Recreation Department
Dear Ms. Canter:
Bozeman’s parks, trails, recreation facilities, urban forests, and public spaces are essential community infrastructure.
They also generate a steady stream of needs that range from focused repairs and accessibility improvements to
landscape, civil, survey, engagement, and construction-support assignments. Sanbell offers the City a proven local
team that already understands Bozeman’s standards, processes, partners, and expectations and can mobilize the right
specialists quickly for these projects.
Led from our Bozeman office, the same team proposed for the City’s facilities term contract brings direct experience with
North Black Pocket Park and I-Ho Pomeroy Peace Park, Westlake BMX Park, Glen Lake Rotary Park, the Parks, Recreation
and Active Transportation Plan, and other local park, trail, and public-realm work. I (Kendra Piedalue) will remain the City’s
single point of contact and draw on our established multidisciplinary project team as each assignment requires. This
structure gives the City local responsiveness without paying for a larger team than a task needs.
Our work will be grounded in practical implementation: confirm the need and available budget, understand site and
maintenance conditions, identify permitting and accessibility requirements, coordinate with City staff and users, and
deliver clear documents that can be bid, built, and maintained. We are comfortable supporting projects from early
concept and engagement through survey, design, bidding, construction administration, inspection, and closeout.
Bozeman Chronicle recently quoted Deputy Mayor Douglas Fischer, “I-Ho Pomeroy Peace Park came together ‘incredibly
quickly’ by city standards.” Which is a testament to our team’s expertise and experience with the City of Bozeman.
Generative AI disclosure: Sanbell does not anticipate the use of generative AI in design development, but any use
will comply with the City’s agreement requirements and Sanbell’s AI policy. Sanbell will not enter City confidential or
personally identifiable information into a generative AI system, and qualified staff will independently review all work for
accuracy, bias, copyright, professional judgment, and contractual compliance. Generative AI will not replace licensed
professional judgment or responsible charge.
Sanbell appreciates the opportunity to continue serving the City of Bozeman. We are ready to provide responsive, cost-
conscious support that helps the Parks and Recreation Department address needs as they arise and sustain welcoming,
durable public spaces.
Respectfully,
Kendra Piedalue

North Black Pocket Park and I-Ho
Pomeroy Peace Park | Bozeman, MT
Sanbell supported the creation and enhancement
of North Black Pocket Park and the adjoining
I-Ho Pomeroy Peace Park, transforming an
underused downtown space into an attractive
public amenity. Working with the City, Downtown
Bozeman Partnership, and the Pomeroy family, the
team developed a concept honoring former City
Commissioner I-Ho Pomeroy’s Korean heritage and
community contributions. Improvements include
cherry trees, vibrant plantings, custom benches,
bioretention bump-outs, safer ADA pedestrian
crossings, bicycle parking, a peace pole, custom
metal arches, art, and cultural symbolism. The project
demonstrates landscape architecture, placemaking,
accessibility, engineering, stormwater integration,
stakeholder coordination, and implementation in a
compact public space. It received the 2024 Biggest
Small Win Community Award at the Montana
Downtown & Main Street Conference and was
featured by Time.com.

5Qualifications for Contractors - All Trades & Services - Parks and Recreation Department Experience - Similar Past ProjectsCity of Bozeman Urban Renewal District Term Contract | Bozeman, MT
Sanbell has supported the City’s Urban Renewal
Districts through successive term contracts since
2016, including an initial three-year contract, a four-year
extension, and the current five-year contract awarded
in December 2023. Park and public-realm assignments
include Westlake BMX Park improvements, North
Black Pocket Park and I-Ho Pomeroy Peace Park, the
Aspen Street festival street, pathways, sidewalks, and
the Depot and 5th Avenue trail projects. The contract
demonstrates the precise delivery model contemplated
by this RFQ: the City identifies a need, Sanbell
assembles a right-sized team, confirms scope and
budget, and provides coordinated planning, landscape
architecture, engineering, survey, engagement,
construction administration, and inspection services.

