I've spent more than 15 years working professionally in media production, with roughly two decades of hands-on editing and video work. I came up through post-production, then grew into camera work, directing, multi-camera live production, motion graphics, and FAA-certified drone work. Before moving to southwest Montana, I spent years working on corporate and live-event productions in Seattle, including technical direction and camera work for Microsoft events and multi-camera productions at The 5th Avenue Theatre. Since moving to Montana, I've been building Blazing Arrow around that same range of skills. I've also worked with and alongside other production teams in the area, and those relationships give me a local network to draw from when a project needs additional crew or specialized support. Some jobs are one person, one camera, and a clear story. Others need additional camera operators, audio, streaming, aerial coverage, or a larger production and post-production workflow. I've also had the chance to work alongside Bozeman Parks and Recreation through my community work with the Skateboard Alliance of Montana, and more recently while filming AbilityMT's ADA Celebration and 5K. Those experiences have given me a good feel for the people, places, and public purpose behind Parks and Recreation work. If selected, I will be the City's primary contact and will stay directly involved from the first conversation through final delivery. Thank you for considering Blazing Arrow Productions. I'd be excited to bring my production experience to the City and help Parks and Recreation document its work, reach the community, and tell the stories behind the places and programs people use every day. Sincerely, ________________________________________ Jason Singler, Owner Jason Singler d/b/a Blazing Arrow Productions 206.661.7570 Jason@BlazingArrowProductions.com Jason Singler d/b/a Blazing Arrow Productions | 2 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 1 Qualifications at a Glance Why Blazing Arrow fits this contractor pool ● Parks and recreation relevance: experience with youth recreation, community events, public presentations, outdoor storytelling, site documentation, surveys, and stakeholder communication. ● Full production capability: pre-production, interviewing, multi-camera field production, drone imagery, livestreaming, editing, motion graphics, sound, captions, transcripts, and multi-platform exports. ● Direct senior involvement: Jason Singler personally leads discovery, production planning, filming, editing supervision, quality control, and City communication. ● Scalable delivery: owner-operated core with a vetted regional network of camera, audio, streaming, animation, and production specialists available with City approval. ● Bozeman recreation context: recent work and community leadership have put me in regular contact with local nonprofits, recreation partners, City Parks and Recreation staff, public events, and youth programs. Core qualifications Principal Jason Singler, Owner / Producer / Director / Editor Experience More than 20 years in video editing, production, animation, and live-event media Education Bachelor of Fine Arts in Media Arts and Animation Aerial work FAA Part 107 remote pilot; aerial imagery subject to airspace and site approvals Office Livingston, Montana; regional service to Bozeman and southwest Montana Business model Owned core equipment; principal-led project delivery; scalable specialist crew Proposed City service areas Public engagement and outreach videos; parks and recreation program promotion; aerial and ground-based site documentation; project and construction updates; interviews and testimonials; public meeting and hybrid-event production; youth and community storytelling; social media content; aerial and ground-based site documentation; event capture; accessible captions, transcripts, and alternate-format exports. Jason Singler d/b/a Blazing Arrow Productions | 3 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 2 Firm Background and Organization Company profile Blazing Arrow provides video production, editing, live-event and multi-camera production, livestreaming, aerial cinematography, motion graphics, social media content, and creative support. Projects range from nonprofit and community stories to conferences, marketing campaigns, outdoor and recreation content, live events, interviews, and specialized camera assignments. Blazing Arrow owns and operates its core cameras, audio, lighting, streaming, stabilization, and aerial equipment, allowing the company to respond quickly without building every routine production around outside rentals. When a project calls for a larger crew or specialized support, Blazing Arrow can scale through an established network of camera operators, audio technicians, streaming specialists, and other production professionals in southwest Montana. Jason has worked with and alongside several production teams in the area, including Dead West Creative and Montana Video Company. Business volume and financial capacity Blazing Arrow's current workload is a mix of one-day field shoots, multi-day events, recurring content and social-media engagements, and subcontracted production assignments. Individual projects range from focused crew services to full multi week productions. The company owns its core production equipment and operates with relatively low fixed overhead. Larger jobs are scaled efficiently with project-specific crew and equipment. Blazing Arrow does not maintain construction bonding because the services proposed here are media, outreach, and professional production services. If a future task order requires a specific bond, I would address that requirement before accepting the