The plan replaces the park's 1992 layout and folds in new parkland dedicated from the adjacent Carroll on Main development, giving the City a single vision for the park's future. DJ&A's landscape architects began with a full existing conditions inventory and a review of City planning documents and zoning, then developed multiple design alternatives and refined them through City and neighborhood input into a preferred plan, a phasing strategy, and a rough order of magnitude cost estimate. The design reworks the park throughout. It restores the creek corridor that bisects the site, replaces aging playground and picnic amenities, reorients the parking lot, expands the skate park, and adds accessible pedestrian circulation. Alternatives also explore a community garden, tennis, and bocce, each shaped by public meetings with the surrounding neighborhood. Commissioned by Carroll Companies to satisfy a parkland dedication requirement, the plan has advanced in direct, ongoing coordination with City of Bozeman Parks and Recreation staff and is now in final production for City review. The professional services fee was $46K. Relevance: Current, hands-on experience supporting a City of Bozeman park through the same process the Department's task orders will require: existing conditions assessment, ADA circulation, amenity replacement, and phased capital planning, while managing neighborhood input and multiple design alternatives on a task-order-scale budget. Figure 1. One of several alternatives created for Kirk Park. That role gives him a direct working relationship with the City's forestry staff and a clear read on how Bozeman manages its urban forest and community engagement processes. On this contract, Josh will lead environmental, natural resource, and forestry task orders and support public engagement. Myla Kelly | Environmental Scientist Myla is a Bozeman-based senior environmental scientist with 28 years of experience focused on water quality and environmental compliance. Before joining DJ&A, she spent seven years as the Water Quality Standards and Modeling Manager at the Montana Department of Environmental Quality, which gives her firsthand command of the Montana and federal Clean Water Acts and the state's permitting expectations. Myla coordinates the environmental permitting that park and site construction work depends on, including stormwater pollution prevention plans, discharge permits, floodplain and Municipal Separate Storm Sewer System compliance, and NEPA and MEPA documentation. Her background in forestry and natural resources also supports the Department's restoration and forestry work. On this contract, Myla will handle environmental compliance and permitting so that task orders clear regulatory review without delay. Bob Rinfret, PLS, CFedS | Survey Bob is a Montana-licensed professional land surveyor and a certified federal surveyor with 20 years of experience managing survey and mapping projects across the state. He leads boundary, control, and topographic survey, right-of-way retracement, and high-definition LiDAR and drone mapping, and serves as one of DJ&A's survey managers on its statewide survey term contract with the Montana Department of Transportation. When a park, trail, or site task order needs base mapping or an existing-conditions survey to support design, Bob's team can collect and deliver it in-house. He will provide survey and mapping services as task orders require. Experience with the City of Bozeman DJ&A brings an active, current working relationship with the City of Bozeman Parks and Recreation Department. DJ&A is leading the City's 2026 Urban Forest Management Plan update for the Department's forestry work, partnering with PlanIT Geo and working directly with the Urban Forestry Division and the Urban Parks and Forestry Board. The work includes tree inventory and canopy assessment, staffing and equipment recommendations, public engagement, and presentation to the City Commission, with Alex Nordquest serving as the City's point of contact. This is the same department issuing this RFQ, so DJ&A already knows its staff, priorities, and preferred way of working. DJ&A's park experience with the City extends to both design and planning. DJ&A's landscape architects led the master plan for Kirk Park, a 12.3-acre community park, coordinating with the Parks and Recreation Department to reimagine an aging park and align improvements with the City's parks and active transportation goals. That work pairs directly with the parks and recreation task orders anticipated by this contract, from site assessment and design alternatives through phased implementation and cost estimating. DJ&A | Bozeman Parks and Recreation RFQ 9 Beyond individual projects, DJ&A's Bozeman office at 220 W Lamme Street keeps its team close to the City's parks, trails, and facilities and fluent in how the City operates. DJ&A's Montana-licensed staff design to City of Bozeman standards and Montana Public Works specifications, and they know the local permitting and review process. That familiarity lets DJ&A mobilize quickly on a task order and reduces the coordination and ramp-up that the City would otherwise carry. FIRM BACKGROUND DJ&A is a multidisciplinary professional services firm offering engineering, environmental, survey, landscape architecture, and planning under one roof. The firm has served Montana communities for more than 50 years and operates from a Bozeman office close to the parks, trails, and facilities this contract supports. For the City, that means a single local team able to plan, design, permit, and