Sanbell helped transform Grant Street into a people-focused campus corridor and gathering space. The planting
concept tells Montana’s geographic story from east to west, using the landscape to create a distinct sense of

B. Firm Background
12Qualifications for Contractors - All Trades & Services - Parks and Recreation Department Firm Background & QualificationsFirm History, Information,
and Location
Sanbell will lead this contract from its Bozeman office at 106 East Babcock,
Suite L1, Bozeman, Montana 59715
Since 1969, Sanbell has served municipalities
across the West with integrated planning,
landscape architecture, civil and multimodal
engineering, surveying and mapping, public
engagement, visualization, and construction
management and inspection. Today, more than
300 employees in 14 offices support our local
teams. This structure gives the City direct access
to professionals who know Bozeman, backed by
specialized resources that can be added only
when an assignment requires them.
Intelligent Infrastructure. Enduring Communities.
For Parks and Recreation, that means solutions
that are welcoming and distinctive, technically
sound, accessible, maintainable, water-
conscious, and realistic to construct within the
available budget.
Annual Volume, Financial/
Bonding Capacity, and Stability
Sanbell’s Rocky Mountain operations generate annual revenue exceeding $15 million. The firm is financially capable of supporting both small, rapid-response assignments and multimillion-dollar projects, and our continued growth has expanded staff capacity and technical depth while maintaining a strong Montana presence. Sanbell carries the professional, general, automobile, and employer liability insurance required by the City’s agreement and can provide certificates and endorsements before work begins.
Strengths, Weaknesses and
Special Capabilities
Strengths. Sanbell combines a highly responsive Bozeman office, direct City and park experience, and multidisciplinary services. The City can use one local point of contact for assignments involving landscape architecture, civil infrastructure, accessible routes, trails, survey, engagement, visualization, bidding, and construction support. Our term-contract experience helps us scope quickly, align effort with the available budget, and avoid unnecessary procurement and mobilization time.
Special capabilities. Our staff bridges planning and implementation. Landscape architects and planners work alongside civil, multimodal, survey, and construction professionals from the outset, helping surface utilities, drainage, grading, accessibility, maintenance, phasing, and constructability considerations before they become field problems. Visualization and public engagement capabilities help explain improvements to decision-makers, user groups, neighbors, and the broader community. Additionally, with the addition of our Northwest team, our landscape architecture team has grown in both size and capacity, as well as expertise with the inclusion of a certified arborist.
Weakness and mitigation. Because Sanbell supports multiple public clients and active term contracts, staff are not held idle awaiting task orders. Kendra will mitigate competing demands through early workload forecasting, a named backup/discipline-lead structure, weekly resource coordination, and assignment-specific schedules. The integrated team also allows work to shift among qualified personnel without sacrificing continuity or accountability.
• Civil and roadway design
• Shared-use path and active transportation design
• Traffic engineering and signal modifications
• Topographic, boundary, and right-of-way surveying
• Stormwater, hydrologic, and culvert analysis and
design
• Retaining wall and structural coordination
• Utility identification and coordination
• Landscape architecture and planting design
• Lighting design
• Environmental and permitting coordination
• Public engagement and visualization
• Cost estimating, specifications, and bid documents
• Construction administration and observation

Sanbell has the local staff, multidisciplinary resources, and technical expertise needed to respond efficiently as assignments arise under this contract. Although our team supports several concurrent projects, we actively plan and manage staff availability to provide the City of Bozeman with responsive service while meeting each task’s schedule and budget. Our current and anticipated City commitments include:
• City of Bozeman Transportation Engineering Term Contract. Joey Staszcuk may continue to support assignments under this contract alongside the proposed Parks and Recreation work.
• City of Bozeman CIP Surveying Term Contract. Craig Kamps and other survey personnel may support ongoing capital improvement assignments.
• City of Bozeman Urban Renewal Districts Term Contract. Kendra Piedalue, Chris Naumann, and other proposed team members may continue to support planning, placemaking, landscape architecture, engineering, and related assignments.

assignments.
• North Bozeman Plan. Chris Naumann and other proposed team members may support land use planning,

Capability to Meet Time & Budget
Requirements
Sanbell has a proven record of delivering projects for the City of Bozeman on time and within budget, including
the Story Mill Road and Griffin Drive transportation improvements, both of which finished ahead of schedule
and under construction budgets. We understand the challenges municipalities face including limited funding,
competing priorities, and Montana’s short construction season and mitigate them through proactive
communication, responsive service, and disciplined resource management.
Using Deltek Vantagepoint project management software, and Bluebeam Revu for QA/QC checks, our teams
continuously monitor budgets, schedules, and assigned tasks, while weekly check-ins ensure priorities are
clear and issues are resolved early. With oversight from Project Manager Kendra Piedalue and Senior Quality
Reviewer Chris Naumann, we have the systems, staff capacity, and experience to reliably meet the City’s
schedule and budget requirements.
While we always have
competing projects and
deadlines, using our Deltek
Vantagepoint project
management software, we
are able forecast more than
sufficient workload capacity
for our project team.