work. Strengths and a real-world constraint STRENGTHS Hands-on senior producer; editor-first story sense; strong live and multi-camera background; direct communication; owned core equipment; can work lean or scale with crew; strong familiarity with Montana community work. CONSTRAINT AND HOW I HANDLE IT Blazing Arrow is owner-led, so I do not pretend one person can be in three places at once. Large or overlapping field productions need advance scheduling. I check conflicts before accepting a job, lock in specialist crew early, and tell the client quickly if a schedule creates risk. Jason Singler d/b/a Blazing Arrow Productions | 4 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 3 What Blazing Arrow Can Do for Parks and Recreation Community outreach and public information Interviews, public-input explainers, survey promotion, event recaps, project updates, educational videos, and clear calls to action. Parks, trails, facilities, and capital projects Ground and aerial documentation, before-and-after stories, construction progress, milestone updates, opening-day content, and stewardship messaging. Recreation and youth programs Program promos, instructor and participant stories, camp recaps, safety and registration information, and short social videos. Events and public meetings Multi-camera recording, livestreaming, Zoom integration, presentation playback, online Q&A support, backup recording, and edited archives. Campaign and social content Vertical and horizontal video, recurring short-form series, motion graphics, thumbnails, captions, copy, and platform-ready exports. Longer-form storytelling About-us films, city promotion, recruitment and volunteer stories, partner features, educational videos, annual recaps, and internal training media. What gets delivered ● Master video files plus the versions the City actually needs for web, social media, presentations, displays, or archive. ● Corrected captions and readable transcripts, with additional accessibility formats included when the task order calls for them. ● Organized project files, releases, music and stock-license records, source-media notes, and a clear delivery folder rather than a mystery pile of files. ● Original graphics and editable assets when they are part of the scope, with third-party licensing or plugin limitations identified before delivery. Right-sized production Each City request would begin with a short discovery and scoping step. A two-hour interview shoot should not carry the machinery of a citywide campaign, while a public livestream should not be treated like a simple camera day. Blazing Arrow scales the workflow, crew, review process, and documentation to the risk and visibility of the assignment. Jason Singler d/b/a Blazing Arrow Productions | 5 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 4 How I Would Handle a City Task Order 1. LISTEN What is the City trying to communicate? Who needs to hear it? What does success look like? Confirm the audience, deadline, locations, approvals, accessibility needs, and budget before building the production. 2. DEFINE Turn the conversation into a clear scope: deliverables, schedule, production plan, responsibilities, assumptions, review rounds, milestone schedule, and change-control procedure. 3. PREPARE Build the interview questions, run-of-show, permit acquisition, shot list, call sheet, releases, graphics list, site plan, weather and airspace checks, equipment plan, and backup strategy. 4. PRODUCE Capture clean picture and sound, keep the day organized, protect participants and the public, maintain backups where they matter, and communicate changes while there is still time to solve them. 5. EDIT AND REVIEW Keep in-line with post production scheduling, build the story, provide organized review links, collect consolidated feedback, and keep version names and approvals clear. 6. DELIVER AND ARCHIVE Export the approved formats, check playback, transfer files securely, provide the agreed accessibility companions, and archive or hand off project materials according to the task order. The person scoping it is the person making it I do not want City staff to explain the same project three times as it moves from sales to a producer to an editor. I will be involved in the first conversation and remain responsible for the final deliverable. When another specialist joins the crew, I still own the communication, the production plan, and the quality of the finished work. Jason Singler d/b/a Blazing Arrow Productions | 6 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 5 Key Personnel and Technical Capacity Jason Singler - Owner / Producer Owner, producer, director, camera operator, editor, motion designer, livestream technical director, and FAA Part 107 remote pilot. Jason will be the City's primary contact and will remain accountable for scope, scheduling, crew coordination, field production, editorial quality, accessibility checks, and delivery. ● More than 15 years of professional media production experience, with roughly two decades of hands-on editing and video work and a BFA in Media Arts and Animation. ● Live-production background includes hundreds of Microsoft meetings and events, multi-camera theater productions at The 5th Avenue Theatre, hybrid conferences, Zoom events, and workflows built around TriCaster, ATEM, OBS, and related systems. ● Post-production background includes long-form and short-form editing, motion graphics, compositing, animation, color, audio cleanup, captions, and adapting one production into multiple useful formats. ● Recent Montana work includes nonprofit impact films, recurring social-media programs, outdoor events, conferences, interviews, drone work, recreation projects, and camera assignments for other local production