RE: SOQ - Contractors - All Trades and Services - Parks and Recreation Department
Dear Katherine,
TD&H offers a full-service team of professional civil, structural, geotechnical engineers, and landscape
architects capable of providing engineering support for projects of varying size and complexity. Our
multidisciplinary capabilities allow us to respond efficiently to a wide range of needs, from evaluation and
review of existing conditions to engineering analysis, design, construction documents, and support during
project implementation.
TD&H currently serves as the on-call development review engineer for the City of Bozeman. Through this
contract, we have assisted the City with building permit engineering reviews, occupancy inspections,
and geotechnical and structural reviews on an as-needed basis. This experience has given our team a
strong understanding of City processes, standards, and expectations and allows us to efficiently support
additional City departments as project needs arise.
TD&H also serves as the on-call City Engineer for the City of Livingston and the on-call Town Engineer for
the Town of Manhattan and previously served as the on-call City Engineer for the City of Belgrade prior to
the City transitioning those responsibilities to in-house staff. Through these on-call relationships, TD&H
has completed numerous civil, structural, and geotechnical engineering assignments and has assisted
municipal staff with the evaluation, review, and development of projects on an as-needed basis.
Our combination of multidisciplinary engineering capabilities, municipal experience, and established
working relationship with the City of Bozeman positions TD&H to provide responsive and practical
engineering support for the Parks and Recreation Department’s future projects. We appreciate the
opportunity to submit our qualifications and look forward to continuing to support the City of Bozeman.
Respectfully submitted,

STORY MILL SPLASH PAD, BOZEMAN, MT
Client Contact: Addi Jadin | City of Bozeman | 406.582.2908
TD&H assisted the City of Bozeman during construction of the new
Story Mill Splash Pad. Services included, contractor coordination,
submittal review, responses to RFIs, field engineering adjustments
to maintain project progress, and inspection of utility and
concrete construction. TD&H worked closely with City Parks

BOGERT PARK PICKLE BALL COURTS, BOZEMAN, MT
Client Contact: Mitch Overton | City of Bozeman | 406.582.3222
TD&H Engineering served as a key member of the design team for
the Bogert Park Pickleball Court project in Bozeman, Montana, the
city’s first dedicated outdoor public pickleball facility. The project
converted two deteriorating tennis courts in the northeast corner
of Bogert Park into seven dedicated pickleball courts, addressing
long-standing drainage and surface issues within a constrained
project budget.
TD&H provided civil engineering and site design services,
including grading, drainage design, and utility coordination.
Our previous experience at Bogert Park, including topographic surveying, drainage design, and utility
relocation for the Bozeman Creek Enhancement Project, gave the team valuable insight into the park’s
existing conditions and infrastructure. This local knowledge allowed TD&H to efficiently address drainage
deficiencies and develop a durable site design to support the long-term performance of the new courts.
The completed courts opened in summer 2022 and were quickly embraced by the Bozeman community.
TD&H’s role reflects our continued commitment to improving community infrastructure throughout the
Gallatin Valley and our experience delivering successful municipal parks and recreation projects for the
City of Bozeman.
BOGERT PARK, BOZEMAN, MT
Client Contact: Mitch Overton | City of Bozeman | 406.582.3222
TD&H provided a topographic survey of the entire Bogert Park
area which was used to prepare a Park Master Plan for the Friends
of Bogert Park and the City of Bozeman. It illustrated existing
conditions including utilities, structures, and other features. We
performed boundary surveys and detailed creek cross section
surveys for the National Park Service, as they prepared the
conceptual plans for enhancing Bozeman Creek through the park.
Most recently, TD&H conducted surveying and geotechnical
analysis for the Bozeman Creek realignment project. We acquired easements and provided construction
staking. We also performed a geotechnical analysis to determine if rerouting the creek closer to the
Bogert Park Pavilion footings would affect the structural stability and provided project geotechnical
recommendations. The more natural alignment facilitates biological restoration and the widened
floodplain provides safer spring runoff.

