Issued under the authority of 2026 Transportation Engineering Term Contract (2026TETC) Professional Services Agreement with Sanbell for Architectural and Engineering Services. This Task Order is dated September 1, 2026, between the City of Bozeman
Transportation and Engineering Department and Sanbell (Contractor). The following representatives have been designated for the work performed under this Task Order:
City: Taylor Lonsdale, Transportation Engineer Contractor: Joey Staszcuk, Associate Principal SCOPE OF WORK: The scope for this task order is detailed in the attached
Transportation Engineering Term Contract Scope of Work – Task Order Number 2026TETC-001. COMPENSATION: Sanbell will bill for its services on a cost-plus-fixed-fee basis with a project total of $ 67,660.00. The provisions of the Professional Services Agreement
shall govern the Work. IN WITNESS WHEREOF, the parties authorized to commit resources of the parties have executed this Task Order:

Sanbell is pleased to provide this scope of work for preliminary and final design of
three independent projects. The first project is a Rectangular Rapid Flashing Beacon
(RRFB) design for the intersection South Willson Avenue & West Dickerson Street.
This location is assumed to include streetlights, ADA improvements and a grid
connection flasher setup. The second project is solar RRFB for the intersection of
South 3rd Avenue and Westridge Drive and will include ADA improvements. The third
project is solar RRFB for the intersection of South 3rd Avenue and Arnold Street and
will include ADA improvements. All three projects will be designed concurrently but
the solar RRFB’s will be prioritized. A detailed scope of services is outlined below.
This work is to be done as a part of the Transportation Engineering term contract for
engineering services.
Scope of Work:
Phase 1 - Project Management & Coordination
This phase of the project includes general project management, coordination with
the Client, weekly project update emails, and monthly billing/invoicing for all three
projects.
Phase 2 - Survey & Mapping
A detailed topographic survey of the project intersection will be conducted using a
combination of GPS, LIDAR, aerial Drone, and total station techniques. The
topographic survey will cover the anticipated area of improvements, extending
approximately 50 feet along each leg of the RRFB crossings. Project #1
(Willson/Dickerson) will include survey along all pedestrian crossings of the
intersection and Projects #2 & #3 will only survey the crosswalk on the south legs of
the intersection. Survey tasks will include compilation of plats and certificates of
survey, and a corner search to establish right-of-way will be conducted, but a
complete boundary survey is not included. Additional pre-survey research will be
conducted as required and survey control will be set by Sanbell.
Base drawings will be prepared in AutoCAD format following the completion of the
topographic survey, and additional pick-up topo will be conducted as needed
throughout the duration of the project. Public and private utilities will be located
prior to the survey via one-call for inclusion in the base drawings. No in-field

excavation of private (dry) utilities is contemplated in this scope of work. This phase
also includes traffic control needed for the completion of survey tasks. All three
projects are included in this Phase, but each project’s survey data will be
summarized in separate files.
Phase 3 – Project #1 (Willson/Dickerson) Preliminary Design
This phase consists of all preliminary design tasks associated with the intersection
design. Subtasks under Phase 3 include the following:
• Evaluate ADA accommodations for access to existing sidewalks as well as
pedestrian push button locations
• Evaluate existing photometric and streetlight lighting levels
• Prepare RRFB pedestrian crossing design layout for south leg crossing
including sign poles, conduit, pull boxes, streetlights, controller and service
location
• Prepare plans and details for signing and striping, electrical, sidewalks,
crosswalks and ADA accessibility ramps.
• Include list of any needed specifications
• Quality control review and prepare Preliminary PS&E submittal for review by
City of Bozeman
Phase 4 – Project #1 (Willson/Dickerson) Final Design
This phase consists of preparation of final plan drawings based on review comments
from City of Bozeman. Subtasks under Phase 4 include the following:
• Finalize RRFB design layout for south leg crossing, conduit fill calculations,
electrical detail sheets, and opinion of probable cost
• Prepare special provisions and specification manual for bid documents
• Finalize quality control review and prepare Final PS&E submittal for City of
Bozeman
• Coordinate with Northwestern Energy for power service
Phase 5 – Project #2 (South 3rd/Westridge) Preliminary Design
This phase consists of all preliminary design tasks associated with the intersection
design. Subtasks under Phase 5 include the following:
• Evaluate ADA accommodations for access to existing sidewalks as well as
pedestrian push button locations
• Prepare RRFB pedestrian crossing design layout including sign poles for south
leg crossing
• Prepare plans and details for signing and striping, electrical, sidewalks,
crosswalks and ADA accessibility ramps.

Phase 6 – Project #2 (South 3rd/Westridge) Final Design

opinion of probable cost
• Prepare special provisions and specification manual for bid documents
• Finalize quality control review and prepare Final PS&E submittal for City of
Bozeman
Phase 7 – Project #3 (South 3rd/Arnold) Preliminary Design
This phase consists of all preliminary design tasks associated with the intersection
design. Subtasks under Phase 7 include the following:

Phase 8 – Project #3 (South 3rd/Arnold) Final Design
This phase consists of preparation of final plan drawings based on review comments
from City of Bozeman. Subtasks under Phase 8 include the following:
• Finalize RRFB design layout for south leg crossing, electrical detail sheets, and
opinion of probable cost
• Prepare special provisions and specification manual for bid documents
• Finalize quality control review and prepare Final PS&E submittal for City of
Bozeman
Phase 9 – Construction Bidding Services
This phase of the project will consist of construction bidding services (assuming a
single round of bidding for Project #1 (Willson/Dickerson) including the following:
• Contractor coordination through public bid solicitation

• Contractor RFIs and Addendums
• Facilitate Pre-Bid
• Bid Opening, Bid Tab, & Award Recommendation
• Process Contractor Contracts
• Facilitate Pre-Con
• Shop Drawing Review
• Construction observation and documentation for electrical items on assumed
observation of 20 hours
• Process Pay applications submitted by Contractor and any necessary work
change directives, verify material quantities on all contractor pay requests
• Process the certificate of substantial completion, coordinate final inspection
prepare punch lists and verify completion
• Prepare as-built (record) drawings
• Prepare City of Bozeman close-out submittals
• Conduct two-year warranty walkthrough, prepare punch list and verify
completion
The following items are specifically excluded from this scope of work:
• Coordination of material testing and payment (By City Term Contract)
• Construction Staking (By selected contractor)
• Community Outreach (By City Staff)
• Construction Administration & Inspection for any surface or utility
improvements

Total Fee $67,660
Sanbell will bill for its services on a fixed fee basis for a total of $67,660.00 as
specified in the fee table above and attached detailed hourly breakdown. Sanbell
shall submit invoices to the Client for work accomplished during each calendar

month. The amount of each monthly invoice shall be determined on the “percentage
of completion method” whereby Sanbell will estimate the percentage of the total
work accomplished during the invoicing period.
Project Schedule:
The anticipated schedule for this project will be to submit the Preliminary PS&E
submittal within two (2) months of notice to proceed. It is anticipated that the
construction schedule for this task order is a Spring 2027 construction with
construction documents ready by December 2026.