support construction on Parks and Recreation task orders as they arise. Location, History, and Stability DJ&A was founded in Missoula in 1973 and has worked in Montana communities ever since. Its Bozeman office at 220 W Lamme Street places staff minutes from the City's parks and recreation sites, and the firm also maintains its Missoula headquarters along with offices in Colorado, Nevada, Washington, and New Mexico. DJ&A will serve the City through its Bozeman office and Montana-based staff, with a single point of contact coordinating each task order. Over five decades, DJ&A has grown from a Missoula survey and engineering practice into a firm of more than 150 professionals serving federal, state, local, tribal, and private clients. More recently, DJ&A added specialized water resources, municipal engineering, and construction inspection capabilities through partnerships with WEST Consultants, Robinson Engineering, and Creative Engineering Group. The City works with one point of contact and a team that includes DJ&A's Bozeman-based staff, backed by a firm with the stability to carry a multi-year term contract. Business Volume and Financial/Bonding Capacities DJ&A is a privately held firm with a stable, diversified book of business built over more than 50 years. Work spanning federal, state, local, tribal, and private clients steadies revenue across economic cycles and shifts in any single market. DJ&A's annual business volume exceeds $20 million, and with roughly 150 professionals, the firm has the capacity to take on as-needed task orders without straining its current commitments. DJ&A carries the insurance coverage the City's Professional Services Agreement requires, including professional liability, commercial general liability, automobile, and workers' compensation, along with umbrella coverage. If a task order calls for bonding, DJ&A can secure it through its surety. Given the $79,999 cap on individual task orders, DJ&A's financial standing and coverage comfortably exceed what the work under this contract will demand. DJ&A | Bozeman Parks and Recreation RFQ 10 Special Capabilities Parks, Trails, and Site Construction Under this contract, DJ&A can design and coordinate the construction of park and trail improvements, from small repairs to full site build-outs. DJ&A's civil engineers and landscape architects can handle site layout, grading and drainage, ADA-compliant access, trail alignment, hardscape, site furnishings, and construction documents, then carry that work through bid support, construction observation, and final inspection. When a task order involves preventative maintenance or emergency repairs, DJ&A will assess the damage, scope the fix, prepare the design, and oversee the work, bringing in specialty trade partners for hands-on labor when needed. DJ&A does this work across Montana and the region. At the Seeley Lake Campground, a popular U.S. Forest Service recreation site on the Lolo National Forest in western Montana, DJ&A surveyed the site and designed an updated boat ramp, a reconfigured parking area, and an ADA- accessible floating dock. This work eased congestion at the ramp and protected the mature Western Larch that shades the site. DJ&A has delivered similar improvements at higher-traffic destinations. Horsetooth and Carter Lake reservoirs are two heavily used public recreation areas in Larimer County, Colorado. There, DJ&A reconstructed access roads, parking, and a campground at sites that together serve more than a million visitors a year. Landscape, Irrigation & Natural Resource Restoration DJ&A’s landscape architects specialize in designing and supporting planted and natural areas parks depend on, including planting and irrigation design, native and pollinator plantings, turf and streetscape landscaping, and weed management. DJ&A can also design the natural resource and stream restoration plans that improve habitat and manage stormwater on park and open space sites. When a task order includes environmental requirements, DJ&A's environmental staff will handle permitting , including stormwater pollution prevention plans, floodplain and water quality permits, and NEPA and MEPA documentation, so that landscaping and restoration task orders clear regulatory review. Figure 7. Horsetooth Reservoir: DJ&A-designed access roads and parking now serve more than a million visitors a year. DJ&A | Bozeman Parks and Recreation RFQ 11 DJ&A does this work across Montana and the region. For example, the Mullan BUILD project was a multi-year Missoula County infrastructure initiative that constructed new roads, trails, and utilities throughout northwest Missoula. DJ&A designed the full corridor and oversaw its construction, including stream restoration and stormwater infrastructure integrated with new roads, trails, and utilities. At Grand Teton National Park in Wyoming, DJ&A rebuilt the campground and boat ramp area at Jenny Lake, one of the park's busiest destinations, where its landscaping and revegetation plan reduced visual impacts and protected natural resources around the new construction. Cemetery Design DJ&A can support the City's cemetery work, from planning through construction. On a task order, DJ&A will prepare cemetery master plans, design new burial sections and columbaria, lay out roads and pedestrian circulation, and design irrigation, grading, and drainage to fit the grounds. DJ&A can also survey and map existing interment areas and build the GIS records that help the cemetery track capacity and plan expansion. Work at an active cemetery calls for sensitivity, and