site
walkthroughs document existing and in-progress
conditions, creating a precise visual record useful
for coordination, quality control, and future
maintenance reference.
• Drone technology: Jackson’s licensed in-house
drone pilot captures aerial site data, thermal
imagery, and volumetric measurements to
support planning and site assessment.
• Prefabrication support: The CT team generates
cut lists and shop drawings so materials arrive on
site precut and ready to install, reducing noise,
dust, and on-site labor hours.
These tools are not reserved for large projects. The
same CT capabilities referenced in Jackson’s Bozeman
Swim Center qualifications are available to the City on
every Parks and Recreation task order.
FIRM WORKLOAD
CURRENT & PROJECTED WORKLOAD
The proposed project team and the Bozeman Division have
the capacity, capabilities, and knowledge to deliver on any
task order the Parks and Recreation Department brings
forward. Jackson’s Bozeman Division office and its self-
perform craft workforce are available to mobilize as the
City’s needs arise. The current workload of the Bozeman
Division Office and proposed project staff includes:
KODY LANE | Division Manager | As Division Manager,
Kody’s role is to serve as the single point of accountability for
the Bozeman Division’s work program under the agreement.
His workload is structured to support rapid response, as
he is not job attached. Because the Parks and Recreation
agreement involves individual task orders rather than a
single large construction project, Kody is positioned to
manage multiple concurrent scopes without the full-time
commitment that a major GC/CM project demands.
MIKE CHASE |Senior Project Manager | Mike is available
to immediately dive into preconstruction and dig into the
details of City of Bozeman Parks & Recreation projects as
they arise. Mike is in the preconstruction phase of the City of
Bozeman Bogert Pool as well as the Senior Project Manager
on the current projects in Yellowstone National Park, which
concludes in November. Mike will fully dedicate himself to
the successful delivery of these project.
Currently the Bozeman Division Office is managing the
following projects:
CITY OF BOZEMAN BOGERT POOL
Currently in Preconstruction Phase
1101 E MAIN STREET INTERIOR RENOVATION
Current through July 2022
YELLOWSTONE NATIONAL PARK - MAMMOTH COMFORT STATIONS
Current through November 2026
WARRIORS & QUIET WATERS
Current through June 2027
YMCA LONE MOUNTAIN GYM
September 2026 through June 2027
CLAIMS & LITIGATIONWe have no current or past litigation with a public owner and have
never had to pay liquidated damages after completion of a project
under contract with a public owner.