PROJECT MANAGEMENT APPROACH
Our general approach to engineering projects will involve maintaining task accountability, fostering
client involvement, promoting active communication, and emphasizing teamwork. By adhering to these
principles, our project managers aim to deliver projects that meet the highest quality standards and
adhere to established schedules.
The TD&H team understands that structured management is the key to successful project outcomes. Our
expectation is for our project managers to have a deep understanding of the requirements of a project, be
able to identify and schedule project deliverables, and bring together the resources and people necessary
to accomplish the project tasks on time and within budget. Our Project Managers will continually evaluate
the technical requirements and project tasks to identify critical path activities and coordinate resources to
meet schedule and budget requirements.
We believe that the factors that lead to successful projects for our clients include:
•Clearly defined goals and objectives
•A well-defined project management process
•Open, effective, and active communication
In order to have a successful project, all project stakeholders must know and understand their role in the
project. It is the project manager’s responsibility to communicate these to the stakeholders.
TYPICAL PROJECT WORK APPROACH
TD&H will follow the typical design process including Project Definition, Schematic Design, Design
Development, Construction Documents, and Final Design. Construction Phase services have not been

SPECIAL INSPECTIONS
TD&H provides inspection personnel with expertise to meet the needs of the construction activities. Our
personnel are responsible for documentation of the quality of construction to assure compliance with the
approved project plans, specifications, and other construction regulations. TD&H’s extensive experience
in structural special inspections includes concrete construction, masonry construction, structural steel,
cold-formed steel, special inspections for seismic resistance, and wood construction. All structural special
inspections will be performed by experienced and qualified staff under the direct supervision of a register
professional structural engineer. Additionally, all welding inspection will be performed by a American
Welding Society (AWS) certified welding inspector.
MATERIALS TESTING
TD&H Engineering provides a wide range of field testing that benefits the
owner, contractor and engineers. Field testing not only provides insurance
against future disputes over quality of workmanship, but can also provide a
means of increasing efficiency in achieving the project requirements. Overall
cost savings result from efficient, responsive testing.
Construction documentation services include observation and testing
of fill placement, concrete, masonry, asphalt, steel, and fireproofing. Our
technicians are certified by ACI and other agencies and under the supervision
of a registered professional engineer. Field testing is performed using ASTM,
AASHTO and other applicable standards and guidelines.
Our materials lab in Great Falls is accredited by AASHTO through their AMRL
and CCRL programs for both field and laboratory testing. This includes the
requirements of ASTM C1077 and ASTM E329. While our Bozeman Lab is not
accredited by AASHTO (no labs in Bozeman are AASHTO concrete accredited),
all Standard Operating Procedures for the Bozeman Lab are identical to those
performed in our accredited Great Falls Lab.
Being flexible is extremely important on large complex projects. Many components of the project can
only be completed in sequential order. Many trades have small windows of time they can perform their
work. Being available and having the staff to cover inspections and testing on short notice is essential for
any third-party inspector and testers. We take pride in our flexibility and ability to adapt to project needs
and schedule, even with short notice. The management approach TD&H Engineering has on third party
inspection can be summarized as follows:
•Inspection and testing staff are cross-trained in order to accommodate various testing and inspection needs.
•As an office we strive to keep inspection and testing staff levels one person above what is needed to allow for flexibility and quick response to unforeseen project needs.
•We provide a dedicated Scheduler who coordinates with the contractor multiple times a week to ensure we are up to date on construction progress and scheduling needs.
•We have a dedicated Construction Manager with over 40 years of experience as a contractor who oversees all inspectors and testers. Our Construction Manager is in constant contact with inspectors and testers and makes frequent site visits to all our projects.
•TD&H Engineering implements an effective internal Quality Assurance/Quality Control program. We’ve developed an in-house Quality System Manual for Construction Materials Testing Services. All Standard Operating Procedures for the Bozeman Lab are identical to those performed in our accredited Great Falls Lab.

C. Firm Workload
TD&H Engineering administers weekly staff
meetings at our Bozeman office as well as
weekly regional manager conference calls to
monitor progress of current and upcoming
projects to evaluate available resources. Based
on current backlog, we have the staff and
resources readily available to dedicate to the
City of Bozeman.
The table shown illustrates our team’s
availability based on our current and
projected workloads. Workload is dynamic
and constantly changing as projects are
completed and others started. With a staff of
150, TD&H Engineering can provide additional
resources from our other offices as necessary,
but anticipate the project being completed
from our Bozeman office.
PRESENT & PROJECTED WORKLOADS
There is a short construction season in Montana and every day counts. We understand this dynamic
and realize we must accommodate the project schedule. In other words, our schedule is the project
schedule and we are comfortable meeting the project schedule. Secondary scheduling items include
the following:
•Weekly scheduling call to contractor and/or subcontractor on Friday to discuss needs for the upcoming week.
•Weekly document uploads on Monday morning to the project Bluebeam site.
