To whom it may concern:
The purpose of this memo, at the request of the City of Bozeman, is to both address the additional traffic
generated and the drive-through lane queuing analysis from the proposed above-mentioned project located
at the southwest corner of South 19th Avenue and West Kagy Boulevard.
Traffic Generation
The proposed development of this site includes a new credit union branch with additional upper floor offices
for Whitefish Credit Union employees. For this traffic analysis, the project was separated into two uses, Drive-
in Lanes, and Office. The table below provides the calculated combined Weekday, AM Peak and PM Peak
hour trips based on ITE Trip Gen 12th Edition.
Pass-by trips for this type of development can be discounted from the total calculated trips when
considering impacts on adjacent roadways as it is expected that some users will be entering/exiting the site
on their way to another destination from the same adjacent roadway. ITE guidance suggests a 35% pass-by
rate for Drive-in Banks.
The “University Crossing Apartments Traffic Impact Study” report has been included for reference as it has
recent traffic counts and level of service for adjacent intersections.

Queuing Analysis
Based on City of Bozeman standards, a drive-through facility is to have two (2) parking stalls and six (6)
spaces per drive-through lane. Based on the current proposed site design, the allocated space for vehicle
queuing allows for thirteen (13) vehicles in total for the three proposed teller lanes, which provides
approximately 4 vehicles per lane. In this analysis we have looked at the anticipated amount of queuing
space needed based on data collected from two other Whitefish Credit Union branches (Missoula and
Kalispell) that utilize the same drive-through teller lane design.
In these existing locations the teller lanes see on average 9.4 vehicles per day for Missoula, and 22.5 vehicles
per day for Kalispell. Theses values indicate that a queuing provided of 13 vehicles at any given time will be
sufficient for the amount of vehicles anticipated since this vehicle count is across the full day.
Another analysis was conducted using the Trip Generation value listed above for the PM peak hour entering
the site (40 trips) at the drive-through, which is approximately 3.2 times greater than the average daily teller
lane traffic for the Kalispell branch. Whitefish Credit Union averages just under 2 minutes per drive-up visit.
Using this data, and the fact that two of the three teller lanes contain two customer interfaces, the teller
lanes as a whole would have the capacity to move a customer through approximately every 24 seconds, or
150 customers an hour which exceeds the total PM peak hour estimate.
Based on these analyses, it is expected that the provided space in the proposed site plan for vehicle queuing
will be sufficient and vehicles will not back up into the drive lane of the parking lot or right-of-way.
