The process is scalable, allowing us to tailor our level of effort to each assignment rather than applying a one-size-fits-all approach. This provides consistency, clear communication, and quality control across projects of varying size, scope, and complexity. 1 | DEFINE Every task begins with listening. We meet with City staff and appropriate stakeholders to understand the need, goals, budget, schedule, operational considerations, and required deliverables. From a small repair or renovation to a more complex improvement, we establish a clear scope and identify the appropriate team and level of effort before moving forward. 2 | DISCOVER Our Bozeman-based team can quickly evaluate existing conditions through site observations, review of available facility information and record documents, and coordination with City staff. We identify relevant codes, accessibility requirements, existing building conditions, and other factors that may influence the work. Early identification of these issues helps reduce surprises and supports informed decisions about scope, cost, and schedule. 3 | DESIGN With the project parameters established, we develop practical solutions that respond to the City’s needs and available budget. Depending on the assignment, this may range from a straightforward recommendation or sketch to conceptual options and more detailed design documentation. We collaborate with City staff throughout the process, providing regular opportunities for review and input so decisions can be made efficiently. 4 | DEVELOP Once a direction is established, we develop the appropriate level of documentation required to implement the work. Our team coordinates closely with consultants and contractors as needed to provide integrated, code-compliant solutions. Internal quality reviews are incorporated into the process, with the level and timing of review tailored to the size and complexity of each task order. 5 | DELIVER Our involvement continues through implementation and construction. We can provide bidding and procurement assistance, respond to RFIs, review submittals, conduct site observations, and assist with project closeout as required by each task order. Throughout the process, our team remains accessible and accountable, providing the City with a consistent local resource that can respond quickly and help move projects from an identified need to a successful outcome. We listen. We meet with City staff and stakeholders to understand goals, budget, schedule, and deliverables. We design the scope and the right team for the task. We evaluate existing conditions, review information and codes, and identify factors that may impact the project reducing surprises and informing decisions. These Deep Looks are evaluations of the physical conditions at IHS-owned and most tribally owned facilities throughout the State of Alaska. Every five years, a team of architects and engineers surveys each facility, including all buildings, grounds and building service equipment and presents the survey results in a report along with recommendations for repairs, code deficiency corrections, improvements, and an estimated cost for the repairs or improvements. These surveys, together with routine observations by facilities personnel, identify deficiencies that are added to the Backlog of Essential Maintenance, Alteration and Repair (BEMAR) report, which is reported to Congress annually and it is the basis of supporting the need for Maintenance & Improvement (M&I) funding. M&I funds support IHS health care facilities and tribal health care facilities operating under contract or compact arrangements. These facilities vary in age from pre-World War II structures to new, recently completed facilities and include just about all types of uses and construction types. The survey team needs to be familiar with not only current codes and construction methods, but also needs to have a good knowledge of historical building codes and construction methods as well. This campus covers approximately 22 acres and consists of 10 structures constructed between 1920 and 2020. As the academy grows and is used for statewide education spaces the need for specific training areas is required to ensure the Law Enforcement professionals are adequately prepared for any situation they may encounter on the job. The existing Montana Law Enforcement Academy has engaged Architects Alaska to design a 10,800 SF facility to be used as a training space for a variety of common situations encountered in the field. The building consists of nine unique Scenario spaces ranging from a home to a business to a public street. A classroom for preparation and review of scenario exercises and a Mat room to practice maneuvers without injury sit on the East Side of the building with eight scenario rooms on the west side and the space between is set up to be a typical city roadway with sidewalks, light posts, parking meters and business storefronts. Large overhead doors on each end of the streetscape allow for vehicles to drive through the scenario or be closed to allow the Academy Recruits to focus on scenario exercises and not be distracted by inclement weather conditions. Lighting controls for the Roadway scenario allow nighttime to be simulated during regular class time hours. Cameras in each scenario room allow for instructors to monitor the students and for student and peer review of how a scenario was handled. SIPS panels for both interior and exterior walls is proposed for speed of construction, sound mitigation between spaces and superior wall protection for the simulated ammunition used during scenario training. Decades later, this pool remained a centerpiece of the facility, but age had taken its toll. By 2019, the maintenance and facilities team faced growing concerns over the pool's filters, surge tank, and the now-aging gutter system. These issues demanded attention, yet the team was mindful of the project's budget and the structure's original construction. After thorough evaluation, the design team proposed a thoughtful plan: refurbishing the gutter system instead of a full replacement, balancing functionality with fiscal responsibility. Additionally, they recommended a complete replacement of the pool deck tile to refresh and