DJ&A will coordinate closely with City staff to minimize service and operations disturbance during design and construction. Figure 8. An image of construction in progress at the Mullan BUILD project site. DJ&A | Bozeman Parks and Recreation RFQ 12 This is established area of expertise for DJ&A and for Chris Brandriet, the City's point of contact. Chris has worked on more than 30 cemetery projects over 20 years, including national cemeteries for the U.S. Department of Veterans Affairs. DJ&A's cemetery work includes Fort Snelling National Cemetery near Minneapolis, where the team provided master planning, survey, and irrigation design for a 46-acre expansion with a new water source and a redesigned distribution system. DJ&A also completed a nationwide survey and GIS program for the National Cemetery Administration, mapping interment sites across 86 national cemeteries in 46 states. Aquatics and Facility Maintenance DJ&A supports park and aquatic facilities through the assessment and design side of maintenance work. The firm evaluates facility and site conditions, identifies ADA and code-compliance needs, provides structural evaluation, and prepares design and specifications for repairs and improvements, then oversees construction through to completion. For facility upkeep that calls for hands-on trade or specialty labor, DJ&A scopes and manages the work with qualified trade partners. This lets the City assign a facility or aquatics assessment or improvement to DJ&A and get a clear path from problem to solution. Planning, Design, and Engineering Services Planning, design, and engineering are DJ&A's core, applying across parks, cemeteries, and forestry work. DJ&A can provide master and site planning, civil site engineering, grading and drainage, structural engineering, survey and mapping, and GIS. On a task order, DJ&A will carry the work from early concept through construction documents and construction support. DJ&A can also assess existing park and facility conditions, identify ADA and code needs, evaluate structures, and design repairs and improvements. DJ&A pairs planning with design regularly. Centennial Park is a municipal park in Boyden, Iowa. It was built around a new fishing pond that doubles as a stormwater detention basin. DJ&A developed the master plan and site layout. The plan integrated a baseball diamond, a multi-field soccer complex, a dog park, a campground, and more than 280 parking stalls, along with habitat restoration and modernized restrooms. It turned a stormwater need into a full community park. Community Engagement, Outreach, and Marketing DJ&A's project managers can lead stakeholder and community involvement that park projects require. DJ&A will plan and run public meetings, gather input through surveys and comment periods, and integrate suggestions learned into the design. DJ&A can also present that work to boards, City staff, and the City Commission. When a task order needs dedicated public relations or marketing, DJ&A will team with Big Sky Public Relations, a Montana PR firm. DJ&A's managers lead the project-related engagement, and the PR partner handles broader outreach. This shows up on active municipal work. Downtown SAM is the City of Missoula's downtown Safety, Access, and Mobility project, funded by a federal RAISE grant, with DJ&A leading the consultant team. DJ&A designed its riverfront trail and connectivity improvements with Missoula Parks and Recreation. On the public involvement side, DJ&A plans and runs the public meetings and online engagement, prepares the questionnaires, and supports comment tracking and resolution. Facilitating the value- DJ&A | Bozeman Parks and Recreation RFQ 13 engineering workshops and coordinating the project working group brings community and agency voices into the design. Big Sky Public Relations handles outreach and media. Construction Administration In addition to design, DJ&A can carry out task orders through construction. That work starts with bid and procurement services and continues through submittal and RFI review, with field observation and inspection to confirm the work matches the plans and specifications. As construction wraps up, DJ&A reviews pay applications, tracks progress, and manages closeout, ensuring the City has a single point of oversight from the first day of construction through final acceptance. DJ&A performs this construction oversight with its own field staff. El Portal Administrative Camp is a 34-acre National Park Service staff housing site along the Merced River at Yosemite, which DJ&A is rehabilitating into a modern RV campground. During construction, DJ&A's engineers verified work in the field as contractors installed new water and sewer mains and upgraded a lift station crossing beneath the river. The team reviewed submittals and RFIs and made site visits to confirm compliance. Pavement sections and circulation layouts were adjusted based on conditions found in the field. The same people who designed the project stayed with it through the build. Forestry DJ&A can assist with the City's forestry work from planning through field care. On a task order, that means preparing urban forest management plans, tree inventories, and canopy assessments, and using them to guide forestry operations, staffing, and budgeting. DJ&A's environmental staff also evaluates threats from insects, disease, and storms and recommends measures to keep the canopy healthy. For hands-on maintenance such as trimming, removal, planting, and emergency storm response, DJ&A will scope and oversee the work with qualified