City of Billings Recreation Center, Master Plan Billings, MT Despite being Montana’s largest city, Billings lacks a dedicated community recreation center. Under the direction of the City of Billings, A&E+ SMA Design and BRS Architecture began building and master planning efforts to address unmet needs for recreation, organized sports, community use, and sports tourism. The proposed center would create a comprehensive destination serving residents, athletes, and visitors throughout the region. Planned amenities include indoor basketball and volleyball courts, competition and leisure pools, ice rinks, fitness rooms, a jogging track, and community engagement and support spaces. Planning efforts focused on identifying the facilities and amenities that would best serve the community, selecting a site that could accommodate both the initial facility and future expansion, and evaluating construction, operational, and funding costs. Strengths & Weaknesses Our strengths lie in our expertise in civic projects, adaptive reuse, commercial, and public facilities. With decades of experience navigating complex regulatory requirements, our team brings a collaborative and informed approach that keeps community values, municipal goals, budgets, and schedules at the forefront. Our experience with complex expansions and renovations, combined with our existing relationship with the City of Bozeman, allows us to understand local processes and respond efficiently to a wide range of project needs. Our approach centers on listening, collaborating, and applying stakeholder input to develop practical, thoughtful solutions. A dedicated construction project management team carries that coordination through construction, helping protect the City’s interests, design intent, and overall project quality. While our team has broad experience with public facilities, recreation, planning, and community focused projects, we recognize that certain highly specialized park, recreation, or technical needs may fall outside our core areas of expertise. In those cases, we rely on trusted consultants and specialists who bring the specific knowledge required for the project. We also recognize that every Parks and Recreation assignment may present different priorities, stakeholders, and site conditions, requiring our team to remain flexible rather than relying on a predetermined solution. By identifying these needs early and building the right team for each assignment, we can address potential gaps while maintaining clear communication, strong coordination, and accountability throughout the project.