modernize the natatorium space, aiming to enhance both aesthetics and usability. Tragically, before these plans could come to fruition, disaster struck. A catastrophic roof failure at the facility in 2019 brought the project to an abrupt halt, forcing the university to redirect resources to address this unforeseen challenge. While the pool renovation remained unrealized, the story of the Marga Hoseaus Fitness Center underscores the importance of proactive maintenance and the unpredictable nature of preserving aging infrastructure. We used form and material to enhance the acoustics and ensure the best possible experience for the audience. In 2015, the project was completed with almost entirely local labor, and the team sourced river rock and landscaping from the project site, making it a truly unique and sustainable project. The pavilion is part of a more significant master plan development, including baseball fields, restrooms, parking, and recreation trail access. The facility boasts electrical systems wiring for theater lighting and sound systems, which are connected to a south boot structure, enabling both theatrical and musical performances. Existing conditions highlighted critical needs, including a dedicated space for staff to safely clean up after working in contaminated environments, rather than bringing those hazards into their own homes. Additionally, the Housing Authority lacked a training room capable of accommodating up to 50 people for staff training. The proposed building addition addressed these needs. A flexible training room supported a range of uses, from HVAC education to accounting seminars, strengthening staff capacity and community services. A separate entrance allowed maintenance staff returning from housing clean-up or repair work to access shower, laundry, and locker facilities immediately, ensuring proper decontamination before returning home. This design also provided direct access to the existing administrative areas without disrupting activities in the training room. To support long-term resilience, the building was designed to accommodate a future solar panel system with battery backup, as well as a temporary generator connection. This approach ensured that both the new addition and existing administrative spaces could remain operational during local power outages, allowing the Housing Authority to continue serving the residents of Lame Deer without interruption. In the 1960s, the carports were enclosed and the property was converted to apartments. Today, the property includes seven apartment buildings, a detached maintenance garage, a separate water heater enclosure, and a detached community building. The property contains 33 apartment units and approximately 19,500 rentable SF of building area. The site needs several infrastructure improvements and is not set up for easy access to all apartment entrances. Our task for this property was to assess the buildings for architectural, structural, electrical, and mechanical upgrades needed to bring the property up to code for life safety and energy efficiency. The report highlighted areas needing the most significant improvement, areas that would make the building more efficient, areas that were not handicapped accessible, and life safety code deficiencies. At the property owner’s request, an additional study was completed to evaluate the site’s best use and inform future investment. The report compared renovating the existing structures with replacing them with new construction, providing the owner with the information needed to determine the best path forward. Misunderstood goals lead to rework of designs and schedule delays. Our standard practice is to assign a project manager as the single point of contact; they will act as the clearing house for information exchanges between the owner and the design team, making sure that every piece of information gets to the right person at the right time. All direction from the owner will be documented in writing, and resolution of design issues will be recorded in meeting minutes or email recaps of conversations. This gives all the participants a clear record of how the project evolves and avoids time-consuming misunderstandings. Site Visits and Evaluations We understand that having a thorough grasp of existing conditions can be the most important part of the design process. The architects and designers we have selected for this term contract are experienced in planning and executing efficient on-site investigations of existing buildings and infrastructure. Since our team members live and work in Bozeman, we can quickly assemble a group to document an existing site or building. Meetings Face-to-face and virtual meetings are a key part of making sure the design team stays aligned with the City’s vision for a project. Each project will begin with a kick-off meeting to establish scope and introduce the specific team members. From there, we’ll adjust the frequency and number of meetings based on the engagement you need from us, and the scale and complexity of the project. Project Cost In every project, success depends in part on the “art of the possible.” Prices of construction materials and labor can vary, and a scope of work that seemed inexpensive at first can turn out to be more challenging than anticipated. Architects Alaska is very experienced in working with third-party cost estimators to assess the impacts of particular design solutions. If the desired project scope can’t be delivered within the available budget, our team will help you develop additive or deductive alternates, or look at potential phasing of future work to accomplish as much as possible with the resources available. Maintaining Schedules From the start of any project, our team will develop a project schedule and management plan that outlines key milestones and expected completion dates for major tasks. We’ll also assign specific people who “own” each task and are responsible for seeing it through to completion. This plan gives you a tool to understand how the process will unfold, and holds us accountable to make measurable progress within a definite time frame. This record reflects our commitment to delivering projects on schedule and meeting contractual obligations.