companies. Representative equipment resources CAMERA Sony cinema and mirrorless systems, stabilized gimbal rigs, action cameras, Insta360 systems, monitoring and recording accessories. AUDIO Wireless lavaliers, shotgun and handheld microphones, field recorders, and the ability to work with venue or presentation audio feeds. LIVE ATEM switching, TriCaster experience, OBS and Zoom integration, presentation playback, multi-source recording, monitoring, and backup workflows. AERIAL DJI Mavic 3 Pro and many other aerial/FPV systems, operated only when FAA rules, airspace, site permissions, weather, and public safety allow. POST Adobe Premiere Pro, After Effects, Photoshop, Audition, DaVinci Resolve, transcription/caption workflows, review systems, and organized project storage. SCALING Additional camera, audio, lighting, streaming, animation, and production specialists brought in when the assignment needs them and the City approves the approach. Continuity and backup Blazing Arrow plans critical assignments with redundant recording paths, spare media and power, pre-event tests, local backups, and clearly assigned technical responsibility. When a task order depends on a specialist, that role and backup plan will be identified before production. Jason Singler d/b/a Blazing Arrow Productions | 7 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 6 Similar Experience: Events and Impact Storytelling Mountains of Courage Conference - Bozeman, Montana Client: Mountains of Courage | Contact: Tawnya Healy | 406.589.5537 | tawnya@mountainsofcourage.com Blazing Arrow planned and produced a full-day hybrid conference at the Hilton Garden Inn in Bozeman. The production included a multi-camera stage setup, wireless audio, presentation and sponsor graphics, Zoom streaming, remote presenters, online Q&A, stage and venue coordination, backup recording, and a full production crew. ● After the conference, I edited the individual sessions, a horizontal highlight video, a one-minute vertical social reel, and animated event branding. ● The project required close coordination with the organizer, venue staff, presenters, remote speakers, the camera operators, and the streaming techniciasn, along with a detailed run of show and last-minute presentation changes. ● The client later described the videos as wonderful and the animated logo as incredible, and invited me to begin planning for a future conference. Why it matters here: this is the kind of public-facing production where technical reliability, clear communication, multiple audiences, and useful post-event content all have to work together. WATCH VIDEO HERE AbilityMT ADA Celebration and 5K - Bozeman, Montana Production partner: Dead West Creative | End client: AbilityMT | Contact: David Abate | 406.548.4855 | For AbilityMT's first Bozeman ADA Celebration and 5K, I handled a full event day of field production with a Sony camera on a stabilized rig, DJI Mavic 3 Pro aerial coverage, Insta360 X5 footage, wireless audio, multiple lenses, six short interviews, and presentation coverage. I moved through the event gathering enough material to show the people, the route, the accessibility features, and the energy of the day without turning the event into a film set. ● We then edited the material into a one-minute vertical social-media recap. The event centered on accessibility and a trail developed through AbilityMT's partnership with Bozeman Parks and Recreation, which made the assignment especially relevant to this RFQ. ● This is a good example of a lean Blazing Arrow job: one operator, several capture tools, interviews and event coverage during the day, followed by a concise social deliverable in post. Why it matters here: public events often need strong documentation without a large footprint, and the finished piece needs to make sense to people who were not there. WATCH VIDEO HERE Hawk Nest / Blank Skate Project - Fargo, North Dakota Client: North Dakota Skateboarding Association | Contact: Tom Kemmer | 651.402.2061 A short documentary-style piece around the Blank Skate Project, an annual fundraiser supporting The Hawk Nest indoor skatepark and the North Dakota Skateboarding Association. The event brought together skateboarding, art, live music, tattoo artists, local businesses, volunteers, and a skateboarding contest, with proceeds helping fund the next expansion of the skatepark and future programming. ● We filmed the event as it unfolded, capturing the art show, skateboarding, live music, volunteers, sponsors, and atmosphere surrounding the fundraiser. ● The interview with Tom became the backbone of the piece, connecting the energy of the event to the larger goal of expanding the skatepark and creating more opportunities for future generations of skateboarders. ● The finished story also highlighted how many different parts of the community were involved, from artists and musicians to local businesses, volunteers, and sponsors. Jason Singler d/b/a Blazing Arrow Productions | 8 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS Why it matters here: Parks and recreation stories are often about more than a facility or an event. This project required capturing the activity itself while also explaining the community, partnerships, fundraising, and long-term purpose behind it. WATCH VIDEO HERE 7 Similar Experience: Events and Impact Storytelling Skateboard Alliance of Montana - Video Production & Community Outreach - Bozeman, Montana www.SkateAllianceMT.org Through Jason Singler's leadership of the Skateboard Alliance of Montana, Blazing Arrow has produced ongoing video and outreach content documenting skateboarding, recreation programs, events, and future skatepark development in Bozeman. ● Produced weekly Winter Skate Nights recap