arborists and trade partners. Currently, DJ&A is leading the 2026 update to Bozeman's Urban Forest Management Plan for the Parks and Recreation Department. Working with the City's Urban Forestry Division and the Urban Parks and Forestry Board, the team is building a tree inventory and canopy assessment, assessing threats from insects, disease, and disaster, and recommending staffing and equipment to match. Public engagement is central to the process, and the plan will guide how the City manages its urban forest for years to come. Since DJ&A is building the City's tree inventory and canopy data through this plan, a future forestry task order can start from what DJ&A already has rather than from scratch. Figure 9. DJ&A staff onsite at the El Portal Campground site. DJ&A | Bozeman Parks and Recreation RFQ 14 FIRM WORKLOAD AND CAPACITY Current/Anticipated Work and Availability DJ&A manages staff workload with on-call responsiveness in mind. As a matter of practice, the firm keeps its professionals roughly 65 percent utilized, holding capacity in reserve so the team can absorb task orders and other short-term client needs without disrupting existing commitments. When demand rises or several task orders land at once, DJ&A scales the team accordingly. The firm draws on more than 150 employees within the DJ&A organization and 500 professionals across its wider family of companies, and can bring additional qualified staff to a task order as project demands require. The lead-and-backup depth behind each discipline means no single project ties up the people assigned to this contract, and the City can count on a qualified responder whether a task order arrives on its own or alongside others. Capability to Meet Time and Budget Requirements DJ&A manages schedules and budgets the same way on every assignment, and has a local track record to show for it. DJ&A has served Montana State University in Bozeman since 2023, taking on a recurring series of campus assignments and carrying each through design, bid administration, and construction oversight. That work has included roughly 20 acres of ADA-compliant sidewalks and parking, and reconstruction of a roughly 30-acre gravel area near Bobcat Stadium into a paved lot with concrete pedestrian plazas, each delivered as its own scoped, scheduled, and budgeted task. DJ&A also holds a statewide survey term contract with the Montana Department of Transportation, coordinating crews and scheduling field and office staff against a defined scope as individual assignments arrive. Both run on the same task-order model as this contract. On the City's task orders, DJ&A will apply that same discipline. The team will confirm scope, a milestone schedule, and a fee at pre-negotiated rates before starting. The project manager will track progress and spending against that baseline, raise any change in scope, schedule, or cost early and in writing, and secure authorization before any work exceeds the agreed amount, consistent with the contract's change process. An independent quality-control review will catch issues before work reaches the City, protecting the schedule and deliverables. The City gets a process it can predict, as proven with DJ&A’s recurring local work. DJ&A | Bozeman Parks and Recreation RFQ 15 DISCLOSURES Claims Disclosure In the last ten years, DJ&A has not been assessed or paid liquidated damages after completion of a project under a contract with a public owner. DJ&A has delivered projects for federal, state, and local agencies across Montana and the region for more than 50 years, working to meet the schedule and budget commitments in every contract it signs. Where questions or changes have come up, DJ&A has resolved them directly with its clients through each contract's normal processes. DJ&A | Bozeman Parks and Recreation RFQ 16 Use of Generative AI DJ&A may use generative AI tools to aid in the delivery of services under this contract, where they improve efficiency and quality for the City. DJ&A's professionals remain responsible for every deliverable. Any work produced with the help of these tools will pass through DJ&A's quality control review, where a qualified professional checks it for accuracy, bias, and originality before it reaches the City. DJ&A will not enter confidential or personally identifiable information obtained through this contract into any generative AI system. Before using generative AI on a task order, DJ&A will inform the City's representative and follow the City's direction on its use, consistent with the Professional Services Agreement. Quality Assurance and Quality Control DJ&A applies quality control to every task order, scaled to the size and complexity of the work. On this contract, Perry Palmer, PLA, will lead quality assurance and quality control. A senior reviewer independent of the day-to-day design team will check each deliverable, so the review stays objective. Quality is built in from the start of a task order. The project manager will set review checkpoints at key milestones, and reviewers will examine the work against the scope, the applicable standards, and City requirements as it progresses. DJ&A uses BlueBeam Revu review sessions with a color-coded comment-tracking system, so every comment is documented and resolved before a deliverable moves forward. Complex task orders receive additional review, and smaller ones follow a streamlined check suited to their scope. The result is deliverables that are accurate, compliant, and consistent, with issues caught early, before they become rework that costs the City time or money.
