WET has spent more than three decades helping Montana communities plan, fund, design, construct, and enhance parks, recreation facilities, trails, open spaces, playgrounds, wayfinding systems, cemeteries, and community gathering places. Our multidisciplinary team combines civil engineering, landscape architecture, planning, grant funding, public outreach, GIS, environmental services, graphic design, and construction administration to deliver projects that improve quality of life and create lasting community value. The City seeks qualified firms capable of supporting parks, recreation, aquatics, cemetery, forestry, outreach, marketing, planning, design, ADA improvements, and related services. WET offers experience across each of these service areas and is well positioned to provide responsive support under the City’s anticipated on-call contracting program. WET has successfully completed projects for parks and recreation departments, municipalities, school districts, tribal governments, and nonprofit organizations throughout Montana. Our park-related experience includes comprehensive master planning, recreation facility design, destination park improvements, playground development, splash pads, trails and ADA accessibility upgrades, wayfinding systems, natural resource restoration, irrigation design, grant funding assistance, public engagement, and construction management. Recent examples include leading the development of the Butte-Silver Bow Parks Master Plan, providing multi-phase engineering and construction management services for Stodden Park improvements, designing and implementing improvements at Water Tower Park, supporting redevelopment planning and funding efforts for Father Sheehan Park, developing Skyline Park, completing trail and splash pad improvements at Washoe Park in Anaconda, and preparing feasibility studies and funding strategies for recreation facilities such as the Anaconda Skatepark. A key strength of our team is our ability to move projects from vision to implementation. We regularly assist clients with public engagement, funding identification, grant writing, conceptual planning, design development, permitting, bidding, and construction services. Several of WET’s park projects have successfully secured and leveraged significant grant funding that transformed community concepts into constructed facilities. Just as importantly, we understand the operational realities faced by parks and recreation departments and strive to deliver practical, maintainable solutions that balance community desires, budgets, long-term maintenance needs, accessibility requirements, and environmental stewardship. WET maintains offices throughout Montana and Wyoming, including a strong presence in Southwest Montana and a team familiar with the unique opportunities and challenges affecting communities throughout the Gallatin Valley and the surrounding region. Our staff includes certified planners, professional engineers, landscape architects, scientists, public engagement specialists, marketing professionals, and technical designers who can be mobilized quickly to support projects of varying size and complexity. This breadth of expertise allows us to efficiently respond to on- call assignments while maintaining the quality, communication, and responsiveness required to meet schedules and budgets. As requested in the RFQ, WET acknowledges that generative artificial intelligence tools may occasionally be utilized for limited internal administrative functions such as drafting or formatting documents; however, all deliverables remain under the direct supervision and review of qualified WET professionals, and no confidential client information is entered into AI systems without authorization. We appreciate the opportunity to submit our qualifications and would welcome the chance to continue supporting the City’s efforts to enhance parks, recreation facilities, aquatics, forestry, cemetery resources, and community spaces. WET is committed to providing responsive, collaborative, and high-quality professional services that help communities create meaningful places for residents and visitors alike. EXPERIENCE WET has extensive experience delivering planning, design, engineering, public outreach, funding assistance, and construction administration services for parks, recreation, aquatics, trail, cemetery, forestry, and community facility projects in Montana communities similar in size and character to Bozeman. Our work has included comprehensive parks master plans, destination park improvements, playgrounds, splash pads, trail systems, wayfinding programs, ADA accessibility upgrades, natural resource restoration, irrigation systems, community engagement initiatives, and grant-funded recreation projects. We routinely support local governments, parks and recreation departments, school districts, and community organizations through every phase of project development, from visioning and funding strategies through final design, bidding, and construction. Recent experience includes the Butte-Silver Bow (BSB) Parks Master Plan, multi-phase improvements at Stodden Park, Water Tower Park redevelopment, Father Sheehan Park revitalization, Skyline Park development, Washoe Park trail and splash pad improvements, school playground renovations, and recreation facility feasibility and planning efforts throughout Southwest Montana. This breadth of experience enables WET to provide responsive, practical, and implementation-focused solutions that help communities create high-quality public spaces while balancing budget, maintenance, accessibility, and long-term operational needs. WET Project Locations Butte WA MT IDOR CA NV WY UT CO AZ NM TX ND SD NE IA WI KY LA IN IN FL NY NC SC GA MD AK HI Project Experience WET partnered with the City-County of Butte-Silver Bow (BSB) Parks & Recreation Department to develop a new Parks Master Plan in Butte, Montana. BSB and its superfund partners are developing and designing the final remedy features for Butte areas impacted by historical mining operations, and the Parks Master Plan was an integral step to ensure that final park and open space features are harmonized with cleanup activities, maximize beneficial uses of the parks, and control operation and maintenance liabilities for the county. The BSB Parks Master Plan has included inventorying the planning area, identifying current future needs of surrounding neighborhoods and the community at large, evaluating existing facilities, connectivity and associated infrastructure, developing recommendations for operational improvements, and providing five-year capital improvements plan for the park system. The BSB Parks Master Plan also included a robust public outreach component with multiple opportunities for stakeholders to voice their opinions, including an open house, festival attendance to collect input, and an online survey. Since the adoption of the PROST Plan, WET has played significant roles in advancing projects identified through the planning process through design, funding, and implementation. The Stodden Park Central Improvement Plan and Father Sheehan Park projects best represent the goals of this initiative. EXPERIENCE STODDEN PARK CENTRAL IMPROVEMENT PLAN—BUTTE, MONTANA WET provided engineering, design, and construction management services for multiple phases of improvements to Stodden Park in Butte, Montana, helping BSB improve access, circulation, and recreation amenities throughout the community’s destination park. The project integrated new and improved park features, including additional access roads, expanded parking and sidewalks, a destination playground, renovated courts, golf course irrigation upgrades, a new golf clubhouse, utility and stormwater improvements, enhanced landscaping and irrigation, and connections between the pool, carousel, memorial, and other existing amenities. WET coordinated closely with BSB, stakeholders, and the contractor to tie these improvements into the historic park layout while maintaining park access and supporting long-term recreational use.