videos using footage captured by Blazing Arrow and local videographers, then created a larger finale film documenting the final event, participants, volunteers, music, art, and community impact. ● Produced the BYEP SKATPARK Final Sesh video documenting the closing chapter of Bozeman's indoor skate facility and the community surrounding it, filled with testimonials of community members and park users. ● Filmed SAM events, community outreach efforts, and potential locations for future skatepark development, including aerial and ground-based site documentation. Why it matters here: Ongoing recreation storytelling, event documentation, community outreach, youth programming, site documentation, aerial production, and the ability to turn footage from multiple contributors into a consistent finished story. Bozeman Parks and Recreation familiarity CLEAR DISTINCTION The Skateboard Alliance of Montana work described above reflects Jason Singler's nonprofit and community leadership, not paid Blazing Arrow firm history. It is included as relevant local experience only. ● Outside of Blazing Arrow, I serve as President of the Skateboard Alliance of Montana. Through that volunteer leadership role, I have worked directly with Bozeman Parks and Recreation staff on youth recreation, skatepark planning, public outreach, and community events. ● Recent work includes presenting and discussing the Bozeman Citywide Skatepark Plan, coordinating documentation and repair communication related to the Bozeman skatepark bowl, and developing surveys, public presentations, fundraising communication, and outreach materials around local recreation needs. ● I also helped organize Winter Skate Nights, a temporary indoor youth recreation series developed with HRDC and communicated with Parks and Recreation. The series served approximately 250 participants and required waivers, safety procedures, volunteers, equipment, sponsors, promotion, and event documentation. ● These activities are not Blazing Arrow commercial contracts, and I want to make that distinction clear. They are included because they mean I would not be arriving at my first City task order with no idea how Parks staff, local recreation partners, and the public fit together. City collaboration contact: Addi Jadin, Park Planning and Development Manager | 406.582.2908 | Addi.Jadin@bozemanmt.gov Jason Singler d/b/a Blazing Arrow Productions | 9 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 9 Schedule and Budget Performance How I keep projects from wandering Scope baseline A written deliverable list, assumptions, exclusions, responsibilities, accessibility requirements, review rounds, and acceptance criteria. Milestone calendar A production schedule tied to City decisions, site access, interviews, public dates, draft reviews, and final delivery. Budget visibility Fixed-fee, day-rate, hourly, or hybrid structure selected for the assignment, with pass-through expenses identified before authorization. Change control No added cost without a documented City request and written approval. Changes are separated from corrections to work that does not meet the agreed scope. Review discipline Consolidated City feedback, named approvers, version numbers, due dates, and a shared review platform to avoid contradictory notes. Risk register Early identification of weather, access, releases, airspace, noise, power, connectivity, live-event, schedule, and third-party dependency risks. Communication expectations Subject to task-order complexity and confirmed availability, Blazing Arrow proposes the following service expectations: acknowledge City requests within one business day; provide clarifying questions or a scoping call promptly; issue a written estimate and schedule after requirements are sufficiently defined; and communicate any material schedule or cost risk as soon as it is known. Rates and task orders I have not included binding project prices in this qualifications response because the RFQ anticipates negotiated rates and individual task orders. I can provide a rate schedule covering producer/director work, camera operation, editing, motion graphics, drone work, livestreaming, equipment, crew, travel, and reimbursable expenses during contract negotiations. Each task order should have a clear budget or not-to-exceed amount and written approval before added cost. Jason Singler d/b/a Blazing Arrow Productions | 10 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 10 Current Workload and Capacity Availability model Blazing Arrow balances recurring editing and marketing work with scheduled field productions. I will only accept a City task order when I believe the production date, post-production window, required equipment, and crew can be protected. ● Short interviews, site documentation, social shoots, and other focused assignments can often fit between larger production dates once access and deliverables are clear. ● Multi-day events, seasonal campaigns, and public livestreams benefit from early booking so crew, venue coordination, testing, connectivity, and backup systems can be locked down. ● Editing can overlap with planning for other jobs, but each project is kept on its own milestone calendar and in separate organized storage. ● Urgent work can be evaluated case by case. I would rather be candid about what is possible than accept an impossible deadline and hope the problem disappears. Capacity protection No invisible overbooking Before accepting a City task order, Blazing Arrow will conduct a conflict and capacity check covering crew, required specialists, equipment, travel, post-production time, review windows, and deadline dependencies. The City will receive a realistic schedule, not an optimistic placeholder. Crew and subcontractors When an assignment requires more than one operator, Blazing Arrow will propose the needed positions and obtain any required City approval before engagement. Blazing Arrow remains responsible for production crew briefing, technical standards, safety expectations, file handling, confidentiality, billing, and final delivery. Subcontractors will be required to comply with applicable City terms, including nondiscrimination, records, confidentiality, rights, and approved AI-use restrictions. Continuity if the principal becomes unavailable For scheduled events, the production plan will identify critical roles, backup contacts, file locations, and technical documentation. When feasible, a qualified alternate operator will be identified for high-consequence assignments. The City will be notified promptly of any issue that could affect delivery, together with a recovery recommendation. Jason Singler d/b/a Blazing Arrow Productions | 11 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 11 Risk, Compliance, Accessibility, and Records Insurance and licensing Before contract execution, Blazing Arrow will provide the certificates and endorsements required by the City or identify any coverage item that needs to be adjusted. Blazing Arrow will obtain and maintain the required City of Bozeman business license and any task-specific permits before performing the work. Accessibility is part of production ● Correct captions and readable transcripts instead of treating unreviewed automatic transcription as a finished accessibility product. ● Use legible type, sufficient contrast, safe title timing, and layouts that still make sense on a phone, presentation screen, or public display. ● Provide alternate formats, descriptive text, audio description, or live-caption integration when those items are part of the scope. ● Build searchable documents with real headings, descriptive links, proper table headers, and a sensible reading order. Public records, releases, and privacy ● Assume City communications and work product may become public records and keep project files organized with that in mind. ● Use City-approved release and consent procedures for identifiable participants, with extra care around minors and vulnerable populations. ● Collect only the information needed to make the project and limit access to contact lists, releases, unreleased footage, and other working files. ● Coordinate release timing and public statements with the City before publishing City project information. Rights and asset management Blazing Arrow will comply with the City's ownership requirements for work product created under a task order. Third-party music, stock, fonts, templates, or software-dependent assets will be disclosed and licensed appropriately. When editable source files are required, the task order should identify the expected formats, linked assets, plugins, and any third-party restrictions. Safety and aerial operations Field plans will account for weather, public access, traffic and pedestrian movement, electrical and trip hazards, equipment security, minors, sensitive spaces, and emergency procedures. Aerial work will proceed only when lawful and safe under FAA rules, airspace requirements, site permissions, and conditions on the day of flight. Jason Singler d/b/a Blazing Arrow Productions | 12 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 12 Generative AI Disclosure and Editorial Standards CITY APPROVAL COMES FIRST Blazing Arrow will disclose any proposed generative-AI use and obtain City approval before it is used to create or alter a City deliverable, consistent with the RFQ and contract terms. Possible low-risk uses, if approved ● Brainstorming, rough concept exploration, administrative outlines, transcript cleanup, caption-draft assistance, metadata, or similar behind-the-scenes production support. ● Concept images or visualizations only when they are clearly identified as illustrative and are not presented as documentary evidence of a real City place, person, or condition. ● Technical cleanup or generative tools only after rights, accuracy, bias, provenance, and public trust have been considered for that specific assignment. Guardrails ● No confidential, protected, or personally identifiable City information will be entered into a generative AI system. ● No synthetic image or voice of a resident, staff member, elected official, partner, or participant without explicit authorization and appropriate consent. ● No AI-generated factual claim, quotation, statistic, image, or audio element will be treated as accurate without human review and source verification appropriate to the risk. ● No generative output will be used when it would weaken documentary integrity, accessibility, copyright compliance, or public trust. ● Any approved use, review process, and labeling requirement can be documented in the task order or production record. Editorial responsibility stays with me If my name is on the final deliverable, I am responsible for its accuracy, context, rights, accessibility, technical quality, and compliance with City approval. AI may speed up a low-risk step in the workflow; it does not replace editorial judgment or accountability. Jason Singler d/b/a Blazing Arrow Productions | 13 CITY OF BOZEMAN RFQ | BLAZING ARROW PRODUCTIONS 13 Claims and Certifications Certifications ● FAA Part 107 Remote Pilot Certificate ● Montana Independent Contractor Exemption Certificate ● BFA, Media Arts & Animation, The Art Institute of Seattle Liquidated damages No. Based on the respondent's company records, Jason Singler d/b/a Blazing Arrow Productions has not been assessed and paid liquidated damages after completion of a project under a contract with a public owner during the past ten years.
